Young; the domestic, Bridget Landergan; ibe castaway, Mary Tyner, whom the fiend thought he had killed, but who miraculously recovered, and is now ending her life in an insane asylum, aud the Sullivan girl, whom he knocked senseless and Woul£ have killed if he had not ; been frightened by the sound of approaching foot steps. The murder of Bridget Landergan was the first of Piper’s capital crimes. She was a domestic in the employ of Sheldon Barry, on Bellevue avenue, in the Dorchester district, and was beaten to death with a club made from the end of a wagon shaft, on the highway, near Columbia street, on the evening of Hecember 7, 1873. Piper was arrested at the time, bat afterward' released, and shortly afterward Thomas Cahill, the girl’s lover, was extradijted from Ireland for the crime, but never brought to trial, and the murder was added to the long list of unsolved'crimes until Piper confessed to being the perpetrator. Mary Tyner, a young woman of questionable character,'his second victim, was found in her room in Oxford street, on the 2d of July, 1874, terribly mangled about the head, and she was not expected to survive. That she did was almost miraculous, but fully as strange as her recovery was the fact that she steadily refused to
say anything regarding her assailant, and the affair remained a deep mystery until

confessed and explained by the fiendish Piper. This woman is now in the Taunton insane asylum, whither she was conveyed from Deer Island, where she had been committed from Boston as a night walker. She is now violently and hopelessly insane. The butchery of Mable Young was on Sunday, May 23d, 1875, in the Warren avenue church tower, into which Piper decoyed the little innocent, and then brutally murdered her with a bat stick. His attempt to conceal his crime and subsequent movements have all been described from time to time, and a repetition is not now called for. Suspicion and arrest speedily followed, but two trials were necessary before a conviction was secured, the jury having disagreed in the first instance. The motive which animated Piper in committing his atrocious crimes appears tb have been a morbid desire for bloodshed, supplemented with an almost animal last, and these weaknesses of human nature, aggravated by constant and copious draughts of opium and

May 26 —Ex-Pootmaster General Creswell was examined by the house committee on postoflioea sndpoet roads to-day, and testified that the first year be was postmaster general there was scare! y any straw bidding, but in 1870, after examination of certain bids, be came to the conclusion that they were not made in good faith. He prepared a draft of a bill which he thought would protect the department This bill was considered in the senate. He wanted to exclude manifestly fictitious bids and in case of failure by the lowest bidder to comply with hie contract, to have authority to make a contract with any other bidder or outside person. This was struck t from the bill, and a provision inserted that in case of failure of the contractor ths post master general should take the next lowest bid and so on, as this amended bill became law, he then called on the attorney general (or ah opinion whether after a failure of a contractor and refusal of the next lowest bidder to perform the service, he bad a ’right to select other than the next lowest bidder or was required to advertise for proposals- The attorney general said he mnst advertise.
