Yeaterday noon, or rather before noon. Stratford and councilmen of his ilk were seen skulking about police headquarters, which of itaelf waa sufflciant to presage devilment, and the result was born at 4pm., in the shape of a secret meeting of the democratic majority of council. The call for this special seaiotieof council waa aigned by Madden, Bellman, Laughlin, Geiger and Gimber, and netices of it curing the afternoon were surreptitioua'y served by that willing tool, the chief of police, who left cooies at the reeidencee of Bead, Craft, Kann and Darnall, well knowing that the first named waa absent from the city and the others were attending to their usual business and would not return home until nightfall. The object of this special session waa not included in the call, and was therefore not known until Mr. Madden, one of Boss Brown’s creatures, introduced the following redii-tricting ordinance:

Before Mr. Kahn submitted these questions and notwithstanding the “gag law” efforts of Stratford and Curran, Mesne. Adams and Craft and Ransdell also threw in a few plain words of speech which set the crowd to howling and tbb democracy to the exhaustion of their entire range of parliamentary law in the eflortto hold them down When Mr Kahn’e propositions were tabled by the majority, and the ordinance was called up, Mr. Craft filed the following protest on behalf of the ton thousand republican voters of this city: We do protest against the pasmge of this ordinance, ai we deem it wholly illegal and revolutionary In its character. , C. Following the introduction the ordinance waa made the apecial order for the evening session, and then the conspirators adjourned to ewait tbe result of their first coupde etat. After the adjournment the news spread rapidly, and in the evening tbe lobby and gallery of the council chamber was crowded with a mass of partisans, about equally di vided, who, amid great excitement, awaited the issne. It waa early bruited that Mr.

Geiger had violated his pledged during the afternoon session had

his oo-conspirators for the same ordinance which two weeks ago he denounced as infamous and illegal, and he was therefore the aim of many contemptous glances, and as he sat in hia chair nervously palling his stumpy side-whiskers his countenance sbowed every indication that inwardly he knew he waa doing detestable thing. Thronging the “charmed circle” set apart to council members, waa the Wart and his Celtic associates, together with little Sammy,two of the “four, poor little shoats,’’ Bernhamer, the paragon, Fuller, the multitudinous coroner, and others of similar merit, besides a strong corps of police, who were distributed through the hall aa If to put down insurrection. As the hoar advanced the crowd packed and re-packed from the accessions information. After the minutes had been read, upon- Mr. Craft’s point of order, the mavor ruled that the proceedings of the afternoon were illegal, but because no one objected at the time of the introduction of the ordinance, in his opinion, it was now too late to remedy the matter. Mr. Craft attempted to reply in argument, hot waa shat down under the five-minute rule, the democracy fearing to have the matter discuased. From the mayor’s decision he appealed, but the bouse sustained the chair’s ruling by a strict party vote. During this vote came the first outcroppingof riotousness i upon the part of the spectators, who groaned I when Geiger recorded bis vote and vociferously applauded wben Reed denounced the ordinance as a high-handed outrage and that under no circnmatancea would he vote for wuat he conceived to be an illegal measure.
