Th« Affoay Ended. The President iuued his proclamation, announcing the full ratification of the fifteenth Amendment, yesterday afternoon, sending it, with a message, to Congrefia, in which he talks very sensibly. The votes of both Indiana and New York are counted In, which is to be regretted, for even if it docs not give serious trouble, in thifl instance it establishes a very bad precedent, and leaveajpt doubtful whether the amendment has really been ratified or not. W e do not believe the Legislature of New York had any power to repeal its action, but the legality of the Indiana vote is so questionable that it would have been better to have closed the door to all disputing by not counting it at all. The anxiety to make sure of the Connecticut election, which has been at the bottom ot this haste, (s to be deplored,- and may give serious trouble In the future. But at any rate, the negro ha* his vete, and will be likely to keep it. How it will affect the country remains to be seen, and in the mean time we are ready for the sixteenth amendment. When we've tried universal suffrage for a few years, and have succeeded about as well as they have in San Domingo or Hayti, perhaps Some onl* can be found bold enough to advocate a suffrage baaed upon intelligence, or still better, if combined with the fundamental principle reversed, “Norepresentation without taxation.'*. Theodore's last mission was to enfranchise the man and brother. He fought nobly. With compact phalanxes of graceful periods he charged upon the enemy in all the granduer and power lent by double leaded columns Strive without ceasing, was bis motto, and he fought until the enemy was routed, and the negro had a vote in every part of tbe land. He fulfilled hit mission. Our sparkling, enthusiastic, go-ahead and eminently practical friend Tilton was then oat ot business. He embraced it with all the earnestness of purpose, for which he is remarkable, and has gone to work in a busi-ness-like way, which should make blessed Susan B. Anthony of maidenly sanctity blush . ; and Mrs. Stanton wish she had sooner found a coandjutor with more common sense than Parker Pilbhury or the second Saint Patrick, George Francis Train. Mr. Tilton has issued a card in which he announces that he has been-* oommUsioned to procure the name and address of every person in the United States who takes a friendly interest in woman's rights. All such believers are to be registered ostensibly, Theodore says, to know to whom to send important documents relating to the rouse. Theodore is wily, but he can't make us believe that. It is his smart way of getting up a black list. He intends to find out tbe opponents of woman suffrage, and then be intends to spring a trap upon them, to convert them if it requires the use of fire and sword. A ghastly thought suggests itself; that perhaps be ia going to send copies of the Independent to the unbelieving, hot he could hardly be so cruel. He will do something, though, and we warn people in time. Beware of him. Don't send your names to him, or let anybody dps do it. It is stated in the report of the Prison Association, lately issued, that of 14,596 prisoners confined in the penitentiaries ot thirty States, in 186", seventy-seven per cent., or over 10,000 of tbe number, had uever learned a trade. The fact conveys a lesson of profound interest to those who have in charge the training of boys, aud girls too, for the active duties of
life.

Conceited Punple. Minerva threw away the flute, when she tound that it puffed up her cheeks; but if we cast away tbe flute now-a-days, it is that we may take a larger instrument of puffing, by becoming our own trumpeters. Kmpty minds are the most prone to soar above their proper sphere, like |>aper kites, which are kept aloft by their own lightness; while those that are better stored are prone to humility, like heavily laden vessels, of which we see the less the more richly and deeply they are freighted. The corn bends itself downward when its ears are tilled, but when the heads of tbe conceited are filled with self-admiration, they only lift them uphigher. Perhaps it is a benevolent provision of Providence that we sboeld possess in fancy those good qualities which are held from us in reality; for if we did not occasionally mink well of ourselves, we should be more apt to think ill of others. It must be seonfessed that the conceited and tbe vain have a light and pleasant duty to perform, since they have but one to please, and in that object they seldom tail. Self-love, moreover, is the only love not liable to the pangs of jealousy. Pity*! that a quick perception of our own deserts generally blinds us to the merits of others: that we should see more than all the world in the former instance, and less in the latter! In one respect, conceited people show a degree of discernment for which they deserve credit —they soon become tired of tbeir own com-
pany.

Hector was dangling at the end of two sheets which reached only to the second floor; he was screaming for'assistance and twisting round and round like a chicken on a bottle jack. The injured husband took him down, pitched into him and dragged him off to the police station. He, however, made hit escape en route.
