Walkerton Town Council Minutes CALL TO ORDER The Walkerton Town Council meeting of October 21 was called to order at 7:00 p.m. with 13 present. Roll call was answered by council members Randy Hoover, Walter Heil, Gregory Williams, Gordon Hartsell and Gene Reese. Also present were clerktreasurer Kathryn Chrapliwy and town attorney Fred Jones. MINUTES The minutes to the meeting of October 7 were approved by general consent. FIRE BLDG. ADDITION The fire chief, Larry Dill and Steve Dommkos, of Korbuly-Graf-Weber, Inc. were present to present their findings. A letter was read

from Chester Construction Services, Inc.: Dear Mr. Williams: This is a follow up on Chester, Inc. bid for remodeling and expansion of the Washington Street Fire Station. As an estimator, my primary experience has been in Design/Build work. I started late and my bid was compiled in a hurry and I missed a couple of major line items. We feel it would be difficult to work with subcontractors and suppliers to reduce cost, and would not want to jeopardize the quality that you would expect at the completion of this project. We regretfully ask the board to reject Chester, Inc. bid as not being the most qualified bid for this project. Sincerely, Allan L. Blount
The council then decided that Chester, Inc. was not the most qualified bid for the project. The next lowest bid was from KaserSpraker from South Bend. In calculating the bid from Kaser-Spraker and deleting Alternate No. 1 for $2,000 along with Alternate No. 2 for $1,990 and Alternate No. 6 for ($990) the total bid would be $354,868.27. The bid was not awarded at this time. The clerktreasurer was asked to gather information on the financing of the project and have it in the hands of the council for the next meeting. It was announced that the fire department would be having an Open House on Nov. 2, from 2 to 4 p.m. for the new pumper. DEPT. HEAD REPORTS ELECTRIC & WATER Ken Bloze presented the council with a 1997 contract from Tipton Testing to test the three-phase and single phase meters in Walkerton. The council wanted the clerk-treasurer to check on the prices in the last contract so that they could make a comparison before making a decision. Bolze asked about schooling for the men. Bolze was asked to get the costs of the schooling before they made a decision. If the amount was over SI,OOO there would need to be a contract written up. The amount would be pro-rated. There would be no problem with sending the men. Bolze then gave his monthly report for September. He related to the council on the problems that were encountered during the Pumpkin Festival. It was suggested that a member of the electric department be a member of the Pumpkin Festival in order to have access to the proper information. Bolze asked about purchasing a Fault Locator. He was asked to get prices and possible brochures on a Fault Locator. Bolze was also asked to get quotes on a Ditch Witch because the one that we have was purchased in 1979 and is in very bad condition. A motion was made by Reese to advertise for another person in the electric and water department which was seconded by Heil, the motion passed with a 5-0 vote. Bolze said that he wanted to clear up some rumors that he had heard about him quitting. He has no intention of quitting and in fact would like to be considered for the superintendent’s job. Reese asked about street lights on Gemini and Friendship. It was mentioned that the covenants for that area prohibited street lights.

The Town of Walkerton will begin leaf collection the week of October 28th. Collec- • tion will continue through the month of November, weather permitting. Residents should rake leaves to the edge of the street, or curb, for collection. There will be no collection of bagged leaves, mulched leaves or leaves placed in the alley. Residents may haul bagged leaves and mulched leaves to the Town’s Yard Waste Collection site which is located on State Road e 23 North. Sticks and limbs should not be placed in the leaf piles. Utility department crews will collect leaves throughout the town and will not collect in a particular area on a set day. 4tn7
Reese said he would look that up and get back to the council. WASTEWATER & MVH Jeff Zehner gave his monthly report for September. He had checked on the “Children Plaving” signs and they were perfectly legal to use. He suggested that two of these signs be placed on Friendship and Gemini Streets. And a sign be placed on Willow Drive. Williams said that it was a shame that a park had not been put in that area, then the children would not have to play in the streets. Zehner asked about the council’s policy on tree removal. He had made a list of what he felt were a priority. Reese made a motion to allow Zehner to make a decision on tree removal keeping in mind that if the trees were bothering the utilities (street, electric lines or sewer and water lines) then remove the tree or trim the branches. Heil seconded the motion which passed. FINANCIAL REPORT Kathryn Chrapliwy gave the financial report for September. There was a short discussion on investments. The clerk will inform the council on the origin of the investments at the next meeting. Reese made a motion to have the windows changed in the clerk-treasurer’s office and the council room. Heil seconded the motion. TOWN COURT The town attorney infor-
med the council that a letter was presented from the State Board of Accounts regarding the disbursement of the Town Court funds that have been held since the end of 1995. We will receive our portion in November. OLD BUSINESS Water Tap Amendment: The Water Tap amendment was approved on the third reading by a motion by Reese, seconded by Heil. The amendment consists of these changes: “Where large connections are made as a part of the initial installation of on-site mains, they may be installed by the developer. All other connections or taps shall be made by Town personnel at the expense of the customer or developer. The charge for such connection or tap of a Va” line or 1” line is two hundred fifty dollars ($250.00). For sizes larger than 1”, the actual expense plus 20 percent for overhead will be charged. A tap order shall be obtained from the Town for each service connection.” Holston: After reviewing the situation at Holston’s Subdivision the following decision was made. The residents who live at Holston’s Subdivision will place their trash in the containers that Mr. Holston has rented and will not be charged a trash pick-up fee from the Town.
