Walkerton Town Council Minutes (Continued from Page 4) med Mr. Behr that they were unaware that this particular grant represented the Focus Fund Grant for the year. They asked that they be kept more informed of the what grants are being applied for so that they may be given choices as to which direction they would like to go in as far as the Focus Fund Grant is concerned. HOUSING GRANT Mr. Behr was asked about the status of the Housing Grant because they were getting many questions on the matter and were unable to answer the questions. Mr. Behr said that the specifications on the work were in the process of being done and after that he would be able to let the work out for bid. The project needed to be appropriated by the end of the year. MILLER’S MERRY MANOR The photos of the trees on the Miller’s Merry Manor site were turned over to the town attorney. INFORMATION ON PREVIOUS TOWN COURT JUDGE The attorney informed the Council that he had been to the St. Joseph County Probation Office to discuss the previous Town Court Judge, Judy Baker. The Probation Office told Mr. Jones that SIB7O had been paid to the Town on January 20, 1995 and that they were holding $750 that needed to be released to the Town and would be any time soon. S9OOO was owed to the Town and the attorney was asked to pursue the matter. This motion was made by Reese and seconded by Hartsell. CSX PROPERTY Attorney Jones notified the Council that the attorney that they had selected to handle the environmental issue on the property had a conflict of interest and would not be able to handle the matter for the town. He suggested two other attorneys who would be able to handle the matter, they were: Mike Stepanick and Steve Stuter. The motion was made by Reese to hire Mike Stepanick, seconded by Hoover and the motion passed with a 5-0 vote. NEW FIRE TRUCK The clerk-treasurer was asked to inquire about the finances for the new fire truck that will be ready sometime during the second week of September. Council member Hoover made a motion to have the clerktreasurer go to the bank and get all the particulars on borrowing the money for the purchase of the new fire truck. Council member Hartsell seconded the motion which passed with a 5-0 vote. PUMPKIN FESTIVAL Mrs. Julie Morton presented the Town Council with the plans for the Pumpkin Festival. The committee would like to have a parade during the festivities and ask permission to have one. Council member Hoover made a motion to grant permission for the parade, seconded by Hartsell, the motion passed. A motion was also made to close Virginia Street between Harrison and Roosevelt for the convenience of the
location of the Festival that will be held in the lot behind Mahoney’s. That motion was made by Hoover and seconded by Hartsell. NIPSCO’S OUTING An outing is scheduled for the 21st of August for any of the council members and their spouses who wish to attend. TOWNS vs NIPSCO MEETING A meeting of the Towns regarding the wholesale contract between Towns and Nipsco will be tomorrow night in Winamac. CITIZEN INPUT Council member Hartsell said that he has received numerous complaints on the condition of a house on Jackson Street that is deplorable condition. The house is not occupied at the present time and is owned by Mr. Max Ochs. He asked that the complaint be assigned to the Police Chief for action to be taken on the matter. CLAIMS Claims totaling $390,472.36 and $21,673.83 were approved on a motion by Reese and seconded by Heil, motion carried with a 5-0 vote. ADJOURNMENT With no further business to come before the Council the meeting adjourned on a motion by Reese and a second by Heil. MINUTES The minutes to the August 19th and 26th meetings were approved by general consent. MASONIC LODGE COMPLAINT Members of the Masonic Lodge were present to file a complaint. Mr. Kaufman was the spokesperson for the group. He said that since the fire (12-16-95) that occurred to the adjoining business they have had to do some extensive renovation to the Lodge. The two businesses share a common wall. They need to do much more however the contractor, Dan Denaut, has told them that something must be done to that wall before he can go any farther with his renovation. Because there are numerous holes in this wall every time they get a rainfall the Lodge ends up with 4” of water in the basement. It has created a health hazard and they asked if something could be done about the situation. The attorney advised them

Chief of Police, Carl Sobieralski, submitted a written report for the month of August. Council member Heil asked that something be done about the parking signs on Harrison Street. Chief Sobieralski said he would look into the matter. The report was accepted. FIRE DEPT. A written report was submitted by John McGovern. It was also noted that a Haz-Mat Mock Incident will be held on Sept. 15, at 9:00 a.m., at the old elevator site. The report was accepted. OLD BUSINESS STATUS OF TOWN COURT JUDGE It has been brought to the Councils attention that the State Board of Accounts had sent a check in the amount of $14,654 to Judge Schiske on October 31, 1995. On December 28th Dana Baker brought the check into the clerk’s office to have Judith Hiler endorse the check over to the (Continued on Page 9)
