Walkerton Town Cunei I Minutes CALL TO ORDER The Walkerton Town Council meeting was called to order at 7:00 p.m., on Monday, August 19, with 14 people present. present. MINUTES The minutes of the August 5, 1996 meeting were approved by general consent. BUDGET HEARING The hearing for the 1997 budget for the Town of Walkerton was held and no one had any comments from the floor. DEPT. REPORTS ELEC. & WATER KENNY BOLZE Kenny Bolze gave a written report on the work being done by the Electric and Water Departments in the last month. Water: It was reported that recently lightning had
struck the Water Tower control panel. Mr. Bolze order surge detectors sot the control panel to prevent this sort of thing from happening again. This loss of power created a lot of air in the lines causing the water to look cloudy. However it was not a cause for alarm in regards to the safety of drinking the water. Electric: There were 97 re-reads in the month of July because of the unusually high electric bills because of the extreme weather conditions. A new line for the Elementary School portable classrooms was constructed and underground services for four locations in town. There was damage caused to the caution light for the Elementary School and that was replaced in time for the beginning of' the school session. Mr. Bolze informed the Council that Spectrum Engineering was in town evaluating the condition of the service and doing a power study for the town. STREET & WASTEWATER JEFF ZEHNER A written report was presented by Jeff Zehner on the Street and Wastewater Departments. Street Paving: A paving summary was submitted outlining the completed areas of paving. Risers will be ordered for the manholes that need to be raised. The risers will be installed in the next six weeks. Niles Sewer Complaint: After a complete examination of the actual conditions of the home it was determined that Mr. and Mrs. Niles would only have one inch of fall available to reach the sanitary line on the south side of Illinois St. The
minimum amount needed in the 67 foot distance would be 5.4 inches of fall. Mr. Zehner explained this to Mrs. Niles and told her that the only option she would have would be to change the plumbing inside her home and have it exit the house higher. Mrs. Niles said that she would have to get estimates on the cost and would consider the possibilities. Creech Property: The Creech property was mowed on August 6th and 7th. A copy of the clean-up summary was submitted. The attorney submitted a Resolution authorizing the acquisition of rejal estate by eminent domain for the purpose of constructing a new ambulance facility for the Walkerton Emergency Medical Service. An appraisal will be done and it was asked that Ed Walz be contacted to do the appraisal. This was in the form of a motion and the motion was made by Reese and seconded by Hoover with a 5-0 vote. July 18th Storm: A recorded 6.4 inches of rainfall occurred from this storm. The majority of the rainfall occurred from 11:00 p.m. to 5:00 a.m, This was the largest rainfall we have had in the 12-years of operation of the Wastewater facility. The first lagoon is designed to store excess storm water and this storm filled it to the highest level ever. Sidewalk Progress: There has been a lack of cooperation as far as gett-

ing the sidewalk work started in a timely manner with Mr. Wiegand. Hopefully the work can begin soon. Yardwaste Collection Site: The signs have been installed on the collection site and it will be operational the week of August 19th. There is a concern that this area could become a town dump site. After discussing this possibility with the Police Chief, it was decided that an article would be placed in the paper informing the community what will and will not be accepted. Summer Help: Joe Pletcher will be done working on August 16th and Shawn Brovoid will be done on August 22nd. FINANCIAL REPORT FOR JULY: The financial report for July was submitted by Chrapliwy. The report was accepted by the Council. PARK & RECREATION TRACY FRY A copy of the minutes of two Park and Recreation Board meetings were submitted to the Council for their review. OLD BUSINESS FOCUS FUND GRANT Mr. David Behr informed the Council that he would be meeting on Thursday, August 22nd with Frank Ryan from the Department of Commerce on the Williams Subdivision Grant. The grant is for $360,000 with Mr. Randy Williams contributing $90,000 totaling his share of the grant. The Council infor(Continued on Page 5)
