Walkerton Town Council Minutes CALL TO ORDER The Walkerton Council meeting was called to order at 7 p.m., on July 15, with nine people present. ROLL CALL Roll call was taken and the following Council members were present: Gene Reese, Gordon Hartsell, Randy Hoover, Walt Heil and Greg Williams. Town attorney, Fred Jones and clerk-treasurer, Kathryn Chrapliwy, were also present. MINUTES The minutes to the July 1, 1996 meeting were approved by general consent. DEPARTMENT HEAD REPORTS A. Jeff Zehner/ Wastewater and MVH Mr. Zehner informed the council that the week of the 22nd of July, E & B Paving plans to begin the resurfacing work. The week of the 15th the department will be installing new water taps for the lots in Larry Klinedinst’s development on Walkerton Trail. There is a main sewer line that needs to be replaced in the 600 block of Ohio Street. This is also a street that has been listed as a street to be resurfaced, therefore, if the replacement of the sewer line does not get done in time for the resurfacing this street will be postponed for two years. Concrete Work: . The floor and walls for the yard waste drop-off site have been poured and the approach apron should be completed by July 12th. week of August. Mr. Wiegand plans to construct the 10’ x 20’ asphalt storage pad the week of July 15th and begin work on the sidewalks the week of July 22nd. North Sewer Project: Mr. Zehner presented a letter from Wightman Petrie regarding the completion of the North Project. Wightman Petrie has indicated that they consider the project completed and that final payment should be made to Woodruff Construction. Council member Hoover said be believed that five or 10 percent was to be withheld for a year. Zehner was asked to find out exactly how much was owed to Woodruff Construction for the next meeting. Equipment Purchase: Zehner asked that he be allowed to purchase a MBW Plate Compactor from Aggregate Equipment for $1,650. The compactor will be used for compacting the soil after water and wastewater excavations and for pavement related work. Council member Reese made a motion to approve the purchase for $1,650. Hartsell seconded the motion which passed with a 5-0 vote. Solid Waste Grant Equipment: Reese made a motion to purchase the two saws, the brush cutter and the leaf vacuum hose that was approved with the Solid Waste Grant. Hoover seconded the motion which passed by a 5-0 vote. Miller’s Merry Manor/Johnson: After a long discussion Hartsell made a motion to have Zehner plot out the placement of the 16 trees, take photographs of the
area where the new sewer line will be constructed and proceed with an easement agreement with Miller’s Merry Manor so that the project can begin. Reese seconded the motion and the motion passed with a 50 vote. B. Electric/Water Report: A report was submitted by Kent Van Dyne on the Electric Department for the month of June. Substation: Spectrum Engineering have been engaged to recondition our recloser. The first step in doing so is an oil test for possible PCB containment’s. At the present time the oil sample is in a lab now being tested. Grounding System: The crew has been continually working on grounding the system and are presently west of town around the Dean Anderson farm. Rebuilding Electric Lines: The poles have arrived for the rebuilding of the electric lines from the Lyle Roush residence to the Roger Orcutt residence. The poles are being stored at the Ronnie Drake residence in order to save time when the men are working on the project. Urey School Project: The crew will be removing the temporary primary line going to the portable classrooms and re-routing our primary single phase line down the alley behind the License Branch in order to eliminate a pole that is in the middle of the new Urey School driveway. Two of the portable classrooms will be moved to Walkerton Elementary School where we will again be building a temporary line to service these. Congratulations to Kenny

and Andrea Eggleston on the birth of their first child, Morgan Rilee, born on July 6, 1996. The Water Department Report was also submitted by Kent Van Dyne. Lead and Copper Testing: The state required lead and copper testing have been completed and the results from these tests have all come in below the limits for contamination. Walkerton Trail Water Taps: The department is currently working with Zehner and his crew on Walkerton Trail putting in seven water taps while the street department has the road torn up preparing for resurfacing. We will soon have these water taps available for future growth and for those currently living in this area who do not presently have town water. Doing this now will eliminate having to tear up the road or wash a service under the road in the future. State Water School: With the recent resignation of David Bolze the town is in need of another water certified employee. We currently have only one person certified and that is Kenny Bolze. available soon at New Prairie High School and we would like to request that I, Kent Van Dyne and Kenny Eggleston, be allowed to go to this school in order to obtain the necessary licenses. This request would have to be sent in before August 1, 1996, and would cost $390.00 per employee: Course fee is $145.00; textbooks are $185.00; DS application is $30.00 and PF application is $30.00 for a total of $390.00 per employee. We would like to be allowed to go to this course without a contract and would hope that some incentive pay upon completion. I am including copies of the registrations for your review. After much discussion Reese made a motion to have the employees sign a contract to work for at least six months after completing the schooling, seconded by Heil. The motion failed with a 2-3 vote. Reese, aye; Heil, aye; Hoover, nay; Hartsell, nay and Williams, nay. Hartsell made a motion that all schooling of less than SI,OOO be allowed without a contract.
