BOND SALE NOTICE WALKERTON-LINCOLN TOWNSHIP PUBLIC LIBRARY Sealed proposals will be received by the Board of Trustees of Walkerton-Lin-coln Township Public Library (the “Library”) at the office of the Library’s financial advisor, H. J. Umbaugh & Associates, 1500 North Oak Road, Plymouth, Indiana 46563, up to the hour of 1:30 p.m. (Local Time) on June 18, 1996, for the purchase of bonds of said WalkertonLincoln Township Public Library designated as “General Obligation Bonds of 1996” (the “Bonds”), in the aggregate amount of $75,000. Bidders may bid a discount not to exceed 1% of the par value of the Bonds. The Bonds will bear interest at a rate or rates not to exceed 5% per annum for Bonds maturing January 1, 1998 through and including January 1, 2002 and 5.5% for Bonds maturing January 1, 2003 through final maturity (to be determined by bidding). Interest will be payable on July 1, 1997, and semiannually thereafter. The Bonds will be dated as of the first date of the month in which they are sold, will be in the denominations of SI,OOO or integral multiples thereof and will mature or be subject to mandatory redemption on January 1 in the years and amounts as follows: YEARS AMOUNTS 1998 $5,000 1999 6,000 2000 7,000 2001 7,000 2002 7,000 2003 8,000 2004 8,000 2005 9,000 2006 9,000 2007 9,000 All or a portion of the Bonds may be issued as one or more term bonds, upon election of the successful bidder. Such term bonds shall have a stated maturity or maturities of January 1, 1999 through January 1, 2007, as determined by the successful bidder. The term bonds shall be subject to mandatory sinking fund redemption and final payment(s) at maturity at 100% of the principal amount thereof, plus accrued interest to the redemption date, on dates consistent with the above schedule. The Bonds are not subject to optional redemption prior to maturity. Principal is payable at the office of a registrar and paying agent to be selected by the Library. Interest shall be paid by check mailed to the registered owners or by wire transfer to depositories. The Bonds
will be issued in fully registered form. The Bonds have been designated by the Library as qualified tax exempt obligations for purposes of Section 265(b)(3) of the Internal Revenue Code of 1986. Bidders for the Bonds will be required to name the purchase price, not less than 99% of par and the interest rate or rates per annum. Such interest rate or rates must be in multiples of 1/8 or 1/20 of 1%. Bids specifying two or more interest rates shall also specify the amount and maturities of the Bonds bearing each rate, but all Bonds maturing on the same date shall bear the same single interest rate. The interest rate named for any maturity shall be equal to or greater than that of the immediately preceding maturity. The Bonds will be awarded to the highest qualified bidder whose bid is submitted in accordance herewith. The highest bidder will be the one who offers the lowest net interest cost to the Library, to be determined by computing the total interest on all of the Bonds to their maturities, deducting therefrom the premium bid, if any, and adding thereto the discount bid, if any. Although not a term of sale, it is requested that each bid show the net dollar interest cost from the date of the Bonds to final maturity and the net effective average interest rate. The right is reserved to reject any and all bids. If an acceptable bid is not received at the time fixed for sale, the sale will be continued for a period of not to exceed thirty days thereafter, but in the event of the continuation of such sale no bid will be accepted which provides a higher net interest cost to the Library than the best bid received at the time fixed for the sale of the Bonds. No conditional bids will be considered. Bids shall be in sealed envelopes addressed to the Library and marked “Bid for General Obligation Bonds of 1996.” A good faith deposit in the form of a certified or cashier’s check in the amount of $750 payable to the order of Walkerton-Lincoln Township Public Library is required for each bid to be considered. The checks of the unsuccessful bidders will be returned immediately following the award of the Bonds. The successful bidder shall make payment to the Library and accept delivery thereof within five days after being notified that the Bonds are ready for delivery, at such place in the City of South Bend, Indiana, the City of In-
dianapolis, Indiana, or at such other place as the successful bidder may designate. The Bonds will be ready for delivery within 45 days after the date of sale. If the Library fails to have the Bonds ready for delivery prior to the close of banking hours on the forty-fifth day after the date of sale, the bidder may secure the release of his bid upon request in writing, filed with the Library. The Bonds are being issued for the purpose of procuring funds to be applied on the cost of renovating a building to be used by the Library, together with the purchase of improvements to said building, including plumbing, water, electrical and carpentry work, and to include shelving and other personal property, and will be the direct obligations of the Library, payable out of unlimited, ad valorem taxes to be collected on all of the taxable property within said Library district. In the opinion of Ice Miller Donadio & Ryan, under statutes, decisions, regulations and rulings now in existence, interest on the Bonds is exempt from income taxation in the State of Indiana and is excludable from gross income for purposes of federal income taxation. The Library will not be preparing an offering document in connection with the sale of the Bonds. The successful bidder will be expected to execute and deliver at closing a sophisticated investment letter in the form provided by the Library. The Bonds are offered subject to the unqualified approving opinion of Ice Miller Donadio & Ryan, bond counsel of Indianapolis, Indiana. The Library will furnish at its expense the opinion, transcript of proceedings, and closing papers in the usual form showing no litigation questioning the validity of the Bonds at the time of delivery. i LEGION DAY JUNE 9th i Overlooking the Wabash I River is a scenic plateau of 250 acres known as “The Hill.” Since 1896, the Indiana Veterans Home at West Lafayette, has served । as a tribute to Indiana citizens who served military service to their country. This facility is licensed by the Indiana State Board of Health and is the state’s largest licensed nursing home. Each year the American Legion, American Legion Auxiliary and the Sons of the Legion converge on “The Hill” for their traditional “Legion Day.” June 9th is the date for this year when a big spring party is given to the residents, but due to many dietary restrictions, this had to be discontinued, to an extent. Now, the residents eat in the respective dining rooms with some visiting guests joining in the meal. Visiting guests are encouraged to visit the various residence halls and greet the residents in their home atmosphere. Or, perhaps a person may choose to sit under the many majestic trees of “The Hill” and enjoy a June day among friends. A visit to the final resting place of the veterans in the most impressive cemetery, reminds all the sacrifices of our veterans. June 9 is the date — pack a picnic basket and enjoy a memorable day atthe Indiana Veterans Home in West Lafayette. BRICK BY BRICK The Indiana Main Street Program in June will celebrate 10 years of revitalizing Indiana’s downtowns. Main Street staff and volunteers, business and property owners, community officials and downtown development experts will gather in Indianapolis, on Wednesday, June 12, to recognize downtown successes and discuss new ways to revitalize communities. The event, titled “Brick by Brick: 10 years of Indiana Main Street,” replaces this year’s Indiana Main Street Conference, held annually.
