Walkerton Town Council Minutes CALL TO ORDER The Town Council met on Jan. 2, 1996. The meeting was called to order at 7:00 p.m. with 23 people present. ROLL CALL The following Council members were present: Gene Reese, Walter Heil, Gordon Hartsell, Randy Hoover and Gregory Williams. Kathryn Chrapliwy, clerk-treasurer was also present. ELECTION OF OFFICERS Council member Randy Hoover nominated Gregory Williams for Council president. Council member Gordon Hartsell seconded the nomination. There were no other nominations. The vote was 1-3-1 for Williams as Town Council president. Council member Gene Reese voted nay. Council member Williams abstained his vote. Council member Randy Hoover nominated Council member Gordon Hartsell for Council vice president. Council member Gregory Williams seconded the nomination. Council member Walter Heil nominated Gene Reese for Council vice president. The nomination fell for lack of a second. The vote was then cast for Council member Gordon Hartsell for Council vice president. The vote was 41. Council member Heil voted nay. MINUTES The minutes to the Council meeting of Dec. 18, 1995 were approved by general consent. APPOINTMENTS Council president Williams made the following appointements by taking oaths from each in-

The individual appointments were as follows: Carl Sobieralski, Town Marshal David Bolze, Supt. of Electric & Water Jeff Zehner, Supt. of Wastewater & Streets NEW BUSINESS Mr. David Behr, director of the Walkerton Area Economic Development Corp, informed the Council that the St. Joseph County Housing Consortium awarded an additional SBO,OOO to the town to repair 6 to 7 more homes of needy residents. Mr. Behr said with total monies, the town would be able to rehabilitate 16 to 17 homes. The award has a condition that a suitable match come from local funds. Mr. Chuck Secord, the town building inspector, has completed 13 inspections thus far. In other business, Dave Behr informed the Council that his contract would be coming up for renewal soon. It was agreed that the clerk-treasurer would place an ad in three papers for the hiring of a new town attorney. Supt. Zehner informed the Council that a “Substantial Completion Meeting” is scheduled for Jan. 10, at 10 a.m., concerning the North Sewer Project. ’ " The Council had a short discussion about turning over the Ambulance Service to the original three governmental enties: Walkerton, Lincoln Township in St. Joseph County and Polk Township in Marshall County. treasurer in formed the Council that the Salary Ordinance 1995-17 was approved incorrectly in the fact that they passed a salary ordinance in three readings on one night without all council members present. The clerk also informed the Council that the salary of clerk-treasurer had been reduced by S2OOO from the previous year and that is in violation of state statute. The additional S2OOO was replaced and will come out of the electric department. With that amendment in place Council member Reese made a motion to pass the salary ordinance on second reading. Hartsell seconded the motion and the motion passed with a 5-0 vote. The Salary Ordinance 1995-17 was then read in detail and passed on third reading with a motion from Reese and a second by Heil, the vote was 5-0 in favor. CITIZEN INPUT No one responded at this time. ADJOURNMENT With no further business to come before the Council the meeting adjourned at 8:15 p.m. on a motion by Heil and seconded by Har- . tsell. EMERGENCY EXECUTIVE MEETING The Walkerton Town Council met in executive session immediately following the regular Council meeting on Jan. 2 to discuss a personal problem. Present were Gregory Williams, Gene Reese, Gordon Hartsell, Walter Heil, Randy Hoover, Kathryn Chrapliwy and Sue DeMien. Only problems under Subsection B. 2-B were discussed. Shop At Home! CAROL J. MORRIS Carol J. Morris, 67, of 5639 Underwood Road, Plymouth, passed away at 9:27 p.m., on Tuesday, Jan. 9, in Elkhart General Hospital, after an illness. She was born on June 11, 1928, in Salyersville, Kentucky. On July 23, 1949, in LaPorte, she married John W. “Bill” Morris, who survives. Also surviving are two daughters, Sandy Peterson, of Plymouth and Sue Peterson, of Sanford, Florida; three sons, John Jr., of Grandin, Florida, Steve, of Walkerton and Mike, of Plymouth; 14 grandchildren; a sister, Delores Webb, of Kingsford Heights and her foster children, Nancy Hockett and Gene Hockett, both of Plymouth. Services were held at 11 a.m. on Saturday, Jan. 13, in Rannells Funeral Home, Koontz Lake Chapel with burial in Woodlawn Cemetery, Walkerton. REV. GUY N. BRIDGES Rev. Guy N. Bridges, 81, of 11196 E. Pottawatomie Trail, Walkerton, passed away at 10:25 a.m., on Tuesday, Jan. 9, in his home after an illness. He was born on Sept. 22, 1914, in Kokomo and on June 14, 1937, in Lincoln Park, Michigan, he married Nellie Ackley, who survives. He was a retired minister from the Koontz Lake Missionary Church. Also surviving are three i daughters, Faith Knight, of Goshen, Phyllis Robbins, of Port Huron, Michigan and Joyce Swartz, of Springfield, Missouri; two sons, Norman, of Mishawaka and Phillip, of Koontz Lake; eight grandchildren; seven greatgrandchildren; four sisters, Nellie May Hickerson, of Hohenwald, Tenn., Ruth ! Fobar, of Kingston, Tenn., I Shirley Frailey, of Fountain I Valley, Calif, and Martha I Douglas, of Lincoln Park, Michigan and a brother, George Douglas, of Taylor, Michigan. Services were held at 11 a.m., on Friday, Jan. 12, in the Koontz Lake Missionary Church with burial in the Grovertown Cemetery. The Rannells Funeral Home, Koontz Lake Chapel, was

CHARLES LONG Charles “Jack” Long, 94, of Miller’s Merry Manor, Walkerton, died at 5:40 p.m. Monday, Jan. 8, in the nursing home. He was born March 29, 1901, in Hooperston, 111. On March 3, 1921, in Chicago, he marreid Katherine Teutsch, who died Feb. 16, 1991. Mr. Long was a former gas station owner in Chicago. Surviving is a daughter, Marlene Bischman, of Venice, Fla.; four grandchildren; and six greatgrandchildren. Services were held Saturday, Nov. 13, in Rannells Funeral Home, Koontz Lake Chapel, with burial in Grovertown Cemetery. JUNE S. LESLIE June S. Leslie, 85, of Georgetown, Texas, formerly of Walkerton, passed away on Saturday, Jan. 13, in Georgetown, TX. She was born on June 10, 1910, in Indiana to John Loyd and Grace (Burton) Shaffer. She married Carlyle Leslie in 1935 who preceded her in death in 1975. She lived in Georgetown since 1976 going there from Indiana. She was a homemaker and a member of the St. John’s • United Methodist Church, Georgetown, TX. Surviving is a daughter, Norma Johnson, of Coolie Dam, Washington; two sisters, Gladys Holmes, of Georgetown and Roberta Quinn, of West Lafayette and five grandchildren. Graveside services were held at 11 a.m. on Tuesday, Jan. 16, at Highland Lakes Memorial Park Cemetery, Burnet, Texas with Dr. Gary Kindley of St. John’s United Methodist Church, officiating.
