RESIDENTS The Walkerton-Lincoln Twp. Public Library issues free library cards to residents or property owners of Lincoln Twp. This will not be changing! There have been some changes in reciprocal borrowing, but this does not mean you will have to pay for a card to use your home library. Your home library is the library in which your tax dollars go to support. The residents of Lincoln Township pay taxes to support the Walkerton-Lincoln Township Library. This is the only library in our system. If you use another library such as the St. Joseph County Library or Mishawaka, you are using a library in another system. You are considered a reciprocal borrower. Reciprocal borrowing laws have changes, and depending on which library you want to use, you may have to purchase a special card called the PLAC card. As of July 1995 all state funding supporting the reciprocal borrowing program stopped. Libraries were being reimbursed by state funds to loan materials to patrons from outside their system. This funding ended a few months ago. Many libraries decided to keep up the reciprocal borrowing program even though they would not be getting any money. These libraries have signed an agreement called The State Covenant. Any library that signed this covenant will be allowing reciprocal borrowers to continue using them without purchasing the PLAC card, but only if that patron’s library also signed the Covenant. The WalkertonLincoln Twp. Public Library did sign this agreement. Patrons from this library system may still use any other library system that signed the agreement. Henry F. Shricker Library (this includes Koontz Lake) and LaPorte County Libraries have also signed this agreement. Anyone from these libraries may continue to use the Walkerton Library and vice versa. However St. Joseph
County and Plymouth Library have not signed the Covenant. If you are from the Walkerton Library you will have to purchase a PLAC card to use these libraries. Many people are confused because if they live in Walkerton they are of course residents of St. Joseph County. This sounds like you should be a member of the St. Joseph County Library system, but that is not true. Libraries in Indiana are run by township, not county, taxes. The library you belong to, your home library, is the one your tax dollars supports. Lincoln Township dollars do not support the St. Joseph County Library. The only libraries in that system are the South Bend libraries, North Liberty and Lakeville. Mishawaka, Walkerton and New Carlisle are still independent. The St. Joseph County Library is allowing reciprocal borrowers to continue checking out materials without the PLAC card until the end of the year. After December 31, to use the St. Joseph County Library you will have to go to your home library and purchase the PLAC card. The cost of the card varies from year to year, but in 1995 was $17.00. This card is good for one year at every library in the state. Again, if you are a resident of Lincoln Twp. you may still get a library card for free. However, if you want to use that card at other libraries, you need to check to see if that library has also signed the State Covenant. We know this will inconvenience those patrons of ours that use libraries that did not sign the agreement. Unfortunately those libraries could not support the reciprocal borrower program without reimbursement.
