WALKERTON TOWN COUNCIL MINUTES AUGUST 14, 1995 The Walkerton Town Council met at 7:00 p.m., on August 14, ( 1995 with the following members present: Cheryl Rizek, Gene Reese, . Len Jaske, Walt Heil and Gordon Hartsell. Clerk-Treasurer Judy ' Hiler was also present. * < The pre-adoption budget hearing was held, with no member of the public present. Reese made the ] motion to do the first reading of Ordinance No. 1995-14, an ordinance for appropriations and tax rates, in short form. Seconded by Hartsell. Carried. Heil made the motion to accept the first reading. 1 Seconded bv Hartsell. Carried. Ed Walz reviewed the Town’s 1 vehicle insurance coverage and cost with the Council, Chief Sob- 1 ieralski, Dave Bolze, Jeff Zehner, Larry Dill and Roger Orcutt. Walz explained that the pre- 1 miums are based on the cost new, 1 size, weight, liability and how the vehicle is used. The cost new for some of the vehicles didn’t appear to be correct and the department heads are going to try to verify the cost of those vehicles. There was also some discussion of changing our deductible from $250.00 to $500.00. Jaske asked to see what the premium costs would be after some of the cost new figures are corrected, and if we went to a $500.00 deductible. Fire vehicles are insured for replacement cost and Walz recommended that any equipment that is required to be on the vehicle be included in the replacement cost.

Reese made the motion to adjourn. Seconded by Hartsell. Carried. EXECUTIVE SESSION AUGUST 14,1995 The Walkerton Town Council met in executive session immedately following the regularly scheduled meeting on August 14, in the Town Hall, at 510 Roosevelt Road. The following council members were present: Rizek, Reese, Heil and Hartsell. Police Chief Carl Sobieralski and Clerk Treasurer Hiler were also present. The only matter discussed were personnel problems, as advertised under Subsection 8.2-B. No decisions were made. AUGUST 21, 1995 The Walkerton Town Council met at 7:00 p.m. on August 21, 1995 with the following members present: Rizek, Reese, Jaske and Hartsell. Attorney David Holmes and Clerk-Treasurer Judy Hiler were also present. The minutes were approved as corrected. The minutes were corrected to read that "President Rizek said that earlier in the year David Behr had reported that we would be getting $37,000.00 from the newCedittax.” Police Chief Sobieralski asked the Council to approve the hire of Richard W. Schauer as a probationary police officer. Schauer will replace Steven Roby who resigned earlier this year. Reese made the motion to approve, seconded by Hartsell, carried. Sobieralski also asked the Council to approve the hire of William A. Graham as a part time dispatcher. Jaske made the motion to approve, seconded by Reese, carried. President Rizek asked if anyone
had any questions or comments about the bid for the North Sewer Project. Ken Jones, Wightman Petrie, said that he will review the bids and make a recommendation to the Council at the September 6th meeting. The bid opening was as follows: Herrman & Goetz, Inc., South Bend, $378,061.34; RiethRiley Construction, South Bend, $511,250.00; HRP Construction, South Bend, $383,386.00; Woodruff & Sons, Michigan City, $371, 903.50; Selge Construction, Niles, $382,855.00 and Small, Inc., North Liberty, $379,526.26. Bill Dutton, Wightman Petrie, reported on the South Sewer Project. Dutton said that they have laid the 10’’ pipe on Walkerton Trail, Georgia Street, SR 23 and Willow Drive. They still have to lay pipe on Gemini and Friendship. They hope to have all the paving done on Georgia and Walkerton Trail in a day or two. Dutton said that they plan to have all the restoration work done in September. He added that the restoration work had fallen behind due to the speed of the pipe laying and inclement weather. Reese asked if the Council was still considering paving the alley by the License Branch. Rizek answered that she thought it had been decided to wait and see what changes the License Branch might be making. Also we don’t have any money budgeted for paving this year. Reese said that he had thought that it might be cheaper to have the work done by one of the contractors who is doing other paving in Town. Bill Dutton said that they are doing now is deep strength asphalting which is not cheap. There was discussion of the addition of the License Branch, their parking and the paving going on at the school. Jeff Zehner said that we will be doing some paving on the Adams Street Storm Sewer Project in October and they can perhaps give us a cost estimate for paving that alley. Monthly Reports: David Bolze reviewed the Accumulated Time Report with the Council. School addition, at a cost of $9,185.00. Total cost for this service will run approximately 12 to 13 thousand dollars once the metering is added in. Rizek asked if we will be getting a lot of return on this new service. Bolze answered that there will be some, but not as much as some projects. Bolze said that on three separate occasions a transformer went out at two of our factories. We had one replacement transformer in stock and REMC loaned us two other ones at no charge. REMC is just asking that we replace the transformers they gave us. The cost for the two transformers will be $7,076.00. Bolze had called NIPS Co first, but they were going to charge us time and a half for one of their men to load it. The Council is going to send a thank you letter to REMC for all their help. The extreme heat causes an overload on transformers and they are going out in other places too. Bolze has met with school officials several times concerning the Urey Middle changes. He said that last spring they had said they could work around their underground primary feeding the transformer. Permanent service is coming off their new transformer and they now want us to disengage part of the permanent service and give them a temporary overhead service to drop down in the underground transformer. Bolze has told the School Corporation that he is going to have to bill them for this work. There will be about five hours down time when they do the work and it will have to be one on a Saturday or Sunday. Bolze asked the Council’s permission to pay his men overtime forworking on the weekend. Jaske made the motion to allow paying overtime, seconded by Reese, carried. He would like to do the work on Saturday, September 2, if it is alright with the school and if the parts are in.

Bolze told the Council that he had called the American Legion concerning the easement they woul like to have, at the old water sub-station site. He does not have any improvement or expansion plans for the area that the Legion may need for a driveway. It was decided to wait until the Legion has definite plans and then do the easement. According to Bolze, the School Corporation has said that they will need water service at the new addition to Urey by the end of January, 1996. Rizek asked Zehner if he has plans to hire more summer help since the two men who were working have left our employ. Zehner said that they could use the help if they could find someone within the next two weeks. Jaske made the motion to allow Zehner to hire additional help, before the next meeting, Reese seconded, with the condition that Zehner contact Rizek before actually hiring someone. Rizek would then check with a couple of other Council members to get their opinion, carried. Zehner told the Council that he would like to put an ad in the paper notifing residents on the new sewer line that they have 90-days from September 11th to hook up to our line. The $500.00 tap on fee will be waived if the residents hook up within the 90-days. If a resident does not hook up to our line, a minimum sewer charge will still be billed to him or her each month. Hartsell made the motion to approve the hook up time as 90-days from September 11 and to place the ad in the paper, seconded by Reese, carried. Zehner reported that the school will have a storm water run off problem until we get our Adams Street project completed. With the school’s construction and paving (Continued next week)
