WALKERTON TOWN COUNCIL MINUTES The Walkerton Town Council met at 7:00 p.m. on July 17 with the following members present: Cheryl Rizek, Gene Reese, Leonard Jaske, Walter Heil and Gordon Hartsell. Attorney David Holmes and Gerktreasurer Judy Hiler were also present. The minutes were approved as read. Butch Walker, a commander of American Legion Post 189, spoke to the council of their plans to build a new legion post. Walker asked if the town would either sell them a piece of the property where the old ' water substation was, or give them an easement. This property would be used to park some cars. Attorney Holmes advised that if the council chooses to sell the property, there will have to be three appraisals on the property, and it will have to be declared surplus property. The property should also be surveyed. Walt Heil made the motion to check with Dave Bolze to , see if he has any plans for expansion on that piece of property. Seconded by Gordon Hartsell. Carried. I Tom Rogers, Superior Waste, answered a couple of questions , about yard waste. Superior Waste will pick up grass and other yard waste (except leaves) along with other regular household trash. Yard waste must be bagged or placed in a garbage can. Sticks, branches and brush three feet (3') and shorter will be picked up if they are tied up in small bundles or put in a garbage can. Rogers also said that, according to IDEM, the only way they can pick up tires is if they are cut into four pieces. If a whole tire is buried, it will rise to the surface after a number of years. Superior will not pick up sod because it is too heavy and breaks the bags. Bill Dutton, Wightman Petrie’s project inspector, reported on the sewer extension project. Dutton I said that they have been waiting for ! a break in the weather to hydro- । seed. They have been putting gravel in the street cuts because they are waiting to hear about repaving. The contractor has been 1 talking about doing an overlay of asphalt on most of Walkerton Trail. 1 They think that the tonnage for the overlay would cost about the same ' as the patching that they had • planned on doing. Ken Jones, Wightman Petrie, said that FMHA has approved the north project for bidding. Gene Reese made the motion to let the bids, with the bid opening to be August 21st. Seconded by Gordon Hartsell. Carried. Triax Cable had been asked to attend one of our July meetings, and failed to attend either one. Attorney Holmes advised that this can be discussed at a later date. should hold a public hearing and appoint a committee to do a study and make recommendations and invite proposals from Triax. Holmes is going to prepare a notice for the public hearing for the August 21st meeting. Adams Street storm sewer bid opening was as follows: HRP Construction, $174,514.00 PVC; Reith Riley, $241,284.50 Concrete and $239,064.50 PVC; Herrman & Goetz, $149,377.34 concrete and $142,899.72 PVC; and Haskins, Inc., $221,512.00 concrete. Jeff Zehner, Wastewater Superintendent, Attorney Holmes and Terry Baugher, Engineer, are to review the bids and make a recommendation at the August 7th meeting. The truck chassis bid opening was as follows: Raceway Ford, Brownsburg, IN $31,999.80 plus $237.00 and Whiteford Ford Trucks, South Bend, IN, $31,985. Walt Heil made the motion to allow Jeff Zehner to review the bids with the specifications, and accept the lowest bid meeting the specs. Seconded by Gordon Hartsell. Carried.
Monthly reports: Jeff Zehner reported that Bau Construction plans to begin construction on the new sidewalks this week. Zehner said that he will be completing the road mileage survey within the next month. Attorney Holmes recommended that the council accept any streets, whose dedication is in question, by resolution. There was no citizen’s input. Old Business: Ordinance No. 1995-12, Vacate Alleys was reviewed and discussed. President Rizek and Gordon Hartsell went over the site last week. Rizek said that Larry Dill and Jeff Zehner had a real concern over the alley that comes off Kentucky Street and runs behind a couple of homes. Attorney Holmes told the council that he has not gotten legal descriptions of the alleys and the street that are proposed for vacating. Rizek said that one of the alleys that the school says actually belongs to them, has been used as a public alley and has been maintained by the Town for the last fifty

years. i The school plans on putting grass in up to the asphalt area, and our utilities departments have some questions about doing this. Rizek said that if there is sod in this area, our electric trucks would have a hard time getting back there to work especially if it is rainy. r She said that she feels that the Town has made some concessions and asked if the school would now make some concessions and leave that open and perhaps re-asphalt that area. Superintendent McKee said that they had discussed this at a school board meeting and they are concerned with the children’s safety and would like to restrict the flow of traffic at the site. Rizek said that we don’t have any problem with restricting the traffic on Kentucky Street and feel that some kind of break-away gate can be installed. She said that the council’s concern has to be with the citizens of the town, and that includes their safety, electric, fire protection and other utilities. She Shop At Home
