WALKERTON TOWN COUNCIL NEWS (continued from Page 1) Wastewater and MVH Departments. The south sewer project is underway, and bids for the storm water project will be opened on July 17, 1995. Len Jaske asked Zehner why the Town is receiving the bids when all we are supposed to do is pay for the engineering of the project, and the School Corporation is to pay for the actual construction. Attorney Walters said that in the Intergovernmental Agreement, that he had brought for the Council to sign, it states that “‘The Town will design and construct a storm sewer based upon the School’s site plan for adequate drainage”. The agreement birther states that “the Town will award the bid, subject to the payment of the bid amount over to the clerktreasurer by the School to be held in an escrow account by the Town”. The Town is to hold the money and pay the contractor. Zehner has contacted Mr. and Mrs. Grover Johnson about their concern that the sewer extensions will not include them. Zehner said that it will cost over $7,000.00 and will need an easement to do such an extention. Zehner is to contact Dave Holmes to go over a couple of suggestions he had made, at the last meeting, concerning the sewer extension. specifications are almost ready for the dump truck to be put out for bid. Zehner asked for the Council to approve hiring Tommy Sloan as a summer helper. Gordon Hartsell made the motion to approve. Seconded by Len Jaske. Carried. It was decided that summer help will be given comp time instead of paid overtime. Zehner said that he and Chief Sobieralski would like to see that the height of grass or weeds, in our weed ordinance, be changed. The ordinance now says that grass or weeks shall not exceed 18 inches in height, and Zehner would like to see that changed to a lower height. By the time we notify a resident to mow his property, the weeks are out of hand. Attorney Walters advised that a notice has to be sent to the owner each time a piece of property gets overgrown. The Town can not go in and mow, even if the owner has not responded to a notice made earlier in the year. Gene Reese asked what the charge is for someone who does not hook up to the new sewer line. Zehner answered that at the end of 90 days, the home owner will be billed for sewer based on his water consumption even though he has not hooked up to our line. If a resident hooks up to our sewer line before 90 days is up, there is no hook up fee. After 90 days there is a $500.00 hook up fee. Jeff Zehner said that he has reviewed our trash contract, specifications for trash pick up and the proposed changes to our ordinance, and it is not clear who is to pick up our yard waste. It was decided to have attorny Holmes contact Superior Waste to see exactly what they will pick up. There was no Citizen’s Input. There was no Old Business. NEW BUSINESS: There were some questions about a couple of paragrpahs in proposed Ordinance No. 1995-11, Garbage Ordinance. Len Jaske made the motion to table the ordinance until attorney Holmes can review the questionable areas of the ordinance. Seconded by Gordon Hartsell. Carried.
Gene Reese made the motion to contract with St. Joseph County to administer our fall election. Seconded by Len Jaske. Carried. In response to the Council’s request to repay a loan, the Chamber of Commerce proposed to pay $20,000.00 on or after June 24, 1995, pay $3,666.11 no later than July 1, 1996 and the balance of their certificate in the amount of $3,666.12 no later than December 31, 1996. Gene Reese made the motion to accept this repayment schedule. Seconded by Len Jaske. Carried. The money is to be receipted into the Economic Development Fund. The clerk reported that the $10,000.00 C.D., for the Eddinger Memorial Donation, matured. A new one year $10,000.00 C.D. was purchased at Ist Source Bank at a rate of 5.75%. Teachers Credit Union quoted a rate of 5.70%. The Intergovernmental Agreement, for the storm sewer project, with the School Corporation, was again discussed. There were several questions and concerns about a couple of paragraphs in the agreement. Len Jaske made the motion to table the agreement until the next meeting. Seconded by Gene Reese. Carried. The clerk reported that she intends to transfer the wire transfer of $829,656.33, bond issue, to Teachers Credit Union. This would then be a separate checking account for the sewer project. Len Jaske made the motion to approve. Seconded by Gene Reese. Carried. Gaims 665 through 710 for $225,293.94, Gaim 711 for $235.00, Payroll Docket dated 6-7-95 for $20,955.33 and Payroll Docket dated 6-21-95 for $25,214.39 were approved on a motion by Gordon Hartsell. She needs lots of peace, quiet and rest before returning back to REAL Service and her many duties. We would like to thank Imogene McKesson, Elinore Leming and Chuck Copens as well as others that are keeping things going while Betty is gone. everything going well! Hazel and Harold Schweder took care of the books and program for the day. They both know how to brighten a blue Monday. Tuesday Elinore Leming told everyone an intersting story about her antique dolls, also gave prayer before the meal. Wednesday and Thursday, both days were spent visiting with one another. Friday we had our regular sing-a-long with Verice Walz at the piano and Virginia Anhold leading the singing. Everyone enjoys this day. Age-old dilemma — “Honey” a woman asked her husband. “I don’t look 40, do I?” “No”, he replied, “But you usedto”. Watch Your Language — It seems that many housewives in their “Golden Years” have come to hate four letter words, including wash, iron, dust and cook. LIBRARY TO CLOSE FOR THE HOLIDAY The Walkerton Library will be closed Tuesday, July 4th for celebrations. The Library will re-open Wednesday for its regular hours. There will be no Craft Time that day.
