DNA Proposes Tighter Perch Fishing Regulations Citing drastic declines in yellow perch production in Lake Michigan, officials with the Indiana Department of Natural Resources Division of Fish and Wildlife propose tightened restrictions on perch harvest from Indiana waters. Indiana DNR officials have developed proposed regulations in conjunction with resource managers from Illinois, Michigan and Wisconsin, as well as representatives from sport and commercial fishing interests. At a meeting last week in Chicago, officials from all four Lake Michigan states agreed that an immediate reduction in perch harvest is needed. The states resolved to propose a 65 percent reduction in commercial perch harvest, a perch sport catch limit of 25, and the closing of all perch fishing during the month of June. Specifics on how to achieve reduction of commercial harvest will be developed individually by each of the three states that have a commercial perch fishery. Michigan does not currently allow commercial perch fishing and plans to set a sport catch limit of 50 perch. Last week’s Chicago meeting followed on the heels of an uprecedented conference held in early December last year. The first-ever Perch Conference in Kenosha, Wisconsin brought together Lake Michigan area representatives from 24 commercial fishing companies, 47 sport fishing organizations and five state natural resource agencies. Conference participants discussed potential solutions and urged Lake Michigan fisheries managers to take steps to ensure future perch harvests. Fisheries bioligist around Lake Michigan agree that the yellow perch population is declining throughout the lake and that harvest reductions are necessary to aid in perch population recovery. “The current population is dominated by perch produced seven or more years ago,” said Bill James, chief of fisheries for the DNR. “We haven’t seen significant production since 1988. As the older fish die off or are harvested, there are few young perch to replace them. If we don’t have significant production soon, the population may collapse along with the commercial and recreational fisheries that depend on perch.” Biologist are not sure about the causes for the perch decline. Some evidence points to the increased numbers of alewives, an abundant Great Lakes fish species. Alewives prey on perch eggs and young. The alewife population is increasing, especially in southern Lake Michigan. The zebra mussel, an exotic species that is on the rise in the lake, may also indirectly affect perch production. Zebra mussels could be depleting the amount of phytoplankton, which is an important part of the food chain for good perch larval production. “As is usually the case, there are probably a number of factors at work here. It is extremely difficult to identify the exact causes,” said James. "Whatever the reasons, we need to maintain a viable breeding stock of perch so that, when biological and environmental factors allow, the perch population can rebound.” By reducing overall perch harvest throughout the lake, officials from the four Lake Michigan states hope to extend perch harvest opportunities and protect broodstock for the future. State officials also agreed to expand perch research in an attempt to determine causes for
the current low production levels, and seek expanded enforcement oi perch fishing regulations. All fout states plan to implement the proposed enforcement of perch fishing regulations.
