WALKERTON TOWN COUNCIL MINUTES (continued from Page 1 needed the building. She was further denied the use so the Community Building. The clerk explained that the office was told by the Park superintendent, that the Park Board would no longer allow us to give any of the youth groups free use of the Community Building when the Youth Building had been booked by someone else. The resident said that he had called Greg Williams, Park Board president, and was told that they can have free use of the Community Building. The clerk replied that she will be happy to schedule the date needed at the Community Building. The clerk further stated that, in the future, any policy changes, made by the Park Board will have to be in writing, and no third party verbal orders will be accepted. The Council decided that any decisions made by the Park Board will have to be brought to a Town Council meeting, and the clerk is to add this decision to the letter being sent to the Park Board. On behalf of Amy Wardman, David Behr told the Council that the Historical Society would like to use approximately SIOO.OO of their budget to obtain a legal description of Roger Holston’s property on Roosevelt Road. Society would like to place an historical marker on the property, and a legal description is needed for the easement to place the marker. Attorney Holmes advised that this would be acceptable. The Council reviewed the monthly Police report. Chief Sobieralski introduced Bill Ashley as a new officer. Ashley has 20 years experience as a police officer, most recently Roseland and is from Mishawaka. Len Jaske made the motion to hire Ashley. Seconded by Walt Heil. Carried. OLD BUSINESS: Gene Reese made the motion to read Ordinance No. J 995-02, Weed Ordinance, in short form. Seconded by Len Jaske. Carried. Second reading was accepted on a motion by Gene Reese. Seconded by Walt Heil. Carried. Third reading was accepted on a motion by Walt Heil. Seconded by Len Jaske. Carried. Gene Reese reported that he had talked to Elsie Heimer, Lincoln Township Trustee, and the County Auditor’s office to see what their procedures are concerning poor relief vouchers for payment of utility bills. Reese said that Heimer agreed that a customer should be assessed late charges if they come to her after the 15th of the month. In a phone call to the Auditor’s office we were told that they send a check to the Town, for payment of the vouchers, as soon as they receive the vouchers from the trustee. A second call was made to the accounts payable department at the County-City Building, and we were told that that is not so. They only pay poor relief vouchers around the third week of the month. They also stated that if all the proper paperwork is not sent in to them it could take longer because they have to return the vouchers and wait for them to be resubmitted. Reese added that Heimer feels that when the clerk’s office receives a poor relief voucher, that bill should be marked paid, it can not be marked paid and taken off the computer until the money is actually received. It was

decided that late charges will not be written off for any customer who gets a voucher for his bill, after the 15th of the month. An Agreement and Mutual Release, in regard to Rossborough’s cost of extending water service to their plant was accepted on a motion by Len Jaske. Seconded by Gene Reese. Carried. This agreement needs to be submitted to the Town along with their claim for payment. Len Jaske reported that he has gotten promises of donations, for the Ambulance and Fire Appreciation Night, from two places and asked how those donations should be handled. Attorney Holmes advised that these gifts should be receipted intothe Ambulance Donation Fund, and expenses for the event should then be paid from that fund. A tentative date is April 15th. President Rizek asked the attorney if he can give the Council any guidelines for uses of the newly established Promotional Fund. Holmes said that it can be used for authorization for Terry Baugher, Dave Bolze, Jeff Zehner, a Council member and himself to meet with the school to see what things will be expected of us in connection with the new addition. Gene Reese made the motion to allow. Seconded by Walt Heil. Carried. NEW BUSINESS: The 1995 Humane Society contract for animal control services in the amount of $885.00 was accepted on a motion by Walt Heil. Seconded by Len Jaske. Carried. President Rizek asked if we notify a customer when we see that their meter readings are excessively high. David Bolze answered that normally when something shows up as being too high or low, it is sent back out to them as a reread. If the re-read shows that there is excessive usage, they make every effort to notify the customer. Claims 227 through 297 for $70,818.30 and Payroll docket dated 3-1-95 form $22,851.09 were accepted on a motion by Len Jaske. Second by Gene Reese. Carried. Len Jaske made the motion to adjourn. Seconded by Walt Heil. Carried.

PURDUE UNIVERSITY MARCHING BAND RECEIVES 1995 SUDLER TROPHY! The Board of Directors of the John Philip Sousa Foundation along with the Sudler Trophy Selection Committee have announced that the Purdue University “AllAmerican” Marching Band is the recipent of the 1995 Sudler Trophy, an annual award created by Louis and Virginia Sudler, long-time patrons of the arts, has as its expressed purpose the goal of identifying and recognizing collegiate marching bands of particular excellence which have made outstanding contributions to the American way of life. The award is presented each year to a college or university marching band which has demonstrated the highest of musical standards and innovative marching routines and ideas, and which has made important contributions to the advancement of the performance standards of college marching bands over a period of several years.
