Bolze said that there is a need for an air compressor jack hammer in the Wastewater and Water Departments and the quotes were as follows: Aggregate Equipment & Supply —a used air compressor jack hammer with 2,595 hours on it — $8,362.90, Aggregate Equipment —a new unit — $10,436.90, ACG, LaPorte — Sullair — $12,200.00. Bolze recommended the new unit from Aggregate Equipment at $10,436.90. Len Jaske made the motion to accept this quote. All debris is to be disposed of at an IDEM approved landfill. Len Jaake made the motion to tentatively award the job to Pyramid Excavating providing they can complete the job within 60 days. Seconded by Walt Heil. Carried. Len Jaske made the motion to sign Tipton Testing’s 1995 contract to test our electric meters. Seconded by Walt Heil. Carried. President Rizek asked superintendent Bolze to get with Terry Baugher after the first of the year and make some priority lists for water improvements. Jeff Zehner reported that he had talked to Ken Jones of Wightman Petrie. The FmHA grant has been approved and the construction permit has been issued for extending sewer service to the north. Russ Burch, who had been summer help, has been rehired as a temporary employee for the Wastewater Department and Motor Vehicle Highway Department. Leaf collection will continue through December 9, 1994, unless the wather is bad and the time has to be extended. CITIZEN’S INPUT: Amy Wardman, Historical Society, said that she has been researching the origins of Walkerton. She found that in 1852 C. W. N. Stephens applied as a candidate for postmaster, with the office being called West York. This post office

Wardman presented this document, as her personal gift, to the Council. Walt Heil made the motion to accept the following 1995 appointments to the Historical Society: Betty King, Charles Sherland and William Rhodes. Seconded by Gene Reese. Carried. Roman Brehm said that it would be easier to study our electric reates if power customers were separated from commercial and small and large commercial were separated, on our computer reports. The clerk is to check this out with our software company. OLD BUSINESS: The public hearing and third reading of the ordinance for annexing the Westhues property, which borders the south and east edges of the Walkerton Industrial Park Northeast, were held. Len Jaske made the motion to do the third reading of Ordinance No. 1994-08, to annex the Westhues property, in short form. Seconded by Gordon Hartsell. Carried. Gene Reese made the motion to accept the third reading. Seconded by Walt Heil. Carried. NEW BUSINESS: President Rizek said that since the election for judge is next year, the Council has to decide this year whether or not to continue having a town court. The clerk is to contact Judge Schlifke and ask him to come to the next meeting. Gene Reese announced that he and the clerk had gone to our budget hearing with the State Board of Tax Comissioners earlier in the day. Our new assessed valuation is $11,500,000.00 and our 1995 tax rate is $3.40. Reese researched the tax rates for previous years and found that our 1990 tax rate was $3.25. This means that the Town’s tax rate has only gone up 15 cents in the past five years, which averages just three cents per year. Reese commented that he feels this shows fiscal restraint for getting the job done. Rizek thanked everyone for submitting realistic

budgets, and added that the Council appreciates their help as it makes the whole budget process much easier. The Town's group health insurance rates are going up approximately 19% in 1995. According to our agent we could crop the increase down to 12.8% if we choose to get our of the lACT plan. The increase could also drop down to 9.4% if the Town goes to a PPO plan. Gene Reese is going to contact our agent and get further information on the rates before the next meeting. Richard Ullery, Park Superintendent, has reported that the truck being used by the Park Department is no longer useable. Rizek asked Jeff Zehner if they have a truck that they can lease from the Town for a dollar a year. Zehner answered that they have a truck that the Park Department can use, but would like it to be kept at the utility barn. Ullery is to contact Zehner about the use of the truck.
