They have gotten 11 applications for a new EMT training class, which they would like to start in October. Gene Reese made the motion to have the EMT school. Seconded by Len Jaske. Carried. Rollings said that they would like to drop two people from the service. The first one completed EMT school, has not worked for the service at all and will not answer any correspondence or calls. The clerk said that she has not gotten any response to a letter asking this individual to reimburse the Town for the cost of the class. Attorney Holmes is going to pursue this matter, and write to the EMT. The second person they would like to drop from the service is a driver who took a verbal leave of absence, and won't come in to have her skills checked. She has not driven since October, 1993. Rollings said that the By-Laws state that you have to serve a certain number of days when you’re off, and this driver refused to sigh up as a trainee again. Attorney Holmes advised that they should just let her remain on leave of absence, and check her skills when she wants so be reinstated to active duty. Rollings said that 20 teddy bears were donated to the service from a patient who used the ambulance a number of times. four calls last week, from the hospital, asking them to come and pick up a patient. Attorney Holmes advised that we are an emergency service, and can’t do the transfer runs. Pesident Rizek added that our main concern is getting back to Town so that we can be prepared for any other emergency runs. Walt Heil made the motion to accept the new By-Laws, with the change stating that a trainee in the back of the ambulance must be atteding an EMT class. Seconded by Gordon Hartsell. Carried. Plymouth Community Ambulance has asked to be reimbursed for an ALS assist rate and for supplies used when they assist on our runs. Attorney Holmes recommended that no claims be approved unless we have collected on the run, and then we can reimburse them. The Council agreed with this method of reimbursing Plymouth Community Ambulance. David Behr thanked the utility workers for handing out the survey forms, and stressed the importance of everyone mailing the forms in to Ball State. Behr reported that Bruce Gafill has said that he will have his building painted shortly after Labor Day, and has purchased his own paint. He further reported that a business is moving into the former location of the video store. OLD BUSINESS: The codifications are in, and can be inspected in the Town Hall. Attorney Holmes said that they have to be reviewed by the Council and approved. A notice of a public hearing will have to be published before the Council adopts them, and any member of the public can inspect them in the Town Hall. It was decided to hold the public hearing and the first reading of the Ordinance on October 3, 1994. Holmes is going to prepare the notice and fax it to the clerk. Dave Bolze asked if the Council is ready to approve hiring a new man to replace Steve Groves. Attorney Holmes said that it is his understanding that her might be a savings in insurance rates if we adopt a policy requiring pre-em-ployment physicals. Len Jaske made the motion to approve a resolution that requires pre-employ-ment physicals. Seconded by

Gene Reese. Carried. Walt Heil made the motion to hire Kenny Eggleston, conditional on his passing a physical. Seconded by Len Jaske. Carried. Holmes said that employees need to sign a medical release so that the doctor will report the results of the physical back to the Town. It was agreed to pay Eggleston at the old salary rate. The Council had discussed new pay rates at budget time and Dave Bolze, Gene Reese and Walt Heil are to meet and determine what that new rate of pay will be for Eggleston. Attorney Holmes reported that the Snodgrass case against the railroad has been settled. NEW BUSINESS: Resolution No. 1994-J, Reducing the 1994 Appropriation in the Cumulative Capital Development Fund by $15,000.00 was approved on a motion by Len Jaske. Seconded by Walt Heil. Carried. This appropriation is being held over and will be spent in 1995. Cairns 875 through 940 for $77,710.18, and Payroll Docket dated 8-31-94 for $19,785 were approved on a motion by Len Jaske. Seconded by Gene Reese. Carried. Walt Heil made the motion to adjourn. Seconded by Gene Reese. Carried.

ORDINANCE »l«4-07 Ordinance to establish non-re-curring charges for the North Liberty Water and Sewer Utilities. All ordinances and parts of ordinances in conflict herewith are hereby repealed. This ordinance shall be in full force and effect from and after its adoption by the Town Council and its publication as required by statue. Description of Charge Charge Connections (tap-ins) Labor & Materials but not less than $250.00 for Water A $65.00 for SI.OO lineal foot of property abutting the sewer line for sewer Request for Special Meter Reading or for Meter Check SIO.OO if meter was read correctly first time and/or leak found in property plumbing. Bad Check Charge Water/Sewage $20.00 plus any bank charges. Late Payment Charge Water — 10% on first $3.00 plus 3% of all amounts in excess of $3.00. Sewer — 10% of charge. Service Call — Water or Sewer $30.00 per hour per man plus materials during business hours. $50.00 per hour per man plus materials during non-business hours. Backhoe shall be charged at $75.00 per hour. Water Deposit $50.00 — property owners SIOO.OO ~ renter A. If the customer has been mailed a disconnect notice for two consecutive months or any three months within the preceding twelve month period, the Utility may require the customer to increase his or her deposit amount equal to an estimated charge, rounded to the nearest SIO.OO, for three months of metered consumption for the premises served but not less than the current deposit charges. Disconnection for Non-payment When water service has been disconnected for non-payment or when paid with a NSF

check, the customer’s deposit will be applied to the amount due. For reconnection, total amount due must be paid along with a new deposit and a reconnection charge of $20.00. Reconnection/Disconnection $20.00 during business hours $30.00 other times. Meter Tampering Charge SIOO.OO plus cost of repair and labor. Minimum payment for Water/Sewer Still due and payable whenever service has been tempor arily disconnected for benefit of the customer. Single Service Stop Multiple Meters Where more than 1 meter is served by a single service stop, the owner of such prop erty shall be held responsible for any delinquencies because of non payment of a tenant. Rental Property All final billings to tenants not paid within 30 days, will be billed to the landlord. If not paid within a reasonable time the sewage portion will be filed with the proprty taxes as allowed by law.
