Reese said that he understands that the school does not need the property on the top of the hill. McKee answered that yes they will count that property, but they are not proposing to use it and don't want to maintain it. They want the Town to mow, maintain the playground equipment and the restrooms. proved the football field for school use, there might be a problem if the circus would have animals or campers on that ground. Attorney Holmes is going to check with our insurance company as to how this arreement will affect the School and the Town's liability insurance. Nedra Williams, Great Pumpkin Festival Committee, had a question about whether or not banners can be put up across U.S. 6. The Committee will have to check with the State Highway Department to see if this will be allowed since certain heights will have to be maintained because of the semis. Dave Bolze said that, after they get approval from the State, his men will be able to put the banners up. Williams also asked for a 200 ampherage system behind the Ford Garage for a carnival that will be coming in for the Festival. Bruce Wharton said that several people have expressed interest in a tug-of-war during the Festival. After some discussion it was decided to try to get some teams together and also determine a place to hold it. The park and the grassy area behind the Ford Garage were both discussed, with the Town men scraping off the sod in order to make a mud pit. A three on three basketball tournament was also discussed, but it was found that it would not be possible to have one this year. MONTHLY REPORTS: Dave Bolze's Accumulated Time Report for the utilities departments showed an increase in earned time. Bolze said that this is mainly due to all the power outages from the storms we’ve had. Cheryl Rizek

asked if it is our policy, during a power outage, to get the industries up and running first. Bolze answered that yes it is our policy. Len Jaske complimented the men on doing a really good job in getting the electric back on this year. Bolze said that he would like to hire Kenny Eggleston to replace Steven Groves. Gene Reese made a motion to take this under consideration and make a decision at the next meeting. Seconded by Len Jaske. Carried. Bolze reported that the estimated cost for getting electric service to Rossborough Mfg. is $300,000. President Rizek asked how long it will take to get a payback on that $300,000. Attorney Holmes said that they are working on that now, trying to figure out what the profit margin will be. Rizek said that this is something we'll have to work out before we really get going on it. Holmes said that we'll have to have a contract for service signed by Rossborough. We’ll have to have this resolved within the next few weeks as Rossborough wants service by December Ist. Holmes said that he feels we could advertise for bids, and get that part going. Len Jaske made the motion to put it out for bid. Seconded by Gordon Hartsell. Carried. Bolze told the Council that OSHA is setting some new rules as to clothing and gloves for electrical workers. One hundred percent cotton or wool clothing will have to be worn, something that will not stay on the body and burn. Bolze also reported that Rossborough Mfg. would like to have water service by December Ist. Attorney Holmes said that in a meeting previous to this, it was proposed to run a service line out to Rossborough, as it is cost prohibitive to run a water main out to them. Attorney Holmes suggested we wait to hear from Rossborough. Bolze had two quotes tor the electric panel for the generator at

Jeff Zehner reported that the sidewalk project is underway, and is to be finished by September Ist. President Rizek announced that during budget meetings the Council decided to budget some extra money to do sidewalks for senior citizens, next year. The Town will pay for new sidewalks for senior citizens who are on fixed incomes, until budget funds are used up. The exact details will be worked out at a later date. (continued on Page 16)
