WALKERTON TOWN COUNCIL MINUTES (continued from Page 2) Zehner told the Council that there has been no response from the concrete company that damaged Park Drive earlier this year. Attorney Holmes said that there has been no response to a letter he sent to them, and said that the Council can authorize him to make a demand on them and if there is nor response to that, then we’ll have to fiel suit. Len Jaske made the motion to have attorney Holmes make the demand on the concrete company. Seconded by Gordon Hartsell. Carried. Zehner had three quote for the remaining shoring the trenching equipment needed by the Water and Wastewater Departments. They were: Aggregate, $4,064.00 for Speed-shore; Rudd, $4,491.63 for Efficiency; and Rudd, $4,680.18 for Allied. Gene Reese made the motion to accept the Aggregate quote. Seconded by Walt Heil. Carried. Jeff Zehner reported that the one ton dump truck chassis will be picked up this week. Zehner had a low bid of $5,980.00 for a dump bed. The dump truck is being purchased with a county grant. There will be an excess of $3564.42 that will come out of water and wastewater funds. Gene Reese made the motion to accept the quote for the dump bed. Seconded by Len Jaske. Carried. Cheryl Rizek reported that she attended a Park Board meeting last Thursday night, which was attended by one Park Board member who agreed to sign a contract for Real Services, in which the money would stay the same. Real Services is currently paying $50.00 a month

toward the utility bill for the Youth Building, and the Park Board was proposing to charge them rental on the building at $200.00 a month. Rizek decided not to approve the Park Board's schedule of new rental rates for the buildings, until a Park Board member attends a council meeting, in order that they can answer any questions. There was no citizen’s input. Old Business: Rizek asked Len Jaske is he had had a chance to get with Don Johnson about our insurance coverage and rates. Jaske replied that yes they have started compiling the information, and will be putting a comprehensive study together. President Rizek asked Attorney Holmes for advice on the bids for the south sewer project. Holmes answered that it appears that the bids so exceed what we orginally thought, and the costs are such that it’s probably not possible to do the project as bid. They worked out some figures about reducing the scope of the project, and it would basically be running the line out to the lift station. This appears to make the project more feasible, and would increase the average bill just under four dollars. This would significantly change the project to where it probably will have to be rebid. Holmes recommended rejecting the bids as submitted, and put it out for rebid in January. He further recommended that the south project be put out for bid in divisions. That way we can see what we can afford. Holmes added that the risk we run is that when we put it out for bid in January it is possible that the bids will come in higher. The north project will be ready for bid in January and both projects can be bid at the same time. Randy Williams asked why we would wait until January to rebid. Holmes answered that h’s unlikely that work could start before spring, and
it can be put out for bid the same time as the north project. Nothing much will be happening in the months from November through February. Williams asked if anything could happen that the south project could be dropped in January. Holmes said that he thinks it would depend on the prices. Gene Reese said that he is committed to the project because we need more housing in Walkerton. Williams said that he has a plan that he plans to imp9lement as soon as there are sewer lines to the area. These plans involve Farmers Home Administration. Holmes told Williams that he should talk to Farmers Home Administration about their grants for infrastructure for developing the subdivision. Gene Reese said that Frank Ryan, Department of Commerce, was out a couple of years ago and looked at Williams’ property. Ryan told them that he is anxious to grant anywhere that new families will buy homes. Williams said that he didn’t think it’s feasible to run sewer line for the whole project this way. Holmes said that he is just talking about running the lines out there, but didn’t mean that he had to develop the lots ail at one time. Williams is gbing to talk with Dave Behr to see if something can be worked out. After further discussion, Len Jaske made the motion to rebid the south project in January. Seconded by Walt Heil. Carried. Ordinance No. 1994-07, An Ordinance Amending Rates and Charges for the Sewage Works, was dropped. The rate schedule will have to be amended at a later date so that it comipiies with EPA guidelines. Gene Reese read a letter from the Chamber of Commerce in which they have set up a payment schedule to reimburse the Town for improvements to the Town Hall. The first payment is for $1,680.75, the second will be made in December in the amount of $1,000.00 and the final payment will be made in March in the amount of $1,000.00. Len Jaske msde the motion to accept this payment schedule. Seconded by Walt Heil. Carried. At the last meeting, it was decided to put a pay phone in the ambulance bay. The Clerk reported that she found it would cost $150.00 for installation and $36.50 per month for a pay phone. There are three kinds of blocks you can have put on the phone, and they are: a block of all 900 calls, a block of collect and third party calls and the third block will block long distance calls with the exemption of 800 numbers, repair service, 911 and directory assistance. The third block will cost $4.00 a month. Len Jaske made the motion to put the third block on the phone in the ambulance bay. Seconded by Gordon Hartsell. Carried. Attorney Holmes assured the council that they will have the codifications by August 29th. There was some discussion of the ambulance bill write offs that were tabled at the last meeting. A couple of the write offs were due to a misunderstanding with Community Ambulance. bill some of the runs that they were called to assist on. According to Community, they consider a run as basic if they don’t start an IV or initiate any other life saving techniques, and they don’t bill for them. They failed to let us know that they weren’t billing these patients and a couple of the runs went past the Medicare deadline. According to our contract with Community they are suppose to do the billing if we call them. Community says that they don't even do a run report on some of these runs. Another thing that we found is that if Community takes over the care of a patient at the scene they will not share the receipts with our service. Attorney Holmes is going to contact Community about sharing those receipts with us, as our contract states. Len Jaske made the motion to allow the write off of $2,422.50 uncollectable ambulance bills. Seconded by Walt Heil. Carried. 29th. Due to the Labor Day holiday, the next Town Council meeting was scheduled for 7:00 p.m. on September 7,1994. In a letter, David Behr asked if the meter readers can distribute some survey forms. The survey is sponsored by the Indiana Department of Commerce and Ball State Univeraity. The forms can be attached to door knobs, and don't have to be handed to individuals. It was decided to have the meter readers distribute the survey forms, and to have two press releases before they are distributed.
