With us buying a $10,000.00 transformer, poles to build the lines, all the hardware for the lines, another 30 to 50 thousand should be added to the estimated cost of the project which will be put out for bid. David stated that he has the bid sheet but this is not to be put out for bid until we hear something definite from Rossborough. David also said we need to have a contract with them on buying enough electricity. Spectrum is going to come and do work on our reclosures at the substation and at that time they will go over the specs with David for approval. David would like to hire Kenny Bolze as assistant superintendent over Electric and Water. David has requested the information be put on paper for Kenny to sign. Walt made a motion to hire Kenny Bolze. Gordon Hartsell seconded. Gene Reese voted nay, all others voted aye. Carried. Sue was instructed to type a proposal for Kenny to sign. Steven Groves has resigned from the Electric Department and has given David his two week notice. His last day is to be the 26th of July. David stated Steven realized the Town has spent $6,000.00 for elctrical training at NIPSCO and would like to know how the Town would like Steven to pay this back. Steven has told David he doesn’t have the money to pay back all at once. He told David he would be more willing to make monthly payments on this. Gene Reese brought
up a meeting on the date of March 21,1994. It was stated that in the event one of an employee leaving after schooling the Council decided it was to be paid back all at once. Gene Reese made a motion for Steven to pay the money back all at one time in a lump sum. Gordon Hartsell seconded. Carried. David asked if doesn’t have it is there a time period on when he has to get the foil amount. David Holmes said it should be due within 30 days of when he leaves our department. Interest should run at the legal rate of 8%. There is a water leak in front of Allen’s Carpet Store. It has been leaking for over a month. David stated that when the valve is shut off, the leak stops, it has been determined that it is the customer’s leak. Kenny of Allen’s Carpet has asked David to ask the Council if we can fix the leak and bill him for it. David stated this involved tearing up the sidewalk, of which we do not have a jackhammer capable of doing it. Holmes stated that the customer is responsible from the main in. David stated he would call the state highway and get an emergency permit and cut the black top and go down outside the curb and dig back to it, so he wouldn’t have to tear the sidewalk up but if its underneath the sidewalk it also would have to be removed. Gene asked would it be in the best interest of the Town for us to do it and for Allen’s to pay us or for Allen’s to do it, and can the sidewalk be put back the way it was. David stated we have always in the past only gone to the curb stop or the property line from there it is the customer’s responsibility. It would be better for Kenny of Allen’s Carpet to do the work, as we are down to three men. David was given permission to obtain an emergency permit from the state to cut the street, but the work is to be done by Allen’s Carpet. David was asked by Cheryl to contact Terry Baugher as far as checking the pressures for the downtown area. CITIZEN’S INPUT: There was none. OLD BUSINESS: 2nd Reading of Ordinance No. 1994-7 was postponed^ Bid Opening for the South Sewer Project: Motion to take bids under advisement and give to Jeff Zehner and let him come back with a recommendation to the Council by Gene Reese.
