Legion Auxiliary Explores Proper Flag Etiquette Summer, the time of many and varied activities for all the family. One possible event is observing the various parades of the area: 4th of July. Mint Festival, Ethnic Parade, Blueberry and many others in all states across the country at any time of the year. Recently, 1 had the occasion to present an Americanism program for a local organization. Following the program, several questions were asked pertaining to Flag Etiquette. The lady remarked, while attending an area parade, the family stood and saluted the American Flag each time it passed in review. After several times of standing and saluting, an observer remarked, “Lady, you don’t have to stand and salute for each American Flag, just the first one that passes”. Later, I searched through the material 1 had on Flag Etiquette for printed proof that you do stand for each flag. Finding none, 1 called Indiandpolis to the National Headquarters of The American Legion Americanism Division on Flag Etiquette. ceived a response. The American Legion was one of the 68 Founding Organizations who met in 1923 to draft an authentic code of Flag Etiquette. Only the United States Congress can revise The Flag Code. Since the initial code was adopted in 1923, there have been only seven adoptions made, the last being July 7, 1976. Therefore, according to The Flag Code, it states: Question: What is the proper respect to the Flag during the ceremony of hoisting or lowering the Flag, or when the flag is passing in review? Answer: From the Flag Code: “All persons present except those in uniform should face the Flag and stand at attention with the right hand over the heart. Those present in uniform should render the military salute. When not in uniform, men should remove their headdress with their right hand and hold it at the left shoulder, the hand being over the heart. Aliens should stand at attention. The salute to the Flag in a moving column should be rendered at the moment the Flag passes.” No where in this provisions does it state that one need only salute the first Flag in a parade. But, no our Flag of the United States should receive any more nor less attention than any other Flag, each is to be accorded the same respect. Therefore, in the opinion of The
American Legion, people watching a parade should stand and salute each Flag being carried by a marching group as it passes. With the help of the American Legion Auxiliary, perhaps we can dissolve the myth that one need only salute the first Flag which passes in review during a parade. Pass the information on to other clubs, or any group. TITLE 18, United States Code — Chapter 33, Section 700 — Desecration of the Flag of the United States — This section of the law has been declared unconstitutional by the Supreme Court as of May 14th, 1990. While many states have laws similar to the provisions as stated in this section, it is assumed that if prosecuted, they, too, would be declared as unconstitutional. Therefore, no penalties exist for the improper display of the Flag of the United States, the violation of the Flag Code provisions for the descration in any manner of the Flag of the United States. Efforts are being made by organizations to establish an amendment to the Constitution which would allow the government of the United States and the legislature of each state to enact laws preventing public desecration of the Flag. This amendment would in no way alter or change any established provisions of the Constitution, the Bill of Rights or any other amendments currently in place. To date, 44 states have adopted a resolution asking Congress to let the American people decide if the United States Flag should be protected by state or federal laws, or by a constitutional amendment. Plans Program For 1994-95 Year Program planning for the 199495 club season was conducted by members of the Johnson Twp. Extension Homemakers Club on Wednesday at the Community Building. The July meeting was cancelled because it fell in the middle of LaPorte County Fair Week July 18-23. It was agreed to eat out for the August 17 meeting which will be at the LaPorte Ponderosa. The buffet dinner special will be $2.99 plus cost of a dinner drink. Members and their guests are to meet at the Community Building at 11:00 a.m. for the 11:30 a.m. dinner. It was also agreed to have the December Christmas party at the LaPorte Ponderosa. Members wishing to submit traditional Christmas recipes for the holiday tabloid to be published should bring their recipe to the August meeting complete with name, category, club and number it serves. President Catherine HostetlerGanger presided at the meeting and thanked the membership for her wedding gift for her recent marriage to John Ganger at the Johnson Twp. Community Building.
