ORDINANCE NO. 1994-5 AN ORDINANCE AMENDING CHAPTER 91 OF THE WALKERTON TOWN CODE. WHEREAS, the Town of Walkerton. by its Town Council, previously enacted an Ordinance designated as the Walkerton Town Code;and WHEREAS, certain omissions have been noted in said code; and WHEREAS, there have been numerous complaints from property owners in the business district regarding the use and abuse of bicycles. roller skates and skate boards in downtown area; and WHEREAS, the Town Council of the Town of Walkerton is desirous of correcting said omissions by amending the Town Code; NOW, THEREFOR. It shall be unlawful for any person to skate on either ice skates or roller skates along, across or upon any of the sidewalks in any area zoned a Central Business District of the Town of Walkerton. It shall be unlawful for any person to coast with a sled, skate board, hand cart or in any other manner upon any sidewalk in any area zoned a Central Business District of the Town of Walkerton. 91.09 Congregating *o as to Obstruct Prohibited. It shall be unlawful for three or more persons to assemble, except in public meetings of citizens, on any sidewalk, street comers, street crossings or near the mouth of the alleys of the Town, to the obstuction of the same, so as to hinder or delay any person passing in, upon or along the same, or the owners or occupants of the property adjacent thereto. 91.10 Penalties. Any person who violates any provision of this Chapter shall have committed a Cass ”B” infraction as defined by the Indiana Code. Section 2. That in all other aspects the Town Code shall remain in full force and effect. Section 3. That this Ordinance

shall be in full force and effect and after its passage and publication as required by law. Hiler, Cerk-Treasurer 2tjl6 COMBINED FINAL NOTIFICATION AND FINDING OF NO SIGNIFICANT ENVIRONMENTAL IMPACT The U.S. Department of Agriculture, Farmers Home Administration (FmHA) has received an application for financial assistance submitted by the Town of Walkerton, for construction of a sanitary sewer extension to its industrial park. FmHA has assessed the potential environmental impacts of this proposed action and determined that the proposed improvements will be constructed in, near, and/or through areas designated as wetlands and 100 year floodplains. A variety of alternatives, including “no action” have been considered and the determination has been made that there is no practicable alternative which would avoid locating these elements of the project in, near, and/or through wetlands, and 100 year floodplains. A mitigation measure to reduce the effect on wetlands and 100 year floodplain is: The Town will develop and enforce a local utility regulation prohibiting water service in the wetlands and 100 year floodplains except to now-existing structure or replacements thereof. The project will not affect the value and/or function of the floodplain and wetland areas. When construction is complete, the areas will be restored to their existing condition. Design and construction of the project will conform to all Federal and State floodplain and wetland protection standards. FmHA has further determined that this proposed action will not significantly affect the quality of the human environment. Therefore, FmHA will not prepare an environmental impact statement for this proposed action. The environmental assessment for the proposed action is available for review at FmHA’s District Office located at 1919 East Business 30, P. O. Box 699, Columbia City, Indiana between 8:00 a.m. and 4:30 p.m., Monday through Friday. Any person interested in commenting on the proposed action may do so by sending written comments to this address within 15 days following the date of this publication. This one-week program is designed to introduce art to young children through projects ranging from pencil, pastel and charcoal drawing to watercolor landscape and acrylic canvas painting, silkscreen, and woodblock printing. Daily art critiques and talks on art history are part of the program, which will also include a trip to a local art exhibit or museum. Students’ art work will later be displayed in Bethel's Bowen Library. The cost for the program, includ ing all art supplies, is $65.00.
