WALKERTON TOWN COUNCIL MINUTES (continued from Page 1) service. Rizek said that these recommendations will be turned over to attorney Holmes to let him go over them and advise the Council. President Rizek said that it seems like we should have another class for new EMTs, so that we have an ongoing flow of personnel for the service. Stanley said that instead of that, they would like to have additional classes for the newest EMTs. Rizek suggested that they advertise the fact that individuals can take classes on their own at IUSB or other schools. She added that such an ad might generate some interest, or cause someone to contact the Town if they want to take a class. Attorney Walter cautioned Stanley not to use names in connection with those individuals that they are recommending for termination from the service. Walter said that names cannot be used until the individuals have been proven to be a fault, and are actually terminated from the service. Rizek again stressed the importance of starting a new class for EMTs. Stanley said that they feel an advanced class for the newest class is more important. 3. Janice Stoneburner had several questions about the Ambulance budget, and the amount of expenses in a couple of line items. for. 4. Gordon Hartsell announced that plans for an appreciation party for the emergency services, Ambulance and Fire, are almost complete. A date for the party should be set within the next two weeks. There was no citizen’s input. Jeff Zehner asked the Council who qualified to have their sidewalks done under our matching grant. It was determined that residential, including rental properties qualify. Businesses and apartments do not qualify. Zehner said that the low bidder for constructing the sidewalks, was Bau Construction of North Judson at $7.40 per linear foot for 4’ wide and $9.25 per linear foot for 5’ wide sidewalks. Gene Reese made the motion to accept Bau Construction’s bid. Seconded by Gordon Hartsell. Carried. Zehner is going to send a letter to Bau asking him for a start date and a finishing date for the project. 2. Zehner had contacted IDEM in regard to the letter stating that we had to pay a permit fee for our Water Treatment Plant, and was told to disregard the letter since that permit has not been active in over 10 years. 3. Zehner asked if anyone had any change to the paving list that he turned in at the last meeting. Cheryl Rizek said that she had reviewed the list and Terry Baugher’s report on water improvements. She said that Baugher’s report stated that we might want to be doing some water work under Washington Street. Rizek added that Washington Street is at the top of the paving list, and Dave Bolze will be coming to a meeting to discuss this with the Council. Len Jaske made the mo-

tion to accept the paving list, excluding Washington Street until we find our more about the water improvements. There was some discussion and the motion was inadvertantly not acted upon. Jaske asked if we will be able to do any alleys this year. Zehner answered that there are alleys on the list, but there won’t be enough money to do any of them. He is working on another plan to get funding for alley improvements. 4. Zehner had two quotes for sand blasting our salt and sand spreader and the bed of the 1988 dump truck, and there were: $450.00 to sand blast and prime just the spreader, and $350.00 to do both the spreader and the truck. Len Jaske made the motion to accept L & W Painting & Sandblasting's quote of $350.00. Seconded by Gene Reese. Carried. 5. Zehner had three quotes for a one ton truck chasis: Mahoney Chevrolet - $18,484.65; Martin Pontiac GMC - $19,902.00; and Country Chevrolet - $19,884.65. Gene Reese made the motion to accept Mahoney Chevrolet’s quote of $18,484.65. Seconded by Walt Heil. Carried. 6. Zehner said that he and Dave Bolze agree that two or three limbs need to be taken off the Denaut tree, but the whole tree does not need to come down. The Council accepted seven applications to replace residential sidewalks for an approximate total length of 553 feet, on a motion by Len Jaske. Seconded by Gordon Hartsell. Carried. Attorney Walter said that there had been a question about financing a sewer project by loaning money from utility reserve. Walter advised that this would not be possible because you would only be able to make a short term loan. Also, if the loan came from our electric utility, our electric serves people outside the city limits, and our sewer lines do not. Attorney Walter gave the Council a copy of an ordinance concerning bicycles on sidewalks for their review. NEW BUSINESS: President Rizek said that she would like for the Council to consider getting a Fax machine for the clerk’s office. Walt Heil made the motion to allow the clerk to get quotes. Seconded by Gene Reese. Carried. Len Jaske submitted his resignation from the Plan Commission as he can’t get away from work
