President Rizek told White that she’d checked with Jeff Zehner about setting the rocket portion of the fireworks off at the Wastewater Treatment Plant, and he does not have a problem with it. White said that they are checking with the school superintendent about having the fireworks and the carnival on the high school grounds, because of the size of the crowd. She said that they have been told that they can’t set the rockets off at Place Park because the crowd has moved in so close to the set off area. White said that she has a question about liability if they move the fireworks. They have insurance for the carnival and for the fireworks. Attorney Holmes said that generally a person would sue anyone who is connected with such a activities, and would probably start with the school. White asked if the Town could insure the celebration if it is moved from Place Park. Attorney Holmes said that the Town has insurance to cover our property, but he is concerned about coverage for the members of the Friends of the Fourth. He added that if you're the sponsor of something like this, they you also have the liability that goes with it, and the organization would most probably be sued, in addition to the property owner. He further advised that if they have a policy that covers the Friends of the Fourth, then it should be sufficient. Rizek stated that the Friends of the Fourth is down to four women who are working very hard to put this celebration together. They need some help, and if anyone has any extra time to raise money, sell tickets or help in any other way, it would be greatly appreciated. Attorney Holmes advised that if the location of the celebration is changed, we need to be sure and let our insurance carrier know. The clerk is to call John Small Agency and check our coverage. MONTHLY REPORTS: Dave Bolze reported on the Electric and Water Departments. 1. Bolze submitted the accumulated time report for April, which was reviewed by the Council. The clerk asked if Todd Brems and Steve Groves should earn accumulated time for a holiday that we observed and on which they had to attend school. they'd worked. 2. Bolze reported that Spectrum Engineering has just about completed their field work for engineering the line that will go out to Rossborough Mfg. President Rizek asked Jim Hostetler if it is definite that Rossborough is going to build here. Hostetler replied that they haven’t gotten final approval yet, as some test results aren't in. Bolze said that whay they’re planning will not onlyh help take the power out to 104, but will benefit our whole distribution system. The reclosure at the substation needs to be checked out, and Bolze will be getting quotes for the work. 3. Bolze reported that Steve Groves and Ted Brems completed and passed the NIPSCO line nine graduated and two of them nine graduated andd two of them were our men. 4. Bolze told the Council that something needs to be done with the old water substation as the entire back of the building is falling down. Rizek said that we’ve researched grants for the building's repair, and there aren't any available. Also, the Historical Society doesn’t have enough money budgeted to them to be able to restore the building. A couple of Council members are going to take a look at the building and make a recommendation at the next meeting. In the meantime, Bolze is going to get quotes for tearing it down. 5. Bolze said that he has been talking to Terry Baugher about running a 12" water main down Washington Street. It probably couldn’t be done this year because it would take as least three months to get an IDEM permit. He would also like to run a 12” main to the water tower, and would
