JOHN GLENN SCHOOL BOARD MINUTES March 29, 1994 Special Session CALL TO ORDER AND ROLL CALL The Board of School Trustees of the John Glenn School Corporation met in special session on March 29, 1994 at 7:30 p.m. in the John Glenn High School. All members were present. The School Board, superintendent and approximately 40 observers began the meeting with the recitation of the Pledge of Allegiance. NEW BUSINESS 1. The School Board Will Give Further Consideration and Receive Public Input on the Proposal to Renovate and Add On to Urey Middle School for Grades Seven and Eight, Improvement of John Glenn High School Athletic Facilities, and a New Administrative Office. Superintendent David McKee presented a brief overview of the proposal for an addition and renovation to Urey Middle School for grades seven and eight at an estimated cost of $5,374,180. The addition to Urey Middle School will basically double the size of the school and with the renovation would make the facility equivalent to that of a new school. The proposal also calls for the upgrading of the athletic facilities at John Glenn High School by providing newlighting for the football field, a new eight-lane track, new bleachers, public restrooms and concession stand area, as well as storage for athletic equipment and new tennis courts. The estimated cost for improvements to the athletic facilities at John Glenn High School is $927,000. A new administration building of 3,500 square feet is included in the proposal at an estimated cost of $380,000. The total estimated cost of all projects including architectural and design fees is $7,749,616. The final projected cost of the project may change slightly as cost estimates are finalized. Roger Umbaugh, with H. J. Umbaugh & Associates, presented a projected method of financing the proposed project that would utilize school corporation funds in the amount of $1,435,000 and a bond issue for $7,395,000 for a total financing package of $8,830,000. This amount includes $1,080,384 in financing cost. The bond issue would be amortized over a 15 year period and it is estimated to increase the Debt Service Tax Rate by 99c. Mr. Umbaugh presented what he considered to be the worst case scenario and noted as the project becomes better defined, the method of financing can be improved. Mr. Richard Hill. School Attorney with Baker & Daniels, presented at summary of actions for financing the proposed project. The first step is for the School Board to hold a 1028 Hearing and adopt a resolution specifying educational purposes of the project, the estimated cost of the construction, and estimated impact on the tax rate and the proposed sources of funding. Another step early on in the process is to obtain preliminary approval before the School Property Tax Control Board. This must be done before the school corporation invests a major expense in archi-

The John Glenn High School auditorium is the place to be on Friday and Saturday, April 8 and 9 as the drama club presents the comedy classic, Arsenic And Old Lace. Curtain time is 7:30 each night and admission is $3.00. Preschoolers are free. This play has been around for many years and will make you smile as you watch the hilarious antics of the Brewster family. Abby and Martha Brewster are two old women who happen to perform their favorite charity by poisoning lonely old men. Teddy thinks he’s presient of the U.S., and Jonathan, an escaped murderer, returns home looking like a movie monster. Through it all, nephew Mortimer must keep the family in one piece and out of the insane asylum. The rather large cast stars Chad Hostetler, Amy Dooms, Kelly Tingle, Jeff Chapman, Aimee Chirstensen, Mickey Day, Barry Houser, Roger Huff. Kelley Stedtectural fees for design drawings. Mr. Umbaugh, Mr. Hill and Mr. McKee answered questions from Board members and persons in attendance about the proposed projects and received comments from patrons. 2. Approve Holding a 1028 Hearing on the Proposal to Renovate and Add On to Urey Middle School for Grades Seven and Eight, Improvement of John Glenn High School Athletic Facilities, and a New Administrative Office. Janice Ryan made a motion seconded by Rob Keck to approve holding a 1028 Hearing on the proposed project to renovate and add on to Urey Middle School for grades seven and eight, improvement to John Glenn High School athletic facilities and build a new administrative office. The motion was approved by a seven to zero vote. A 1028 Hearing will be scheduled for April 19, 1994 at 7:30 p.m. in the John Glenn High School. NEXT MEETING DATE The next School Board meeting will be on April 5, 1994 at Urey Middle School at 7:30 p.m. Following the regular session, the Board will meet in executive session for the purpose of discussing job performance evaluation of individual employees. ADJOURNMENT The School Bead meeting was adjourned at 10:20 p.m.

The John Glenn High School Chess Team, sponsored by the North Liberty Chapter of Tri Kappa, attended the 1994 SCI Regional Team Chess Tournament in Michigan on Saturday, March 5. There were approximately 60 teams in attendance. After playing three rounds each, in the High School Division, the John Glenn team qualified for State by placing 2nd in the Team Regionals.

Parents Can Preview Textbooks April 18-22 Parents and patrons of the John Glenn School Corporation will have the opportunity to preview the textbooks and materials now being considered for state adoption this next school year. The following subjects are scheduled for textbook adoption: Music, Art, Industrial Technology Computers, Business Education, Driver Education, Agriculture, and Home Economics. These books and materials will be on display during school hours in each of the school buildings during the week of April 18 - 22. Stop in at each building office for exact location. Any questions or concerns may be directed to Mr. Kickbush at John Glenn High School. LIBERRTY TWP. 4-H ENROLLMENT APRIL 13 Liberty Township 4-H Enrollment will be Wednesday, April 13th at 7:00 p.m. at the North Liberty School Cafeteria. This will be an organization meeting for the coming year. Clover Buds ages 3 to 7 years and Mini 4-H ages 8 to 9 years, will be offered this year, besided regular 4-H from 10 to 18. WALKERTON JUNIOR LITTLE LEAGUE SIGN-UP There will be a late registration for Walkerton Junior Little Leaguer on Saturday, April 9th, from 12:00 noon to 2:00 p.m. at the Walkerton Youth Building. All coaches and anyone interested in coaching or helping with the league, please attend. Tryouts will be held April 16th at 11:00 a.m. for the Minor League and 1:00 p.m. for the Major League.
The team members qualifying are Al Gark, Ted Gark, Knight Wennerstrom, Rusty Slater and Rusty Young. They will travel to Terre Haute on Friday, April 8 and play in the State Team Tournament at Woodrow Wilson Middle School on Saturday, April 9th, in Terre Haute. WALKERTON TOWN COUNCIL MINUTES The Walkerton Town Council met at 7 :00 p.m. on March 21. 1994 with the following members present: Gene Reese, Cheryl Rizek, Walter Heil and Leonard Jaske. Attorney David Holmes and clerktreasurer Judy Hiler were also present. The minutes were approved as read. The public hearing for Premdor Corporation's tax abatement was held. John McGee. Premdor, introduced attorney Jim Clevenger to the Council. Gevenger spoke on behalf of the tax abatement. He said that Premdor is making an investment in our community by adding on a significant addition and bringing in new equipment, which will create at least five new jobs. Gevenger said that Premdor continues to grow and invest in the community, and is hopeful that the community, in turn, will show its support by approving the tax abatement. There were no other comments from those present. Attorney Holmes gave the Council copies of the confirming resolution for the tax abatement and said that by approving this resolution they will be granting them an economic revitalization area status which would allow them to file tax abatement paperwork for anything they do for the next two years, at this location. They would have to file the form with the Council before they do the work outlining what they propose to do, and then they have to file a status report after it is completed. Len Jaske made the motion to read Resolution No. 1994-B, A Resolution Confirming the Adoption of a Declaratory Resolution Designating Certain Areas Within the Town of Walkerton, Indiana, Commonly Known as: Walkerton Industrial Park to be an Economic Revitalization Area for Purposes of a Five Year Personal Property Tax Abatement and a Ten Year Real Property Tax Abatement, in short form. Seconded by Gene Reese. Carried. Gene Reese made the motion to accept Resolution No. 1994-B. Seconded by Len Jaske. Carried. Tod Samuelson. H. J. Umbaugh Associates, spoke to the Council about the sewer extenstion project. Samuelson said that it is his understanding that Farmers Home will be giving us a grant to help finance the north phase of the project. The south phase will be totally funded by the Town. According to information that Samuelson got from the engineers, the total for the entire project will be approximately $770,000.00. The grant will be for approximately $200,000.00. so the local share will be around $5‘’0.000.00. Samuelson said that h looks like the north phase is far ahead of the south phase, as the construction permit has been ap proved for the north and the south won’t be ready for another eight to twelve weeks. He added that the cost for the north phase will be approximately $270,000.00 with grant money for the north at about $200,000.00, it would leave $70,000.00 as the local share. He said that there are a couple of alternatives for financing, and one would be to wait to finance the north phase until the south phase is ready.
