NORTH LIBERTY TOWN COUNCIL MINUTES (February 2, Minutes Continued) Utility Supt. John W. Gouke, Sr., reported on the following items: 1. Will have "503 Regulations" completed by deadline February 19, 1994. 2. Land application to be started. As stated at last meeting, contacted Municipal Equipment and Steve Kiefier, both have given proposals. a. Mr. Kiefier quoated $2,500 plus $5.00 per acre. He will oversee land application for 1 year after filing for permit and have soil tested. The remaining 4 years of the 5 year permit, he will oversee it for $1,500.00 per year. b. Municipal Equipment’s quote for $2,000.00 plus $6.00 per acre for soil testing and will oversee it for the full 5 year permit. Motion was by Richard Warner to accept Municipal Equipment’s quote as read, second by David Sheaks with unanimous aye. 3. Sewer plant has been upset. Samples were taken, found problem, but not sure what caused it. We feel we are starting to get plant back running correctly. We have a build-up of sludge. We are having test done trying get sludge to settle, but we are going to have to dump digester at a cost of around $3,000.00. After discussion, Richard Warner made motion to dump digester, second by David Sheaks with a unanimous aye. 4. All lift stations checked. 5. Rebuilt 1 raw sewage pump, will rebuild other one later. 6. Getting prices on checking sewer lines for excess flow. 7. Flow meter check at Sewer Plant. Will have to replace. 20 years old, outdated. Have prices for new flow meter. They are: Badger Meter, $3,175.00, start-up S6OO per day plus expenses. Envirocom Controls, $2,135.00. Should be done by May Ist. 8. Balancing scale checked. O.K. 9. Solid Waste application grant submitted. 10. Questioned installing dusk to dawn light at Water Rant for security and would help at recycling bins at Community Building. Working with NIPSCO to install. Motion to have light installed by Richard Warner, second by David Sheaks with unanimous aye. 11. Jerry has sent everything in for Lead and Copper test, looks good, will have to do it again in 6 months. 12. Questions about thawing water lines, Walkerton does not do thawing. Need to set standards on this policy. 13. Radio in water pick-up no good, price for new one as follows: a. Burk Communcations $730.00; b. Culver Communication $500.00; c. Ni-com. $649.00. Since used for all departments could be purchased from General Fund. Motion by David Sheaks to purchase radio from Culver Communications for not too exceed $500.00, installed, second by Richard Warner with unanimous aye. Attorney John H. Peddycord reported the paperwork corrections have been made on the Cole’s Addition replat and letters were sent to the property owners advising them he would be at the Town Hall on Tuesday. Approve Funding For Walkerton Trail Park Project The Director of the Indiana Department of Natural Resources has announced that money for the acquisition and development of Walkerton Trail Park soon will come to Walkerton. Patrick R. Ralston says funding for the projects has been approved by the state and final approval is expected from the National Park Service in the near future. The Walkerton Park and Recreation Board stands to receive $“’5,000 to acquire 26 acres of land and develop nature trails, interpretive signage, restrooms, and parking area. The money comes from the federal govemement's Land and Water Conservation Fund. "We at the DNR believe quality local parks are important, and we’re happy to play a part in the process,” said Ralston. Ralston says nearly $500,000 will be spent on local recreation projects this year. The DNR has received requests from 12 agencies totaling over $790,000. The DNR’s Division of Outdoor Recreation administers the Land and Water Conservation Fund in Indiana Money is provided on aSO percent matching grant basis for the acquisition and development of outdoor recreation sites by local park and recreation agencies. Since 1965 Indiana has received more than 70 million for park land acquisitions and improvements. WARNING! It has been brought to our attention that children have been purchasing butane fuel as a source of getting "high". Butane, as other household items such as glue, solvents and aerosols, can be inhaled or "sniffed” causing nerve and brain damage, coma, respritory arrest and even death. The effects of inhalants include: nausea, sneezing, coughing, nosebleeds, feeling and looking tired, smell of solvent on breath, lack of coordination and loss of appetite. Children between the ages of 7 and 17 are most likely to use inhalants because they were readily available and inexpensive. Currently, there are no laws governing the sale of inhalents to minors so parents should see that these substances like medicines are kept away from young children. Walkerton Police Department APPLICATIONS BEING TAKEN FOR POSITION OF TOWN SUPERINTENDENT The Town of Walkerton is taking applications for the position of Town Superintendent. Job description and applications can be picked up at the clerk-treasurer’s office Monday to Friday from 8:00 a.m. to 4:00 p.m. WALKERTON LITTLE LEAGUE MEETING THIS SATURDAY The Walkerton Little League will hold a meeting this Saturday, February 19, at 4 00 p.m. at the Walkerton Youth Building. All parents, coaches or other interested parties are encouraged to attend. J.G. Academic Team Captures Bth In State On Friday, February 11th and Saturday, February 12th, the John Glenn High School Academic Team competed in the State Finals in Indianapolis. During the two days, the members of the team give two speeches, 1 prepared, 1 impromptu; interview; write an essay; take six multiple choice tests in the areas of Social Studies. Mathematics, Science, Fine-Arts, Litera ture, and Economics; and take a super quiz over ten Documents of Freedom, where they get seven seconds to answer each question. The team finished Bth in the small school division (schools with enrollment less than 1000 students for grades 9 - 12). Dennis Metz won a gold medal in Mathematics and a bronze medal in Social Studies. Eric Greiner won a silver in Science and a bronze in Mathematics. The students on the team performed very well. The team consists of Becca VanWechel. Chris Mattix. Lisa Gee. Amy Arnett, Doug Shoue, Beth Thomas, Dennis Metz, Kim Pinckert, Eric Greiner and Rachel Cole. A tremendous amount of work is involved in preparing for such an event. The team’s success is due to two main factors: the work and efforts of the students on the team; the role the teachers play in preparing the students in their classes. Sectional Tourney Tickets To Go On Sale At John Glenn Tickets for the 1994 Plymouth Boys Basketball Sectional will be available Tuesday, February 22 through Friday, February 25. at John Glenn High School. Tournament play begins on Tuesday, March 1, with games at 6:00 and 7:30 p.m. Semi-final action begins on Friday, March 4. at 6:00 p.m. with the championship game scheduled for 7:30 p.m. on Saturday, March 5. Tickets for the tournament are $7.00. Single session tickets are $4.00 and are available only at Ply mouth on game night. Parent-Senior Recognition Night February 18th Parent Senior Recognition Night will be held on Friday , February 18, at our last home basketball game against Argos starting at 6:30 p.m. We will be recognizing all senior boys and girls who participated in basketball, wrestling, pep band, swing choir. Poms, and cheerleading. along with their parents. Parents are asked to meet at the east end of the gym immediately following the end of the JV game. FAN BUS FOR SATURDAY BASKETBALL GAME AT NORTH JUDSON The fan bus for the boys basketball game on Saturday , February 19 against North Judson will leave North Liberty at 5:00 p.m and John Glenn at 5:15. Game time is 6:30 p.m. The cost to nde the fan bus is SI.OO for students and adults.

WALKERTON TOWN COUNCIL MINUTES (Due to the lenght of these minutes and receiving them late, we will run these over two weeks.) February 7, 1994 The Walkerton Town Council met at 7:00 p.m. on February 7, 1994 with the following members present: Gene Reese. Gordon Hartsell, Cheryl Rizek, Walter Heil and Leonard Jaske. Attorney David Holmes and clerk-treasurer Judy Hiler were also present. The minutes of the January 3. 1994 meeting were approved as read. Minutes of the January 17, 1994 meeting were also approved as read. David Behr — Executive Director. Dave McKee, president, and Larry Hiler — member of the Board of Directors of the Walkerton Industrial Fund attended the meeting to discuss the Council's decision to terminate the consulting agreement between the Industrial Fund and the Town. Behr said that they brought the Council some information but were basically there to answer any concerns or questions that the Council might have as to how the Industrial Fund conducts its business. Gene Reese said that he has several questions, and the first one has to do with the proposed new park. He asked Behr what he could tell the Council about the park. Behr saidd that he had gotten a call from the Department of Natural Resources, and they told him that the Park Department's grant application was highly rated and we will be receiving a letter of notification that we will be getting $ 7 5.000.00 from their Land and Water Conservation Fund Grant Behr went on to say that in the grant application, the $’’5.000.00 was to go to Ruth DeSimone to purchase the 24 acres on Walkerton Trail. As soon as the Park De partment has purchased the De Simone property, existing Interlocal Agreement with the School Corporation will kick in and their additional 10 acres will become part of the park as well, and it will become a35 acre park. Behr said that, as was previously told the Council, there will be no maintenance costs to the Town for the initial phase of the project The Hiler Foundation has agreed to pay for all installation of trails which is the first phase of development, and any further phase will be controlled by the Council. Any further development would be a decision that would be made next year, five years from now or m 10 years. Reese said that there’s a rumor going around that Mrs. DeSimone is not going to sell the property Behr replied that he had talked to Mrs. DeSimone at noon today, and has talked with her several other times. Behr said that DeSimone is asking for some time so that she can consult with her financial experts. She also told Behr that the project has been on the table for such a long time that she really hasn't thought about the financial implications of that much income being generated to her She would also like to know the Town Council's position on the development of the park, and said that if the Council is positive about the development of the park, then she will feel the same way. She wants to do what’s best for the Town, but at the (continued on Page 12)
