WALKERTON TOWN COUNCIL MINUTES (continued from Page 1) Holmes advised that we can justify using water and wastewater funds to help pay for the truck if the grant will not pay one hundred percent Gene Reese made the motion to use water and w astewater funds to help pas for that portion of the truck costs that aren’t paid for by the grant. Seconded by Gordon Hart sell. Carried. Indiana Department of Environmental Management has a 50 50 matching grant to use in purchasing composting equipment. Beginning in October you can no longer dispose of yard waste at an Indiana landfill. Attorney Holmes advised that we need to maintain documentation of what we are doing with leaves and composting He added that a lot of communities are trying curbside recycling, and are finding that it can be expensive. He feels that purchasing bins might be the cheapest way to recycle Rizek suggested that Zehner keep track of all the information concerning solid waste and

recycling grants, and whatever information becomes available to him, and make the Council aware of the grants that we can take advantage of. David Behr reported on several items. There may be an opening on the Redevelopment Commission as one of the members has moved. Roger Holston was elected president of the Redevelopment Commission for 1994. The election of the other officers will be made at a later date. Behr said that he had attended a session on state and federal grant applications and deadlines, and reported briefly on each one. Weare eligible to apply for the Community Focus Grant again, and it can be used for sewer and water line cor struction. Len Jaske made the motion to allow Behr to apply for this grant, using figures from the proposed sewer project. Seconded by Gordon Hartsell. Carried. This year's annual meeting of the Walkerton Indusnial Fund is scheduled for January 11. 1994. In order to hold the meeting a quorum has to be met and a representative of the Town must attend, or choose a proxy. CITIZEN'S INPUT: Branson Hiatt told the Council that there had been a fire at his
eight unit apartment building at Roosevelt and Virginia. There were three apartments in the house which burned. These apartments are uninhabitable, and the house is going to be torn down. Hiatt is being billed for trash and sewer for the three apartments, and doesn’t feel that this is right. Attorney Holmes said that the ordinances call for assessments for building units and are not based on use. Holmes recommended that, if there is a building permit filed to demolish the house, we would abate the charges. Walt Heil made the motion to abate the charges, once a permit is on file. Seconded by Len Jaske. Carried. OLD BUSINESS: The Council reviewed the letter we sent to the County Commissioners asking them to have someone look at the Harrison Street bridge approach. Len Jaske said that he had talked to someone, in one of the county offices, who is going to have someone else get back to us about the approach. Walt Heil asked attorney Holmes about snowmobiles running on private property. Holmes answered that they are not supposed to be on private property, and police can ticket them. President Rizek asked Holmes about the electric rights to the homes in the Holston annexation. Holmes said that we would have to buy out NIPSCO and it would be very expensive. If you want that territory, it should be examnined and done at the time of the annexation. He added that the people who are being annexed generally ask you to buy the rights, because the electric is cheaper than buying it from NIPSCO. The Walkerton Historical Society appointees for 1994 are: Leigh Roy Hahn. Richard Cline and Vivian Williams. Len Jaske made the motion to accept. Seconded bv Walt Heil. The clerk reported that the Lincoln Township Trustee vouchers are not being picked up and delivered to the county in a timely fashion. A letter had been written to the trustee asking her to pick the vouchers up during the first week of each month as it causes additional work in the clerk’s office when they are so late. Walt Heil made the motion to have attorney Holmes also write to the trustee. Seconded by Len Jaske. After further discussion, it was decided that Gordon Hartsell will talk to the trustee and ask her to allow the clerk to mail the claim form and the vouchers to the County each month. President Rizek asked if we can get the trash containers painted and put back out on the comers downtown. It was decided to paint them a solid color and get them back out as soon as possible. Dave Bolze said that in the past there has been a problem with the one on the comer by Ray & Kenny's. He said that some delivery men stuff them with cartons from their trucks. It was decided to place that container on the bank comer instead. Rizerk said that next year she would like to see a November Ist deadline for getting our Christmas lights out and checked over, and have them up by Thanksgiving. She asked attorney Holmes what fund we can use to pay for some new decorations, and he responded that they can be purchased from Electric Operating. Rizek would also like to have any old decorations put on the side streets. Len Jaske made the motion to allow the purchase of Christmas decorations from Electric Operating. Seconded by Gene Reese. Carried. Attorney Holmes also advised that as far as liability is concerned, it might be in the Chamber of Commerce’s best interest to donate their lights and decorations to the Town. There was a discussion about maintaining the sidewalks around the Town Hall and adjoining town buildings. It was decided that someone from the utility depart-
ment would maintain the sidewalks and shovel the snow on a daily basis, as needed. Our contract with the Humane Society, at a cost of $840.00, was accepted on a motion by Len Jaske. Seconded by Walt Heil. Carried. ISO Commercial Risk Services was to have been here in late November to survey public fire protection. In a letter they say it will be several more weeks before they can get here. Triax Cable has to notify customers 30 days in advance of any rate change. Attorney Holmes advised that rates are frozen until February 15,1994. Gordon Hartsell asked why the Town Court news is no longer printed in the paper, It is up to the judge whether or not he wants to put the court news in the paper. Hartsell is going to call someone on the Park Board about handicapped accessibility in the bath-
