WALKERTON TOWN BOARD NEWS The State's Industrial Development Grant would be available for this project, but the match would be at 50 percent. The Council discussed this project and extensions to the Walkerton Trail area, and were in agreement that they would like to review the results of the survey of the Walkerton Trail area before making further plans. Len Jaske suggested that Behr check with the businesses near Pioneer Southern to see what their feelings are about extending sewer lines to them. Cheryl Rizek asked Behr if there are any grants available for restoring the old water pumping station. Behr said that there are grants through the Department of Natural Resources and will be following up on this. The Council still intends to have town workers board up the windows before bad weather sets in. Len Jaske asked about progress on the downtown sidewalk project. pedistals that are in the way. Behr also reported that our grant was to end August 31, 1992, but he has gotten an extension until December 31, 1992. Behr’s final report was on the Planning Grant that we’ve applied for. Behr told the Council that he had gotten a letter saying that we are still in the running for this grant, and a low to moderate income study will be necessary if we want to go further with it. This grant is a comprehensive study on capital improvements and prioritizes what we need to do. CITIZEN’S INPUT: Terri Mastrilli spoke to the Council about the South Bend/Mishawaka Animal Control Ordinance that they are proposing to adopt. Mastrilli feels that Fort Wayne’s Animal Control Ordinance is better than the one we are currently considering, and brought a copy of it for the Council. Mastrilli has been talking to the American Civil Liberties Union, and a representative of the organization may possibly attend our public hearing to explain how our ordinance is unlawful. Rizek asked Mastrilli how the Fort Wayne ordinance differs from the South Bend/Mishawaka ordinance. Mastrilli said that the Fort Wayne ordinance doesn’t name specific breed of dogs, the fees are different, doesn't require kennels, insurance and there are more restrictions on cats. After further discussion of the ordinances. Gene Reese suggested that a representative from the Council meet with the Humane Society and Mastrilli to try to iron out some of the differences, before the public hearing on the 21st. OLD BUSINESS: Rizek said that we need the quotes for tuckpointing and painting by our next meeting, so that we can get the work done before the weather gets bad. Chuck Secord has submitted a
claim for $900.00 for finishing Phase II of the drawings for renovations to the inside of the building. Since the Council has not received the drawings, and Secord was not at the meeting, it was decided to table his claim. Gene Reese made the motion to not approve the claim until Secord can come in at the next meeting. Seconded by Walt Heil. Carried. Rizek told the Council that she has a letter from Roman Brehm announcing his retirement from the Electric Advisory Board. Rizek said that we have learned a lot from Brehm, and we really hate to see him retire. Brehm said that he will be willing to sit in as a consultant for a specific problem, but feels that it’s time to cut back. Rizek asked him to attend the November budget meeting for the Electric Department. Reese asked Brehm if he could recommend anyone to fill in, in this position. Brehm said that on the electrical end, in looking toward controlling the rate, Greg Williams has the figures on his computer. Rizek said that she had hoped to go into this a little further at the meeting in November, and added that she hopes all Council members can also attend this meeting. The Park Board’s recommendation for appointments to the Joint Advisory Board with the School System are Jay Potts and Leonard Northam. Len Jaske made the motion to appoint Potts and Northam to the Advisory Board. Seconded by Gene Reese. Carried. Len Jaske made the motion to do the second and third readings of Ordinance No. 1992-09, An Ordinance Amending Rates and Charges for the Use of Services Rendered by the Municipal Water Utility, as amended, in short form. Seconded by Gene Reese. Carried. Len Jaske made the motion to accept the second reading. Seconded by Gene Reese. Carried. Gene Reese made the motion to accept the
third reading. Seconded by Gordon Hartsell. Carried. Unauthorized long distance phone calls were discussed. The clerk told the Council that she had checked with the phone company about phone lock ups, and found that it would block all long distance calls. Len Jaske suggested a system where a person uses the last four digits of his social security number when making a long distance call. In the meantime, the Council wants a memo sent to all departments stating that they are monitoring long distance phone calls. Any suspicious calls will be turned over to the Police Chief for investigation, and then be given to our attorney. Reese asked about the status of the clean up of the property on Ohio Street that has tall weeds and grass and the hole that needs to be filled in. Attorney Hayes is to check with Attorney Holmes about the status of this property, and get back to us as soon as possible. Gordon Hartsell asked that a sign limiting parking to 15 minutes be installed in front of the Town Hall, for the first two parking spaces. The 15 minute restriction would be in effect between the hours of 7:30 a.m. to 4:30 p.m. Hartsell made the motion to have the sign installed. Seconded by Gene Reese. Carried. NEW BUSINESS: Rizek said that she had been contacted about having Urey Drive, from Kentucky Street on into Urey Parking lot, made one way. Chief Gassensmith and superintendent Back are to investigate and made a recommendation to the Council. The clerk is to call the school superintendent to see how they feel about making the drive one way. Street closings, for the Octoberfest, were approved on a motion by Len Jaske. The closings are: Illinois Street from the alley at Rhodes Barber Shop to U.S. 6, and Illinois Street from U.S. 6 to the

The clerk said that a local merchant doesn’t feel that he should have to pay for some false alarms that were billed to his business. The clerk had verified these false alarm reports with chief Gassensmith and found that they are legitimate, and billable to the merchant. The Council was in agreement that the alarms do fall within the guidelines of our ordinance, and the merchant is responsible for paying for them. Gaims 894 through 967 for $72,312.32, excluding the $900.00 claim to Chuck Secord, Payroll Docket dated 8-19-92 for $19,286.49 and Payroll Docket dated 9-02-92 for $18,842.35 were accepted on a motion by Gene Reese.
