WALKERTON TOWN BOARD NEWS The Walkerton Town Council met at 7:00 p.m. on August 3. 1992 with the following members present: Gene Reese. Gordon Hartsell, Cheryl Rizek, Walter Heil and Leonard Jaske. Attorney David Holmes and clerk-treasurer Judy Hiler were also present. The minutes were approved as read. MONTHY REPORTS: The monthly Police and Work Order reports were reviewed and accepted by the Council. Police chief Gassensmith told the Council that the Hepatitus B shots are now going to cost approximately $86.00 per person, at the St. Jospeh County Health Department. Gassensmith is waiting for the waivers from those who do not want the shots, to come back in. Superintendent Back talked to the Council about the sewer overflow problem in the 800 block of Ohio Street. This problem occurs when there is a heavy rainfall. Back is going to look into the problem and report to the Council at the next meeting. Bill Owen, Bosh Design, thanked the Council for the opportunity to work with us on the sewer extensions. Roman Brehm said that we have now started installing the new power factor electric meters. Those industrial customers who have demand meters, and make use of the power factor rate are supposed to maintain a power factor rate of 95% or more. The new power factor meters, that the Town has recently put to use, will measure each company’s power factor rate. If a company’s measurement indicates a power factor of less than 95%, additional charges can be billed to that company. Brehm recommended that we send each company a letter explaining that we are going into this program. This will give the power factor customers a chance to correct their power factor as our ordinance requires them to do. Brehm went on to say that most of the companies that have a power factor rate of less than 95% can correct their problem by one of several methods. Upgrading their wiring, upgrading with newer type motors that don’t have as much inductive loading, or by installing capacitor banks. CITIZENS’ INPUT: A South Bend resident spoke out against Walkerton adopting a dangerous dog ordinance. She feels that this new law is unfair because she had her dog put to sleep, in South Bend, under a law similar to the one we plan to adopt. She said that, in her opinion, the law is unfair because it requires the owner to buy $300,000.00 worth of insurance, requires the dog to be tatooed with a number, putting a dog in a five sided kennel and putting up dangerous dog signs. Her reasons for objecting to these requirements are: her homeowners insurance was dropped after her dog bit a child and was deemed dangerous, she feels tatooing is mean to the dog, she compared a kennel to a jail cell and she felt the dangerous dog signs would keep (continued on Page 12)
