Former Judge Pleads Guilty To Charges July 29 has been set for sentencing for former Walkerton Town Court Judge Judy L. Baker after she entered a plea of guilty to stealing fines and court costs while she served as judge. The case was in St. Joseph Superior Court with Judge William T. Means taking the plea agreement under advisement. Under the plea agreement, Baker, of 102 Grissom Drive, Walkerton, admitted to a Gass D felony charge of theft which accused her of stealing $9,000 from the court. According to the plea agreement, she will not receive a sentence longer than l‘/i years although under law the maximum term for theft is three years. She could also be fined up to SIO,OOO. Baker admitted unauthorized control over the funds. As a result of a State Board of Accounts audit last year, Baker was asked to repay more than $28,000 to the state. Her lawyer told the court that the bonding company which insured Baker will pay the shortfall. The case was filed against Baker in August of 1991 after a State Police investigation followed up a State Board of Accounts audit showing the irregularities in the court’s books. A number of people who had appeared before the court proved that they had paid a fine and/or court costs as ordered, but court records showed many people as not appearing or failing to pay. The Bureau of Motor Vehicles was never advised of many of these cases that should have been entered on driving records. Baker could still face civil action in regard to the money. She also could face fines for failing to report numereous cases to the Bureau of Motor Vehicles during her time as Town Court Judge.
