pipe with 10” pipe, per the State’s requirements. Through the efforts of Behr and Jeff Zehner the Town was able to secure a $35,000.00 grant to pay for Phase 11. We are now waiting for the State to sign the grant and return it to us. This project is the result of the seven industries involved, the Industrial Fund and the Town working together. ten Jaske made the motion to accept and dedicate the new sewer lines. Seconded by Gene Reese. Carried. The industries will be given a 90 day period in which to hook up to the town’s line, and these connections have to be inspected. Gene Reese suggested sending letters of appreciation to all those involved. Len Jaske sussgested that we let Selge Construction know that if they ever need a letter of recommendation, that we would be more than happy to provide one. Jaske would also like to have an article in the paper, with a picture, dedicating the sewer lines. Behr is to see that an article is put in the paper and the clerk is to write the letters of appreciation. According to Behr the $30,000.00 supplement to the downtown renovation grant is under a deadline to be spent by August 31,1992. Behr said that he had just heard about the updating of the traffic signal. He added that it wouldn’t make much sense to do the sidewalk and curbing improvements at this intersection until the work is done on the signals. Behr is going to check with the Department of Commerce to see if he can get an extension on the August 31st deadline for spending the grant money. Behr asked the Council to consider two different options for using the $30,000.00 grant supplement. Both options include money for the asphalt overage from last summer, curbing and sidewalks for the west side of Michigan Street, 6 benches and new trash cans. Option A has $2,645.00 for new construction of the east side of Michigan Street, and Option B has $1,055.00 for the repair of the tree area on the east side of Michigan Street, $1,450.00 for 5 trees for Urey Park and an additional $140.00 for new trash cans. Behr said that Larson-Danielson has contacted Rieth-Riley about fixing the poor asphalt job they did on Illinois Street last year. Chief Gassensmith asked the Council to approve the hiring of Dawn Keck as a second, stand by dispatcher. Keck was highly recommended by the assistant principal at John Glenn. Len Jaske made the motion to hire Keck. Seconded by Gene Reese. Carried. Gassensmith told the Council that he had a call from a woman

who's on the Fourth of July committee, about playing bingo at the park during our Fourth of July celebration. Gassensmith doesn’t feel that we should allow bingo since other types of gambling are not allowed. Len Northam, Park Board member, said that it would cause a conflict of interest with the carnival people. Holmes advised that bingo is legal if they are licensed and do all the other things that are required to play the game. Holmes said that it is usually left up to the Board of Directors of festival committees whether or not they want bingo. Holmes also advised that if the Council doesn’t want games of chance then they should adopt a ploicy against them. Len Jaske would like to have someone from the Friends of the Fourth to come in and give the Council some background on what they would like to do. Len Northam was in to discuss the joint venture agreement between the Park Department and the John Glenn School Corporation. Cheryl Rizek said that Item #8 of the agreement calls for the Town Council and the John Glenn Board of Trustees to appropriate necessary monies for the development, operation and maintenance of the park as well as provide the necessary personnel, services and facilities for the development, operation and maintenance of the park. Rizek said that we really don’t have any more monies to set aside for parks. Northam said that the Park Board fully inderstands this, that they expect the monies for this project to come from grants and donations. Attorney Holmes said that the school corporation just needs to know what kind of financial committment the Town is prepared to make. He then added that the Council should understand that if they sign this agreement, they are committing themselves to budgeting something for this project. Jaske asked if anyone has proposed a budget of how much it would cost for maintenance of this park far a year. Rizek said that she's not in favor of signing the agreement at this time as she feels we need to know exactly what’s [ NORTH” LI BERTYI REALESTATE !
