JOHN GLENN SCHOOL BOARD MINUTES CALL TO ORDER AND ROLL CALL The Board of School Trustees of the John Glenn School Corporation met in regular session on April 21, 1992 at 7:30 p.m. in the John Glenn High School. All members were present with the exception of Don Ludwig. The School Board, superintendent and 18 observers began the meeting with recitation of the Pledge of Allegiance. APPROVAL OF MINUTES A motion was made by Mary Kay Millar, seconded by Nilas Miller, to approve the minutes of the regular session for April 7, 1992. The minutes were approved by a five to zero to one vote with Gene Knowlton abstaining. APPROVAL OF CLAIMS 647 - 749 A motion was made by Dave Hostetler and seconded by Dan Patrick to approve the claims as

RECOGNITIONS Mr. Shuler, principal of John Glenn High School, recognized the following three students who are National Scholars Semifinalists: Erin Casteel, Ejenobo Oke and Jeremy Smith. Mr. Reese, principal of Urey Middle School, recognized the following students as Urey P.T.A. Citizens for the month of March: Jeremy Fear, Bth grade, son of Mr. and Mrs. Doug Smith of Walkerton, and Kim Swartz, 7th grade, daughter of Mr. and Mrs. Mark Swartz, Walkerton. Sara Holland and Jacinda Pairitz were recognized for receiving honorable mention status in the State P.T.A. Reflections Contest. Mr. Reese reported on the success that the Urey Chess teams had at the state tournament on April 11 in Terre Haute. Os 35 teams competing, Urey’s A Team placed 12th. A Team members are Al Cark, Brian Lyle, Steven Sa-
voie, David Guseilla and Rusty Slater. Urey's B Team, with Corey Ross, Scott Rimbaugh, Nick Medich, B. J. Morgan and Rusty Young placed 22nd and the C Team of T. J. Jackson, Micky Day, Scott Robbins, Jason Hall and Dan Walter placed 29th. The Urey Chess teams are coached by Lisa Cox. Mr. Reese recognized Industrial Technology teacher Bill Norris for having an article published in the April 1992 edition of “School Shop/Tech Directions” entitled “Ticket For A Problem Solving Activity”. Mrs. Lightfoot, principal of Walkerton Elementary, recognized students participating in a Special Olympics and the sponsor, Mrs. Holland, for her work with the students. Mrs. Lightfoot recognized Mary Kunkle and Deb Johnson for their work with the newsletter and Sue Reinbold and Betty Hostetler for putting together a very nice yearbook for Walkerton Elementary School. Appreciation was expressed to Mr. Ludwig for furnishing pine trees for the fourth grade students and to Mr. Knowlton for bringing a Hummer to the school for the students to see. Mr. Kaufman, principal of North Liberty Elementary School, extended his appreciation and thanks to Mr. Knowlton and Mr. Ludwig for their work with the students at North Liberty. Sargeant Keith Forseythe, of the St. Joseph County Sheriff’s department, recently presented his program, “Drugs And Decisions”, for grades 3-6. Mr. Kaufman recognized Sgt. Forseythe and Sue Crone who arranged for the presentation, and the North Liberty P.T.A. for providing the program. NEW BUSINESS 1. Resignation a. Gerry Brown, Boys B-Team Basketball Coach A motion was made by Dave Hostetler and seconded by Gene Knowlton to accept the resignation of Gerry Brown as Boys B-Team Basketball Coach at Urey Middle School. The motion passed six to zero. 2. Approve Whittle Communications Channel One Programming and Installation of Equipment for John Glenn High School Following a demonstration of Channel One programming at the last Board meeting, the Board considered the high school faculty and administration's recommendation for Channel One programming in the high school. The School Board discussed concern for the amount of time being devoted to viewing Channel One’s program each day, the time of day the program would be viewed by the students, the terms of the contract with Whittle Communications and the use of equipment for other educational purposes. Channel One programming and maintain equipment for a period of three years. If at any time during the three year period it is determined that Channel One is no longer in the best interest of the school, the contract can be cancelled by the school. Following considerable discussion by the School Board, Gene Knowlton made a motion, seconded by Dave Hostetler, to approve the installation of Channel One equipment and programming for John Glenn High School. The motion passed by a vote of six to zero. 3. Approve Resolution for Temporary Advancement from General Fund to Transportation Fund Superintendent David McKee and school treasurer Darlene Flora explained to the School Board the Transportation Fund will be at a deficit between now and December 1992 because of no operating balance, state and local distribution of monies, and the purchase of two new buses scheduled to arrive in June. They recommended the School Board pass a resolution allowing for a temporary transfer of funds to be made from the General Fund to the Transportation Fund as needed during the period of April 21 through December 31, 1992 to a maximum of $300,000 to be repaid as soon as the final 1992 tax distributions are received from the county auditors. It is in the best interest of the school corporation to borrow from the General Fund in lieu of borrowing from a bank because interest rates on investments are at about 3.9% and interest on loans are at 5.5%. A motion was made by Dave Hostetler and seconded by Dan Patrick to approve a resolution for a temporary advancement from the General Fund to the Transportation Fund. The motion passed by a vote of six to zero. 4. Consider Proposal to Install New Windows in 1976 Addition of Walkerton Elementary School Brad Schmeltz, maintenance supervisor, and David McKee, superintendent, recommended to the School Board that the windows in the 1976 addition to Walkerton Elementary be replaced with new windows that provide ventilation and insulated glass. through the windows will reduce the need for air conditioning on certain days, provide for better quality of air in the classroom and provide energy savings through insulated glass. This project has been under consideration for some time and money was provided in the 1992 Captial Projects budget. After discussion by the School Board, Gene Knowlton made a motion, seconded by Dan Patrick, to accept the quote from Plymouth Glass for $17,500 for the installation of new windows in the 1976 addition of Walkerton Elementary School. 5. Approve School Board Policies a. Regulations for School Child Age Care Program b. School Age Child Care Program — Reasonable Care Standards Following review of School Board Policies pertaining to regulations for School Child Age Care Probram and School Age Child Care Program — Reasonable Care Standards, a motion was made by Mary Kay Millar and seconded by Dan Patrick to approve the motion with the suggested changes. The motion passed by a vote of six to zero. REPORTS 1. Review Elementary Student Handbook for the 1992-93 School Year The School Board reviewed the proposed student handbook for Walkerton Elementary and North Liberty Elementary for the 1992-93 school year. The Board expressed appreciation for a combined student handbook for both elementary schools. The School Board will take action on the student handbook at the next board meeting. 2. Superintendent’s Report The superintenddent announced that the State Tax Board Field Representatives will conduct a hearing on the remonstrance to the lease agreement between the John Glenn School Corporation and the John Glenn Middle School Building Corporation on Thursday, May 7, 1992 at 10:00 a.m. in the John Glenn High School auditorium. He reported on the impact of the American Disabilities Act on facilities, employees and students. The
