WALKERTON TOWN BOARD MINUTES The Walkerton Town Council met at 7:00 p.m. on May 20, 1991 with the following members present: Gene Reese, Maggie Gaddis, Cheryl Rizek, Walter Heil and Leonard Jaske. Attorney David Holmes and clerk-treasurer Judy Hiler were also present. The minute were approved as read. Barbara Betz’s application for a Special Use Permit was approved by the Plan Commission in a meeting held just previous to this one, and a favorable recommendation was given to the Council. The special use permit will allow Betz to operate a gift shop on Monroe Street. Len Jaske made the motion to allow. Seconded by Maggie Gaddis. Carried. CITIZEN’S INPUT: Chuck Secord, speaking as a private citizen, expressed concern that the contract for installing new sidewalks was given to an out-of-town contractor when the quote was just $50.00 lower than that of the contractor from Walkerton. Attorney Holmes explained that as a matter of law, we have to go with the best price. The lowest quote is considered the best, unless there is a serious defect in that quote. Holmes added that it’s not an easy thing to reconcile, especially when there are advantages in dealing with local people. Jerry Wiegand, Wiegand Construction, asked why this project was put out for bid a second time and why his first quote wasn’t accepted. Holmes said that since the original quotes didn’t address the same issues, he suggested that we get second quotes from each of the original bidders. These second quotes were to be based on the same factors and would give a total cost for the project. At the last meeting the bid was awarded to Pyramid Excavating and Construction, tentative to getting a reasonable completion date. The clerk reported that Pyramid has given an August 31, 1991 completion date. Greg Williams, Park Board president, told the Council that he had called downstate to get information about the parks. They informed him that the Park Board will have to do another five year plan and the Council will have to pass a new ordinance establishing a Park & Recreation Board. Rizek said she wasn’t clear why they are doing this since we already have an ordinance and the Park Board members were reappointed in January. Williams answered that it puts us in line to apply for state grants and is part of the state statute. He added that the Park Board is preparing a grant application. Attorney Holmes said that we can send a copy of the park ordinance, which was passed five years ago, downstate with a clerk’s certificate verifying its validity. There was some discussion about the staggered terms for Park Board members and having to reappoint those members. Holmes added that we can go ahead and pass a new ordinance and waive the staggered term provision, since we have gone through this once. Rizek said that she had checked with Frank Ryan, Department of Commerce, and was told that there aren’t any park grants available at this time. Holmes replied that there are grant programs open and they are taking applications, but they aren’t funded. Williams said that there is one grant that is funded and they almost have the five year plan completed. It has to be submitted by June 1. Holmes advised that since they only have 10 days left, and it would be harmless to approve a new ordinance, the Council could go ahead with the readings if they wished. Len Jaske made the motion to read Ordinance No. 1991-03 in

Ordinance Number 1991-03 AN ORDINANCE ESTABLISHING A DEPARTMENT OF PARKS AND RECREATION AND REPEAL OF ALL ORDINANCES IN CONFLICT THEREWITH. BE IT ORDAINED BY THE COMMON COUNCIL OF WALKERTON, INDIANA, Section I Under the provisions of I.C. 36-10-3 there is hereby created a municipal Department of Parks and Recreation. Section II The Park and Recreation Board shall be composed of: 1. Four members appointed by the executive on the basis of their interest in and knowledge of parks and recreation. No more than two members shall be of the same political party. Additonal members shall include: Section 111 Upon establishment of the board, the terms initially appointed shall be: 1. One member for a term of one year 2. One member for a term of two years 3. One member for a term of three years 4. One member for a term of four years As a term expires, each new appointment shall be made by the mayor for a term of four years. All terms expire on the first Monday in January, but a member shall continue in office until his successor is appointed. If an appointment for a new term is not made by the executive by the first Monday in April, the incumbent shall serve another term. If a vacancy occurs, the executive shall appoint a new member for the remainder of the unexpired term. Section IV At its first regular meeting in each year, the Board shall elect a president and vice-president. The vice-president shall have authority to act as the president of the board during the absence or disability of the president. The board may select a secretary from within or without its own membership. Section V The board shall have the power to perform all acts necessary to acquire and develop sites and facilities and to conduct such programs as are generally understood to be park and recreation functions. In addition, the board shall have all the powers listed I.C. 36-10-3 et seq. Section VI The board shall prepare and submit an annual budget the same manner as other departments of the city government as prescribed by the State Board of Accounts. The board may accept gifts, donations and subsidies for park and recreation purposes. Section VII All other ordinances, resolutions or parts thereof in conflict with the provisions and intent of this ordinance are hereby repealed. Section VIII This ordinance shall be in full force and effect from and after its passage and approval, according to the laws of the State of Indiana. OLD BUSINESS: Address changes from State Road 23 to Lake Street were discussed with Chuck Secord, building commissioner. Questions concerning the numbering were brought up at the last meeting. Secord said that he assigned the Lake Street numbers in coordination with the numbering on Georgia Street. He explained that Georgia Street is the closest north/south road to Lake Street, and he projected the numbering from Georgia across to Lake so that they will be using the same sequence. All homes within the dty limits have to have a street name and number. The clerk asked Secord about the new address for Pauline Knowlton on Clark Street. Secord answered that her property backs up to the 700 block of Virginia Stret, therefore her house on Clark would be in the 700 block. Rizek told the Council that Maggie Gaddis and Elsie Heimer will be working with the ambulance personnel to help them find solutions to some recent problems. NEW BUSINESS: The Chamber of Commerce is going to sweep the downtown streets on Saturday, June 8, and the Fire Department is going to wash them down. They need approval to use the water. Len Jaske made the motion to allow the water usage. Seconded by Walt Heil. Carried. The clerk gave the Council a framed certificate of appreciation which the V.F.W. Post 2852 presented to the Council for their cooperation with the Loyalty Day Parade. Len Jaske commended the Fire Department for their new sign and the flags they have out. Rizek announced that the new fire chief is Jeff Baker. Superintendent Back said that he has received another request for a city water extension. The United Pentecostal Church parsonage on Lake Street has asked for water lines to be extended to their property. This extension would cost approximately $4,000, and the Council decided that it wouldn’t be worthwhile to spend that much for one water hook up.

Holmes said that most of the time when you do an extension that’s that costly, you ask the individual to pay for it. Claims 502 through 558 for $744,568.83 and payroll docket dated for $16,919.79 were reviewed. The clerk told the Council that the claim to Pressure Concrete for repairing the outside of the water holding tank is being paid from two funds, Water Depreciation Fund, $13,850.98; and Water Operating, $4,929.02. Claims were accepted on a motion by Len Jaske. Seconded by Walt Heil. Carried. Gene Reese made the motion to adjourn. Seconded by Len Jaske. Carried. NEW ROADWAY REFERENCE SYSTEM Governor Evan Bayh announced that a new Roadway Reference System (RRS) to be implemented by the Indiana Department of Transportation over the next several months will hasten emergency response to crashes and help road maintenance crews in repairing damaged roads. “Indiana’s road are its lifeline. In an emergency, lives can depend on determining the exact location by emermgency response teams’’, Bayh said. "This system will also allow highway maintenance crews to identify and treat road hazards more quickly.’’ The RRS is similar to that used on Indiana’s interstate highways and on routes in other states. Every mile of every state route will be numbered in sequence. Bridges will also be assigned a number corresponding to their reference point location to the

As with the interstates, all route numberings will begin with an RP “1" sign, one mile from the southern or westernmost start of the route and continue on that route’s course until it ends or exits the state. The signs will be metal, six inches by 12 inches with three-inch numbers on a blue field. On roads where two or more routes are mapped onto the same pavement, the road will retain the numbering system of the major through-route. Interstates, U.S. highway and state routes take precedence respectively. When state routes are routed onto each other, the route with the lower route number takes precedence. For instance State Road 38 is routed onto State Road 32 for approximately three miles in Hamilton County. Using the system described above, the reference point for State Road 32 would dominate. The reference points for State Road 38 would halt at the west junction with S. R. 32 and resume at the east junction with the additional, intervening miles included. "I urge all Hoosiers to acquaint themselves with the system and use it when reporting crashes or identifying roadway hazards,” Bayh said. “With the public’s help, Indiana will have taken yet another step in providing motorists with the safest and most efficient roadway transportation system.” The ancient Greeks believed that drinking from certain springs or wells would give them prophetic powers.
