WALKERTON TOWN BOARD MINUTES The Walkerton Town Council met at ' 00 p.m. on January 21, with the following members present: Gene Reese. Maggie Gaddis. Cheryl Rizek and Walter Heil. Attorney Da\id Holmes and Cerk treasurer Judy Hiler were also present. The minutes were approved as read. There was no citizen's input. Council president Rizek began the meeting with a moment of silence for our servicemen and women stationed at the Gulf. AMBULANCE: The Walkerton, Polk, Lincoln Ambulance Baord, at their January 14 meeting, reviewed specifications for a new ambulance, and sent their recommendation to purchase a new ambulance, to the

tow n council. Ihe oldest ambulance. Unit 11, is a 1977 Ford with 67,000 miles on it. According to EMT Jon Meyer, the body is getting very rusty and will soon need extensive body work Trade in values for old ambulances arc always very low, so it was felt that we could get more by selling it outright. A new ambulance can cost between $55,000 and SIOO,OOO The unit our ambulance personnel have roughed out will cost approximately $60,000 to $65,000, including the radio. Attorney Holmes recommended the following steps: 1. Council approval to begin the project. 2. Prepare specifications and an ad for the paper. 3. Submit the specifications and ad to the council at their next meeting. 4. Publish the ad in the paper. Walt Heil made the motion to begin the project. Seconded by Maggie Gaddis. Carried. The

clerk was instructed to call both banks for interest rates to finance the ambulance. At the Dec. 17 meeting, the council set a flat rate charge of $5.00 for the use of the heart monitor. The clerk reported that the computer is set up to charge SIO.OO for supplies, and w e can not change it to $5.00 for just the monitor. Walt Heil made the motion to set the heart monitor charge at SIO.OO, instead of $5.00. Seconded by Maggie Gaddis. Carried. OLD BUSINESS: A proposal regarding salary increases and clothing allowances had been sent to utility employees. Superintendent Back said that if they receive a clothing allowance, they would like to get it in a lump sum at the end of the year, and have it kept seperate from raises. Heil stated that a proposal had been sent to each of the utility workers, and a counter proposal had come back from them. Gene Reese made the motion to pay an annual clothing allowance of SSOO to each utility worker, and also to the wastewater plant operator and the street employee. The SSOO is to be paid in December, and taxes are to be withheld. Requirements are, that they purchase standard uniforms with this money. Seconded by Walt Heil. Carried. Rizek said that the council will review the budgets and salaries again in July. She feels that job classifications are a good idea, and would like for the department heads to work some up before July. Rizek said that classifications would give the council some guidelines to follow when working on raises. She added that the council will give the raises careful consideration, and will let everyone know, at budget time, what has been decided for the coming year. Rizek checked with Superintendent Back as to the time they go out in the mornings to plow snow. and sand the streets. Back said that they start at 4:00 am., and that they arc notified by the Police Department when the streets require plowing and sanding. Back said that he had checked out the parking on Van Buren Street between Kabelin's Hardware and Farmers State Bank. He reported that there was a car parked on one side of the street and a pickup truck on the other side, and there was twenty-four remaining feet for traffic to get through. It was felt that twenty-four feet is enough room for traffic. NEW BUSINESS: Walt Heil made the motion to do the second reading of Ordinance No. 1991-2, Junk Vehicles and Appliances, in short form. Seconded by Gene Reese. Carried. Gene Reese made the motion to accept the second reading. Seconded by Maggie Gaddis. Carried.

The Clerk reported that it may be difficult to find a computer software company to maintain our programs. There aren't many software companies who will write programs for a system as large as ours, or for all the program variations that cities and towns require. Personal size computers arc more in demand, and most softw arc is geared to them. Rizek has planned a "Town Day" for February 23. Council members and the clerk-treasurer arc going to tour the various town departments. This is away to make everyone familiar with the jobs and the equipment that it takes to run the town Rizek named the different appointments and boards for 1991.
