The second reading was accepted by a vote of three ayes and two nays. The second reading of Ordinance No. 1990-11, An Ordinance Amending Rates and Charges for the Water Utility, was accepted on a motion by Walt Heil. Seconded by Len Jaske. annual revenue increase of $50,000 were chosen, the money could be put to the various water funds as follows: SIO,OOO, Water Operating; $20,000, Water Depreciation; SIO,OOO, Water Reserve for future bond; and SIO,OOO. Water Reserve for expansion. Keeping in mind future expenses, Rizek recommended an increase of .0009182 per gallon, or $1.84 per 2,000 gallons of water. This rate increase will generate approximately $60,000 of additional revenue per year. Williams said that some of the improvements he suggests for 1991 would be changing our six old water hydrants for SI,OOO each and a test well at a cost of $6,800. There has not been a water rate increase since 1984 and Attorney Holmes suggested bringing the non recurring charges more in line with those of the Electric Dept. The council was in agreement to increase the rate by .0009182 per gallon, and the motion to accept Ordinance No. 1990-11 with this increase was carried. The council reviewed the 1991
Wastewater budget, which showed an estimated balance of $39,000 for the end of 1990, and estimated revenue for 1991 of $178,600 for a total of $217,900. Total expenses for 1991 are estimated at $192,905. Included in 1991 expenses are Vactor vacuum truck. $25,000; lawn tractor, $7,000; computer, $2,500; spare pump, $3,500 and money set aside for dechlorination equipment, $6,500. Len Jaske made the motion to allow the purchase of the Vactor truck. Seconded by Maggie Gaddis. Carried. In a report to the council, Jeff Zehner asked for the council's permission to sell our old aeration system blowers. Attorney Holmes advised that these blowers need to be declared surplus property, and Zehner can solicit quotes for the sale. Len Jaske made the motion to declare the aeration blowers as surplus property. Seconded by Walt Heil. Carried. Len Jaske made the motion to accept the 1991 Wastewater Budget. Seconded by Cheryl Rizek. Carried. Walt Heil said that Larry Brantley, who owns two acres of property that is bordered by the creek, Harrison Street and the railroad, would like to keep a couple of calves. Part of the property is creek bottom. Heil made the motion to allow the calves. Seconded by Gaddis. Carried. NEW BUSINESS: The Town has received a bill from the countyauditor’s office for 1987 election expenses. The clerk reported that she found a copy of the 198 7 contract for election expenses, but the amount was not filled in. There is no appropriation or money to pay this either. Attorney Holmes advised that a letter should be sent to the auditor's office, requesting a copy of the contract that they have on file, for these expenses. The council approved the 1991 Mayoras and Hittie computer software support agreement in the amount of $2,052 on a motion by Len Jaske. Seconded by Cheryl Rizek. Carried. Ambulance bill write offs in the amount of $446.00 were approved on a motion by Walt Heil. Seconded by Maggie Gaddis. Carried.

A request, from the Utility De partments, to purchase insulated coveralls, was turned down. The coveralls are to be put in their 1991 budget, under clothing allowance. Claims 1288 through 1337 for $42,568.07, and payroll docket dated November 28, 1990 for sl6, _, 63.84 were approved on a motion by Cheryl Rizek. Seconded by Maggie Gaddis. Carried. Len Jaske made the motion to adjourn. Seconded by Walt Heil. Carried. The Walkerton Town Council met in a special meeting at 12:00 p.m. (noon) on December 13, with the following members present:

Ist Source Bank quoted an interest rate of 6.60%, and Farmers State Bank quoted an interest rate of 7.05%. Len Jaske made the motion to accept Farmers State Bank’s quote of 7.05%.
