Hiler Clerk-Treasurer The Clerk reported that she had gotten the okay from three Council members, and had purchased earthquake insurance. Our insurance agent had advised that the company was only going to offer it for a short time, and said that we should act now if we were interested. The premium was prorated at $229.00 for part of a year. The Clerk also reported that our premium does not go up according to how advanced our EMT's become. Our agent said that the insurance company feels that the better trained an individual is, the more the margin for error decreases. NEW BUSINESS; Tom Coffey, Park Board President, told the Council of the need to repair a few items, and replace some things in the Park Department. Coffey asked the Council to okay transferring some of their appropriations to other catagories. Williams asked if repairs to the inside of the Dunn house had been made. Coffey replied that they had furnished the tenant with paint, and she had done the work herself. Rizek asked if it involved the roof, and Coffey said that there isn't anything wrong with the outside roof. He added that the problem was with the inside, and paint coming off the walls. The Park Department had gotten three quotes to resurface the floor of the Community Building, and Coffey said that a quote of $3,810.00 from Barden Construction was the lowest. Other requisitions included one for bucket swing seat, belts and “s” hook pliers for $549.00; trash receptacles for $534.00; picnic tables for $1,100.00 and a swinging park bench and inground benches for $1,198.00. The requests total $7,125.00, and estimate of available funds at year end is around $6,000.00. Coffey said to omit the benches if there is not enough money for everything.

Cheryl Rizek made the motion to allow transferring the appropriations. Seconded by Walt Heil. Carried. The Council reviewed a water rate report that Williams had compiled. Heil asked if the test wells had been done yet. Williams said that the map had just been sent down for state approval for the site. Various well sites were discussed, and the Council reviewed the proposed water rate increases. Williams stressed the need to build up the Water Reserve and Depreciation funds, along with keeping the Water Operating Fund in the black. Attorney Holmes advised that a public hearing should be set up for the next Town Council meeting, for the rate increase. The first reading of Ordinance No. 1990-11, An Ordinance Amending Water Utility Rates and Charges, was accepted on a motion by Walt Heil. Seconded by Chery l Rizek. Carried. While working on the 1991 budgets, eliminating the Town Court was discussed. The last few years the Court has not kept afloat, and so far in 1990 has cost the town approximately ten thousand dollars. Attorney Holmes pointed out that since our court was established, a court was set up at the St. Joseph County Courthouse. That county court also handles traffic and misdemeanors, and our filings are probably down because others prefer courts of record. Holmes added that it doesn't reflect on the Judge or the Town Williams said that the Judge has been keeping very good record of her tickets. The first reading of Ordinance No. 1990-12, An Ordinance Eliminating the Walkerton Town Court, was acepted on a motion by Walt Heil.

An A game and a B game were played. The Wildcats defeated Triton. 29-18 in the A game to raise their record to six wins and no defeats. The B team dropped to 0-1 as they fought back, but fell just short by the score of 16-12. The Wildcats fifth grade will play St. Pat’s on Thursday.
