WALKERTON TOWN BOARD MINUTES The Walkerton Town Council met at 7:00 p.m. on November 19 with the following members present: Chery! Rizek. Gregors Williams and Walter Heil. and Linda Fry to have a beauty shop in their home at 410 Washington Street. It is to be a one chair salon with enough parking for four vehicles. The Plan Commission sent a favorable recommendation to the Town Council, to allow the Special Use Permit on the R-l zoned property. Walt Heil made the motion to allow. Seconded by Cheryl Rizek. Carried. CITIZEN’S INPUT: Roman Brehm had read an article in the paper concerning a shortfall of property tax collections. Brehm asked what impact it has on Walkerton's budget, and is it going
to impact the 1990 budget as well as the 1991 budget. If it does affect the 1990 budget, will the loan made from Electric Operating to the General Fund be repaid? Brehm also asked what provision the Town has made for any future tax collection shortfalls. The Clerk replied that the Board of Tax Commissioners has not advised us of any shortfall, and we don’t normally receive our tax distribution until the end of December. Our 1990 budget has not been affected, and the loan will be paid back to Electric Operating. Brehm asked if the Town has a contingency fund that can be used in case
of that shortfall. Attorney Holmes answered that he didn’t believe that we would be allowed to keep such a fund, that they don’t even allow us to keep an operating balance in excess of what is needed for immediate spending. Monthly Reports: Jeff Zehner reported on a used leaf vacuum that they found in Michigan. It's a 1984 Giant Vac model, with 108 hours on it, on sale for 53.800.00. Williams said that there is enough in appropriated funds in the Motor Vehicle Highway Fund to allow for the purchase. Cheryl Rizek made the motion to allow Zehner and McGovern to take a check with them tomarrow to purchase the leaf vacuum, if they deem it to be in good condition. Seconded by Walt Heil. Carried. There will be an additional expense to retro fit a dump truck, to work with the leaf vacuum. Zehner asked for permission to use McGovern's truck and trailer to pick up the leaf vac. Attorney Holmes advised that they should use a town truck because insurance coverage would be a problem if they used an individual's truck. Zehner also discussed with the Council the need for a vacuum truck to clean sewer lines. He has been looking at a 1978 truck with a 1979 vector vacuum. This truck will need to be repainted. Rizek asked if he knows how many miles or hours the truck has on it, and if he had seen this truck actually working. Zehner answered that he did not recall what the mileage was, and added that they had fired the truck up and found that there are some minor repairs that need to be done. Approximate cost of the truck is $28,500. Purchasing this truck will eliminate the need to buy new drag lines, at a cost of $15,000 to $20,000, next year. Superintendent Back said that this truck will also be a help when there are water leaks. Zehner added that he had checked this year's budget and found about $48,000 that can be used for this purchase. Walt Heil made the motion to buy the truck if the money is available. Seconded by Cheryl Rizek. Carried. Our Wastewater Department has been contacted about doing some
testing for the New Prairie School System. New Prairie would like to contact the use of our lab, with our town employees doing the testing outside of town time. Cheryl Rizek made the motion to do the work for $20.00 a week plus the cost of materials. Seconded by Walt Heil. Carried. The public hearing for the additional appropriation was held, with no comments from those present. The first reading of Ordinance No. 1990-10, Additional Appropriation, was accepted on a motion by Walt Heil. Seconded by Cheryl Rizek. Carried. Walt Heil made the motion to suspend the rules and do the second readings in short form. Seconded by Walt Heil. Carried. The second and third readings were both accepted on motions made by Cheryl Rizek Both were seconded by Walt Heil. The Cerk reported on an investment meeting with herself, Walt Heil, Len Jaske, Mike Burroughs and Jay Potts in attendance. Our current investment is a 91 day, $300,000 Certificate of Deposit which matures November 21, 1990 The remainder of town funds is earning interest at a rate of 7.39% in a sweep account. Burroughs and Potts said that the current rate of interest for Certificates of De posit is no more than 7.4%, and recommended putting the $300,000 back into a sweep account for the time being. The Council was in agreement to put the money back into the sweep account. Walt Heil made the motion to do the second and third readings of Ordinance No. 1990-9 in short form. Seconded by Cheryl Rizek Carried. Cheryl Rizek made the motion to accept the second read ing. Seconded by Walt Heil Carried.
