WALKERTON TOWN BOARD MINUTES The Walkerton Town Council met at 7:00 p.m. on September I"*, with the following members present: Cheryl Rizek. Maggie Gaddis. Gregory Williams. Walter Heil and Leonard Jaske. Attorney David Holmes and Cerk-Treasurer Judy Hiler were also present. The Minutes were approved as read: Representatives from American Family Life Assurance Company gave the Council an illustration of how the application of Section 125. of the Internal Revenue Service, would affect the salaries of Town employees. Section 125 allows certain insurance payments to be deducted from the gross pay before Federal. State. County and FICA withholdings are computed. In order to implement Section 125, there must be a legal plan document. a resolution, an adoption

agreement and employees must be informed that we arc adopting the cafeteria plan. American Family will review each employee’s illustration with him. and the employee will be given the choice of whether or not he wishes to participate in the plan. Cheryl Rizck made the motion to request the documents for Section $25. Seconded by Walt Heil. Carried. OLD BUSINESS: A 1983 lease agreement between Ralph Harvey and the Town of Walkerton was reviewed. The lease allows the EMTs to use three parking places in a lot behind Harvev’s Dime Store, in Walker•on. Attorney Holmes advised that a copy of the lease should be sent to our insurance carrier so that they can. in turn, send a certificate of insurance to Mr. Harvey. Membership dues to become a member of the American Public Power Association would cost $250.00 the first year, and increase each year, until the sixth year. The sixth year and thereafter, the maximum fee w’ould be approximately $440.00. Fees are based on

annual electric revenue. It was decided to have the Electric Advisors- Board review the application, and make a reacommendation as to whether or not they feel it should be included in 1991’s budget. Lcn Jaske made the motion to tahlc. Seconded by Cheryl Rizek. Carried. NEW BUSINESS: The Redevelopment Commission has developed an assistance program to help improve the downtown buildings, and the Council discussed taking advantage of their matching funds plan. Len Jaske made the motion to solicit quotes for painting the building and replacing three large windows in the Town office, following guidelines set by the Historical Society and the Redevelopment Commission. Seconded by Walt Heil. Carried. One bid came in for a new communications center for our emergency dispatch station. The bid was from Motorola and did not have a combined total. Williams is going to contact the Motorola representative to get a total, a clearer explanation of a couple of the items, and how many are needed. Cheryl made the motion to table. Seconded by Len Jaske. Carried. The Council looked at a suggested logo for decals which are to be put on the doors and bumpers of town vehicles. The logo was a drawing, taken from a Bonar report, outlining a couple of downtown buildings. The price for twenty large decals is $260.00. and the price for fifty small decals is $280.00. Council members discussed the possibility of using the same logo that the Chamber of Commerce has chosen for the new town signs. No decision was made. Len Jaske made the motion to start taking applications from now until the last meeting in March. Seconded by Cheryl Rizck. Carried. Attorney Holmes has received a contract from the State concerning federal aid funds, to install automatic signals at the Adams Street crossing. This agreement is needed to apply for the federal funds, which will pay for ninety percent of the cost of the signals. The Town will have to pay ten percent of an approximate cost of $200,000.00 for the project. Walt Heil made the motion to accept the contract. Seconded by Lcn Jaske. Carried. The preliminary census count showed a population drop, and a physical check, by Town personnel, was done. It was found that one hundred and twenty-tw'o residents of the nursing home and approximately fifteen occupied dwellings had been omitted. These corrections had been sent to the Census Bureau for their approval. The Fire Department sent Williams a quote for a new sign for the fire station. The old sign w'as blown dow n in a storm a couple of years ago. The quote was from Forest Sign: Option A. 4 x B‘/i” single face sign. $615.00 including installation on the roof; Option B, 4’ x 90" x ‘/j" single face sign. $525.00 including installation on the front of the building. The Fire Department has also gotten a quote on changing the one remaining narrow door, from a 12’ wide to a 22’ wide overhead door. The quote from Neil Downey in combination with overhead door equals a total of $3,765.00. This quote includes taking the old door down, widening the door opening, providing the door and tracks, and the installation. Jaske asked if this is in the Fire Department’s budget. It was determined that a new door is not in their 1990 or 1991 budget. Rizek asked where the money would come from to pay for the new door. Williams answered that the money can be taken from the Cumulative Capital Improvement Fund. The Clerk said

that some of the money in the CCI fund might have to be transferred to the General Fund for an additional appropriation to cover police salaries. Rizek also asked which fund is going to be used to pay for the new communications center, and also for the refurbishing of the Town Hall. Williams responded that he feels that $15,000.00 of the CCI fund can be used to pay a portion of the cost of the new communications center, and also for the improvements to the Town Hall. Jaske feels that departments should budget more carefully, and make sure all their needs are included at budget time. Jaske said that it sounds like the Fire Department needs the wider door, but added that we should find out the exact cost of the communications center and how much will be needed for police salaries, and then deal with the new door for the Fire Department. Rizck feels that we need to find out exactly how much money we actually have in the CCI fund, and then determine how many of these projects can be funded. Williams said that we will have to keep approximately $5,000 in CCI for next year to go toward the railroad crossing. Len Jaske made the motion to table the two proposals from the Department. Seconded by Maggie Gaddis. Carried. The Clerk reported that the Humane Society inquired about a town ordinance concerning the care of dogs and other pets. Attorney Holmes advised that there is a state law that covers the abuse and neglect of animals. Holmes is ^oing to contact the Humane Society. The monthly work order and electric, water and wastewater reports were reviewed by the Council. Claims 4958 through #lOl3 for $154,224.22. and payroll docket dated 9/17/90 for $21,316.46 were reviewed. Len Jaske made the motion to accept the claims. Seconded by Maggie Gaddis. Carried.
