WALKERTON TOWN BOARD MINUTES The Walkerton Town Council met at 7:00 p.m. on June 18, with the following members present: Cheryl Rizek. Maggie Gaddis, Gregory Williams. Walter Heil and Leonard Jaske. Attorney Jim Hayes and clerk-treasurer Judy Hiler were also present. The minutes were approved as read. Delbert and Anna Krick. 600 Monroe Street, petitioned to vacate the public alley behind their home. Their attorney. John Pcddycord. stated that the alley is no longer used and they don’t believe that there are utilities in the alley. Jollie Back, town superintendent, said that there are still sewer lines in the alley. Mr. and Mrs. Krick maintain that the sewer line is no longer used. Council President Williams asked if there was anyone present who is against vacating the alley. Wanda Rhodes, who owns the house at 602 Monroe Street, said that she is against closing the alley because it would make it difficult to get fire equipment through. Mrs. Krick responded by saying that the one time there was a fire in the neighborhood, the firemen pumped water from equipment on Michigan Street, and didn't use the alley. William Suter. 705 Michigan Street, said that he and his wife are for the alley vacation, but have a question concerning their sewer line. Suter said that he was going to have his sewer line traced to see exactly how it runs, but hadn't been able to have it done yet. He asked that if the alley is vacated, will he be able to get to his lines if there is a problem. According to Attorney Pcddycord. each abutting property owner will acquire fee simple title to a portion of the vacated alley. The alley is still subject to the right of the utility companies that are already there, but no new utilities can be installed. Cheryl Rizek made the motion to accept the first reading of Ordinance No. 1990-04, An Ordinance to Vacate Alley. Seconded by Walt Heil. Carried. Parade, July 3 at 5:00 p.m., Georgia St. from the Presbyterian Church to Van Buren St., Van Buren St. to Park Drive, and Park Drive into the park: Bed Race. July 4. Van Buren St. from Indiana St. to Illinois St.; Fourth of July celebration. Washington St. and Park Drive. Mrs. King also asked for permission to have two road blocks, for collecting donations, at the intersections of Highway 6 and S.R. 23. and at Van Buren and Illinois Streets on June 30. The council was in agreement to allow the closings and road blocks. Marty Malstaff spoke on behalf of those senior citizens who attend the Real Services meals at the Youth Building. Mrs. Malstaff said that they are more than happy to pay the SIOO.OO a month, during the winter months, to help defray the utility bill expenses, but would like to cut the amount down to $50.00 a month during the summer. She said that they have to pay the SIOO.OO a month during the summer also. Williams said that he would take the matter up with the Park Board at upcoming budget hearings, and see if something can be worked out for next year. Leo Savoie. Jr.. Chamber of Commerce. said that they will be happy to make up any shortfall and pay the difference if the monthly summer utility bills add to more than $50.00. If long term funds are needed, the Chamber will advertise and approach businesses for donations. so that the Park Department doesn't fall short in their budgeted funds. Mrs. Malstaff asked if there is an agreement that says they pay $50.00 in the summer. Williams said that there is none that he is aware of. and if an agreement is made he would like to see it included in either Park Board minutes or Council minutes. Savoie suggested a written agreement between the two parties. Darlene Ritchie. 1415 Ohio St., said that when she had a tree cut down, some of the limbs fell on the electric wires. She was billed $95.00 by the Town, for manpower and the use of a truck, to repair the wire. Mrs. Ritchie felt the bill was too high and asked the Council if the amount could be lowered. After some discussion, the Council eliminated the $50.00 charge for the use of the truck. Len Jaske made motion to reduce the bill to $45.00. Seconded by Maggie Gaddis. Carried.

OLD BUSINESS: Cheryl Rizek and Greg Williams each read a list of streets they feel arc most in need of repair. Superintendent Back is going to get asphalt quotes, and then it will be decided which streets can be done this year. It was determined that street paving and sidewalks can’t be done on Washington Street this year, as the area will probably be torn up when water improvements are done. Sidewalk bids were opened, and each was figured and quoted on a different basis. Each bidder is going to be contacted and asked to bid per foot, torn out and installed, with materials sepcrate from labor. Len Jaske made the motion to set aside $5,000.00 of local road and street money for sidewalks, and $30,000.00 for street repaving. Seconded by Cheryl Rizek. Carried. The Council decided that the matching funds program is strictly for residential sidewalks. New sidewalks where there arc none, will be given first consideration. Applications are to be filled out at the Clerk-Treasurer’s office and will be reviewed and acted on by the Town Council. The Council will also make all final decisions on the granting of materials for sidewalk improvements. Curbing is not included. Group health insurance deductible was changed from SIOO.OO deductible/$l .000.00 out-of-pocket to $200.00 deductible/$2.000.00 out-of-pocket on a motion by Len Jaske. Seconded by Walt Heil. Carried. There was some discussion on making the alley behind the telephone relay station one way. Len Jaske made the motion to make the allev one way from east to west. Seconded by Maggie Gaddis. Carried. Cheryl Rizek made the motion to do the second reading of Ordinance No. 1990-03 in short form. Seconded by Maggie Gaddis. Carried. Walt Heil made the motion to accept the second reading. Seconded by Len Jaske. Carried. Motion to suspend the rules and do the third reading was made by Cheryl Rizek. Seconded by Walt Heil. Carried. Motion to read in short form was made by Cheryl Rizek. Ordinance No. 1990-03 AN ORDINANCE DEANNEXING CERTAIN LANDS FROM THE TOWN OF WALKERTON. INDIANA. WHEREAS, a petition for deannextion has been received from the Walkerton Industrial Fund, Inc., owners of 100% of the property described herein, and WHEREAS, the described property currently lies within the limits of the Town of Walkerton, and WHEREAS, the Walkerton Industrial Fund. Inc. has agreed to deed the described property to Mr. and Mrs. Bernard Westhues as the property is deemed unsuitable for industrial purposes, which was the reason for annexation, and WHEREAS, the Town Board of Trustees of the Town of Walkerton has duley considered said petition and has determined that said deannexation is not a detriment to the Town of Walkerton. NOW. THEREFORE, BE IT ORDAINED by the Town Board of Trustees of the Town of Walkerton, Indiana, that the real estate described as follows: That part of the Northwest Quart er of the Northeast Quarter of Section 24. Gassensmith has gotten three quotes, and they are: Oxian Brothers. $195.50; Muday’s Furniture Carpet Cleaning. $259.20; and Duraclcan Carpet. $177.21 or $230.37. As it wasn’t clear whether the Duraclean Carpet quote included any blue carpeting, a decision was tabled on a motion by Walt Heil. Seconded by Maggie Gaddis. Carried. It was later decided, on a motion by Cheryl Rizek. to allow the Clerk to accept the lowest quote after checking on the Duraclean figures. Seconded by Len Jaske. Carried. Superintendent Back asked the Council for permission to buy a Sianlcy hvdraulic jack hammer and hydraulic power pack for a total price of $5,718.00. Back said this equipment can be used in all departments. After some discussion, it was decided to get quotes from dealers on comparable equipmeni. The recycling bin is in place on Adams Street, just across the railroad tracks, by the Wastewater Treatment Plant. The bin holds aluminum cans, dear glass, brown glass and green glass. They arc not accepting paper or plastic at this time. Claims #6OO through #649 for $223,333.09 and pavroll docket dated Mav 29. 1990 for $18,222.74 were reviewed.
