the school corporation to take action on the temporary loan in order to pay expenses through June 29 due to the problems caused by the reassessment and subsequent tax distribution. Following this discussion, Dave Hostetler moved approval of the recommendation to award the bid for a temporary loan in the debt service fund of $420,000, $650,000 in the general fund and $105,000 from the transportation fund to Ist Source Bank of South Bend, Indiana at a rate of 6.08 percent. This motion was seconded by William Millar and approved by a vote seven to 3. Gifted/Talented Education Waiver Application Form. Mr. Harvey explained that the application is an amendment to the existing Gifted and Talented Waivers granted to the school corporation. Specifically, the application requests granting of Waiver 2 which allows high school credits to be earned by students below grade nine. Mr. Harvey explained that this affects some students, particularly in the area of mathematics, who have completed algebra in the seventh grade and are ready, then, to take an additional higher level high school math course in the eighth grade. Waivers 4 and 5 pertain to Gifted and Talented program exceptions from the minimum time requirements as stated in the Department of Education curriculum rules. This would apply to both the regular school year and summer school. Following this discussion, Dave Hostetler moved approval of the Gifted/Talented Education Waiver Application form which was seconded by Donald Ludwig and approved by a vote of seven to zero. 4.1990 Summer School Program. to involve more students. Courses that were new offerings for the 1990 summer school include foreign language experiences, geography, fine arts, and health. A motion to approve the 1990 summer school program and establish a fee for drivers education at $125 was made by Pam Craft and seconded by Jean Ann Beem. The motion was approved by a vote of seven to zero. Mr. Harvey explained that the proposed calendar varied little from the calendar for the 1989-90 school year. The dates have been adjusted and April 26 has been designated as a possible make-up snow day as it was used during the current school year. In response to a question from the Board, Mr. Harvey responded that the calendar had been approved by the discussion committee. Dave Hostetler then moved approval of the calendar for 1990-91 which was seconded by William Millar and approved by a vote of seven to zero. INFORMATION REPORTS 1. Conference and Travel. The Board received conference and travel reports. 2. North Central Association Accreditation. Mr. Harvey commented that North Liberty Elementary School and John Glenn High School had been accredited for the current school year by the North Central Association at its annual meeting in Chicago. These reports were furnished the Board. 3. Extracurricular Fund Monthly Financial Reports. 4. ISTEP Writing Test. This report shared information with the Board concerning the ISTEP writing tests which had been administered in December of 1989. Results obtained by John Glenn students are comparable to scores of students for the State of Indiana. John Glenn students in grades 3. 6 and 11 scored slightly higher than
students in grades 8 and 9. Mr. Harvey commended the efforts of the students and teachers in the results of this writing test. 5. Superintendent’s Report. a. Tentative Property Tax Assessments. Mr. Harvey reported on the tentative property tax assessments indicating that at this point the overall level was increased by approximately 17 percent. Final reassessments and respective tax rates have not been certified by the state. b. John Glenn High School Bleachers. Bleacher specifications have been completed and advertised for bid. Bid opening is scheduled for April 30. c. A Computer on Every Teacher’s Desk Grant. Mr. Harvey commended Mr. Kaufman and the staff at North Liberty for the submission of this grant proposal. We have been notified that we were not one of the schools selected for this grant. It is our understanding that only three grants were awarded in the state. d. General Liability and Property Insurance. Mr. Harvey indicated that he had been contacted by a local insurance agency asking whether or not the school corporation wished to take bids on its commercial insurance at this time. After considerable discussion, Dave Hostetler moved to rewrite the specifications and bid the commercial insurance programs. This motion was seconded bv Donald Ludwig and approved by a vote of four to two with one abstention. Mary Kay Stedman and Jean Ann Beem were opposed and Nilas Miller abstained. e. Commencement. Mr. Harvey stated that the commencement would be held at John Glenn High School this vear and that 1.600 folding chairs had been rented for that purpose.

After extensive exploration with engineers, it was determined that it was too costly to attempt temporary repairs of the current bleachers and that they would not be used. Mr. Shuler then commented that he had worked closely with students to arrive at this decision which was not his first choice and he pleaded with everyone to assist with the operation of the commencement in the hope that it would run smoothly and without problem. Mr. Miller announced that there would be a “Meet the Candidates’’ night sponsored by the John Glenn Education Association on Wednesday, April 25 at 7:00 p.m. in the John Glenn High School auditorium. NEXT MEETING DATE The next regular meeting of the Board of School Trustees will be on May 1 at 7:30 p.m. at John Glenn High School.
