of the Town of Walkerton, Indiana, has found said real estate ought to be rezoned and that it is in the best interest of the Town and the people of the Town that the area be rezoned. NOW, THEREFORE. BE IT ORDAINED AND ENACTED by the Town Council of the Town of Walkerton. St. Joseph County. State of Indiana: Section 1. That the real estate described hereinabove be. and hereby is. rezoned R-3, MultiFamily Residential. Section 2. That said rczoning is in the best interests of said Town and is fair and just. That rezoning of said area will provide for the needed development and orderly growth of said Town and said area. Section 3. That the Zoning Ordinances of the Town of Walkerton. Indiana, be and hereby are. amended by this Ordinance. Section 4. That this Ordinance shall take effect and be in full force and effect from and after its passage. State of Indiana. that it is desired and deemed necessary for the Electric Operating Fund to make a temporary loan of $70,000.00 to the General Fund. It also makes provision to pay the custodian out of payroll, where he had previously been paid from the vendor files. WHEREAS, on December 18. 1989, the Town Council of the Town of Walkerton adopted Ordinance No. 1989-10. establishing compensation for officers and employees for services performed during the calendar year of 1990; and WHEAREAS. it is deemed nec-
essary to increase the salarv for an employee working for the Utility Departments; and WHEREAS, it is now deemed necessary to make certain salary adjustments to allow for a departmental change within the Utility Department. Clerk-Treasurer Attorney Holmes reviewed our old ordinance regarding junk cars. He said that Section 50.2. which concerns automobile inspection, is void. Section 50.1. which states that “it shall be unlawful for any person, firm or corporation to park or locate upon any street, lot or land within the corporate limits of the Town of Walkerton. St. Joseph County. Indiana, any unlicensed or inoperable automobile, truck, trailer, semi-trailer, mobile home or other vehicle “is valid, and our Police Department can ticket any unlawfully parked cars. Attorney Holmes reviewed the proposed Town Code with the Council. Subjects discussed were: 1. Number of Council members to make a quorum. 2. Number of wards, and the boundaries for those wards. Perhaps having a couple of Council members running “at large.” 3. Having committees or designating council members as liaisons with the various departments within the town. 4. Continuation of a Town Court. 5. Establishing new funds-Gcneral Improvement Fund, Promotional Fund and joining the Chamber of Commerce, and a Confidential Expenditure Fund. 6. Commerce for running water mains out highway 23 and into the industrial park, and also interlinking uptown. Under tax abatement, whatever taxes are currently assessed, continue. The tax increase. for whatever buildings that are built, is phased in, over a ten year period. The tax increase on equipment is phased in. over a five year period. The Council is considering adding a provision in our Town code to allow tax abatement for all areas zoned industrial. Williams said that he has had inquiries from individuals who would like to help with funding, to repair existing sidewalks. He feels that priority should be given to those who are going to establish new sidewalks along a highway. Repairing or re-doing sidewalks would be second priority. The Council is considering using a portion of the Local Road and Street Fund to help extablish and then improve sidewalks. Claims #3OB through #366 for
