NORTH LIBERTY TOWN BOARD NEWS Town Board meeting was held at the Town Hall on February I. 1989 and called to order at ’^p.m. by Scott King, president. Other Board members present were Josephine Jaworski. Thomas Daugherty and George Jackson. Ronald Kinas absent. The press was represented by Wayne Falda and Pauline Laskew si Nine others present per list. Previous minutes approved b\ motion of George Jackson, seconded Josephine Jaworski, with a unanimous aye Sewage rate ordinance hearing held. No citizen questions. Mr. Charles Dalton of H J. Umbaugh & Associates presented and discussed financial schedules relating to the sew age works and upcoming projects. This filed with the minutes. Ordinance 1989-08 An Ordinance To Amend Title 5. Article 3. Chapter 1 Os The North Liberty Town Code relating to sewer rates and charges adopted per attached proceedings. Attorney Peddycord suggested the Board hold a special meeting prior to February 14. 1989 to award the contract to Triad & Associates on Division A Wastewater Treatment Plant Improvements to save the $4,000.00 allowed for award within 90 days. After discussion, a meeting was set for 7:30 a.m. Friday. February 10. 1989. Attorney Peddycord also advised that the bond sale would be advertised Febraury 9. 1989 and February lb. 1989 in the South Bend papers and also in an Indianapolis paper with the bond sale to be held on February 29. 1989 at 1:00 p.m. at the Town Hall. Also a draft of the agreement between the Town Board and the North Liberty Development Corporation was presented for review by the parties involved for acceptance at a later date. North Liberty Development Corp, meeting to be 9:00 a.m. Saturday. February 4. 1898 at the Chamber of Commerce Office in the Ist Source Bank. John Gouker requested to have attorney Peddycord check statutes in regard to access for checking water meters. Also requested following from Board. Telephone for shop at water plant. To send Jerry Gouker to Indianapolis for two meetings. February 21. and 22 which would give him CEU credits required to retain operator’s licenses. George Jackson made motion for Jerry Gouker to attend seminars. Josephine Jaworski seconded with a unanimous aye. Gouker also requested to get prices on having the flow meters checked annually at the water plant. Advised meter test bench had been ordered and that a meter testing program would start as soon as bench installed. New meters would be tested prior to installing in homes John Evans requested to park the Community Building's storage trailer inside the fence at the water plant John Gouker stated that they did not have enough room and suggested rt be parked on the outside along the west fence with the back being toward the south, as the plant is checked every night and the back would be visable Marshal Bliley read the monthly report Copy attached Scott King questioned status on crossing guards and Bliley advised he was meeting with the P T A at 4 00 p m on Friday, February 3. Clerk advised that he had talked with Mr. Schmidt of the Dept Highways at LaPorte and they would do a traffic survey on the school crossing with a letter of request from the Board Unanimous

Request from Delmas Burch to purchase training video for Police Department “Surviving Edged Weapons’ for $52.% including shipping Motion to purchase by George Jackson, second by Josephine Jaworski with unanimous aye. Quote on shock absorbers for rear of Police car for $18.98 each plus $18.50 for installation. Motion by Thomas Daugherty, second by George Jackson with unanimous aye to purchase. Debbie Brown reported on the meeting attended in Kokomo in regards to grants for the Park Ordinances 1989 09 & 1989-10 presented for additional appropriations w 11hin various funds. Thomas Daugherty made the motion to adopt Ordinances 1989-09 and 1989-10 for additional appropriations. Josephine Jaworski seconded with a unanimous aye. Copies of the ordinances filed with the minutes. Motion to pay snow plowing from MVH Fund by George Jackson, second Thomas Daugherty with a unanimous aye. Town wide trash collection discussed and state statutes to be checked on procedure to establish. John Evans advised the Challenge Grant papers had been signed in Indianapolis and would be mailed to the Town. He also stated that the Community Building Board would have three bids for the Town Board to consider for the material for the new Community Building, at the Febraury IS. 1989 meeting. Chamber & Development Corp, been attending meetings in regards No. Central Pool for industrial development. Next meeting to be in Plymouth February 16. 1989. Town apartment discussed, tenant to be contacted in regards to meeting in two weeks. Claims for approval: Sewer. 4,025 to 4,035; Town, 14.653 to 14.672; and Water. 8.421 to 8,439. Motion for approval by Josephine Jaworski, second George Jackson with unanimous aye. Meeting adjourned at 8:57 by motion of Thomas Daugherty, second by George Jackson with a unanimous aye. Special Town Board meeting was held at the Town Hall on February 10. 1989 and called to order at 7:30 a.m. by Scott King, president. Other Board members present were Josephine Jaworski, Ronald Kinas. George Jackson and Thomas Daugherty. Attorney John H. Peddycord and Kim E. Bickel, of Bonar & Associates also present. President King stated the purpose of the special meeting was to award the contract to Triad & Associates. Inc. of Indianapolis, Ind., for Division A of the Water Quality Control Project — Wastewater Treatment Plant Improvements. Motion was made by George Jackson to award contract to Triad & Associates in the lump sum of $414,000.00 plus Alternate B for $10,000.00, plus Alternate C for $3,500.00 and less Alternate D of $4,000.00 for a total amount of $423,500.00 and also to approve the signing of the contract upon receipt and after examination by attorney Peddycord. Motion seconded by Josephine Jarowski with a unanimous aye. Attorney Peddycord to send notice of bid award to Triad Associates. Scoring for the 7th grade were Irish Rough. 10 points; Jonna Johnson. 12 points; Christy Werner. 4 points; Kelly Stedman. Beth Claywell and Rachel Shafer each scoring 2 points each. Werner and Rough led in rebounds with 14 and 11. The Bth grade lost 37-23 to Ore-gon-Davis in a hard played game. Scoring for the Bth grade were Jtxli McLaughlin with 10 points; Becky Colin. 4 points; Kim Ruby. 3 points; and Emily Klinedinst and Jessica Verhaeghe each with 2 points.
