WHEREAS, the cash reserves in operating fund of the Walkerton Sewer System have been declining for a number of years; and WHEREAS, the Town commissioned a Rate Study of the municipal sewer rates, which rate study recommended an increase in the current rates; and WHEREAS, an increase in rates is necessary to comply with the rules and regulations of the Farmers Home Administration, Division of the United States Department of Agriculture, under a loan agreement financing the wastewater treatment plant; and NOW. THEREFORE. BE IT ORDAINED BY THE BOARD OF TRUSTEES OF THE TOWN OF WALKERTON. INDIANA: Secttea 1. That Section 3of the Sewage Rate Ordinance No. 1982-5 is hereby amended by deleting subsection (a) and subsection (b) and substituting therefore the fol lowing: (a) The sewage rates and charges shall be based on the quantity of water used on or in the property or premises subject to such rates and charges, plus a base charge, except as herein otherwise provided For the purpose of billing and collecting the charges for sewage service, the water meters shall be read monthly and the users shall be billed each month (or period equaling a month).
