WALKERTON TOWN BOARD MINUTES The Walkerton Town Board met on April 13, 1987 with the following members present: Arthur D. M. Heemer, Esther Gerber, Gregory Williams, Margaret Gaddis and E. Gifford Ward. James Clevenger, town attorney, and Kathryn Tiede Chrapliwy. clerk-treasurer, were also present. Mr. Heemer wanted a correction to the minutes. might have concerning his statement. His primary pupose was to inform the public that the rate inflicted upon the residents of Walkerton represents not only the residents weekly pickup, but also the dumping of five dumpsters that belong to the town. The minutes stand approved as corrected. The hearing for the trash pickup rates was held. No one from the public had any comment. Mr. Heemer again stated that he objected to the hidden charges that the public would have to pay. Mr. Roman Brehm, resident of Walkerton, said that his estimation of the amount of money that the dumpsters would create would be no more than $.02 a week to the residential customer. It was also suggested that per-
haps the Chamber of Commerce would like to research the local businesses to see if they would ever be interested in getting involved with the Town's contractual service. The rates will go from $2.15 to $2.75 a month effective April 1, 1987. First reading of Ordinance #B7-003 was read and approved on a motion by Gaddis, seconded by Gerber. The documents for the loaning of $22,000 to the Walkerton Industrial Fund, Inc., were submitted to the Board by the town attorney. Mr. Heemer questioned the term of the loan and the manner of payback. He did not feel that the Town was protected for the repayment of the loan, so far as the language of the documents were concerned. Mr. Williams felt that the Town was sufficiently covered in their investment because the Town would hold the mortgage to the property in question. Mrs. Gerber said that after attending all the meetings that were set up for this project, she felt that the term of the agreement was set at 5 years in order to help the Walkerton Industrical Fund, Inc., meet their committments and assist them in their endeavors to better the community. In turn she felt this was one small way the Town Board could help the community expand. Mr. Ward made a motion that all the necessary documents be signed by the president of the board and attested to by the clerk-treasurer. Ms. Gaddis seconded the motion. The vote: Arthur Heemer, nay; Esther Gerber, yea; Greg Williams, yea; Margaret Gaddis, yea; E. Gifford Ward, yea. The motion was approved. Mr. Gevenger read the dog ordinance #874)04. Esther Gerber made a motion to approve the first reading of the ordinance, Margaret Gaddis seconded the motion, and all agreed. Mr. Cevenger presented the electrical contract ordinance to be reviewed by the Town Board. A recap of the rate reduction for the past three months was: .015 .003 February $21,025.17 $4,205.03 March 25,031.89 5,006.38 April 20,0092.72 4,018.55 $66,249.78 $13,229.96 or a total of $79,379.74. A continuation of the .003 rate reduction will go until October, 1987. At that time, the Town of Walkerton electric utility will be changing the wholesale purchasing of electricity and other factors will be involved with rate reduction. A letter was presented from the attorney explaining his interpretation of the law governing the banking laws in the State of Indiana. That letter is to be reviewed and the clerk was instructed to get the State Board of Accounts opinion on that law.

A letter was received from John Glenn School Corporation concerning the possibility of painting lines on State Road 23 at the place where school children are crossing. Police chief Gasscnsmith will be instructed to write to the State Highway Commission concerning this matter. All department head reports were accepted on a motion by Arthur Heemer. seconded by Margaret Gaddis. With no further business to come before the Board, the meeting adjourned on a motin by Margaret Gaddis, seconded by E. Clifford Ward. FASHION SHOWCASE CONTEST The theme of this year’s St. Joseph County Extension Homemakers Style Show will be a “Fashion Showcase". Garments will be modeled at the Ramada Inn the morning of May 14. The contest is open to any male orfemale in St. Joseph County, 18 years of age or older on January 1, 1987, who has made his or her garment since September 1, 1986. The deadline for entires is April 17. Participants may enter more than one garment in the county contest but they must model garments they have made for them-

selves, except in the Family Outfits Division. Judging will take place at 9:00 a.m. May 2, in the Esther Singer Building at the 4-H Fairgrounds. Judging will be based on a 100 point score sheet evaluation of clothing construction. Winners in the county contest will be eligible to partiepate in a statewide style show in August at the Indiana State Fair in Indianpolis.
