X LIBERTY LANES X North Liberty 656-3200 FRIDAY & SATURDAY SPECIALS PRIME RIB 9795 SQ9S SMALL f LARGE 3 WALLEYE 5 6 75 VOTER OPINION POLL ON 1987 ISSUES From State Representative Richard W. Mangus To be as effective as possible as your state representative, I need to know your opinions on the issues facing the 1987 General Assembly. Please take a few minutes to answer these questions, and feel free to include additional comments on any other issues of interest. Yes No 1. Harold Negley, who had been elected Superintendent of Public Instruction four times, resigned his office in 1985 amidst scandal. This has caused many to suggest the Superintendent of Public Instruction should be appointed by the Governor, as is every other executive agency director. Would you favor legislation allowing the Governor to appoint this officeholder? 2. Studies indicate that the more time a student spends in the classroom, the better that student will perform. Would you favor legislation extending the school year? 3. Should schools that show improvement in student performance receive monetary rewards from the state? 4. Current Indiana law allows convicted criminals aged ten years and older to be sentenced to death. Do you think the minimum age requirement for capital punishment should be raised to eighteen years? 5. Do you think that school children who are diagnosed as having AIDS should be allowed to attend regular classes? 6. Do you favor establishing local phone rates based on length of call and distance to point called (Local Measured Service)? 7. Since the biennial budget will be formulated during the 1987 session, state agencies will be seeking funding to maintain or expand programs. Rank the following areas, prioritizing those you believe most need funding (Rank 1-6, with 1 receiving highest priority). Education Economic Development Mental Health Highways Environment Corrections 8. Do you believe that funds derived from a state lottery should be “earmarked” or reserved for a specific area? If so, for what program or programs should the funds be set aside? 9. Would you favor legislation prohibiting smoking in public places? 10. Do you believe that mandatory drug testing is an effective way to combat the problem of drug abuse? If so, who should be tested?
