MRS. LENORE RUSH Mrs. Lenore Rush. 75. of 414 W. 'K’tor, Sturgeon, Missouri, died 10:00 p.m., on Saturday. Octo-
ber 19, in Regional Hospital, Columbia, Missouri, following a short illness. She was born on December 18, 1909, in West Brooklyn, Illinois to Byron and Catherine (Robins) Capes and lived at Sturgeon, Missouri, since 1962 coming from Westville, Indiana. She married Leonard Rush on January 1, 1931, who preceded her in death on October 22. 1979. Surviving are two sons, George and Robert, both of Sturgeon, Missouri; three grandchildren; four brothers, Ray Capes, Dowagiac, Michigan; Milner Capes, Walkerton. Dean Capes. Miami, Florida, and Byron Capes. Hendersonville. North Carolina; and two sisters. Harriet and Marylyn Capes, both of Florida. Funeral services were held at 1 2:00 p.m. on Tuesday at the Meador and Son Funeral Home, Sturgeon, Missouri, with Rev. Bob Guese and Rev. Rob Davis officiating. Burial was in Mt. Horeb Cemetery, Sturgeon, Missouri. She was an active member of the United Methodist Church, Sturgeon, Missouri, and the Order of Eastern Star Chapter 163.

BEST TIMES AND METHODS TO SEE HALLEY’S COMET Indiana residents will have their best opportunities to see Halley’s Comet on November 12 and December 12, 1985 and April 9, 1986, according to Jerry Farrell, Butler University astronomy professor. Farrell says the three dates are good "windows” for observing the comet. It is close to the Earth and the moon is new on these dates. The comet will be visible in the western and southern skies. Halley's Comet appears only every 76 years, and this appearance is in the worst for viewing in 2,000 years, explained Farrell, director of the Holcomb Observatory at Butler University. Light pollution from large cities also will make viewing difficult. Farrell recommends that persons travel 20-30 miles south of cities to gain a dark view of the southern sky. Viewing should not be attempted within a week of a full moon. Binoculars (7x50 power is best) and low power telescopes will be most useful for viewing. Farrell says. These instruments provide a w ide field of view. Here are details on viewing Halley’s Comet: November 12 — 34.1 altitude; 271.8 azimuth; 7.7 magnitude; after 5:00 a m. December 12 — 55.1 altitude; 184.5 azimuth; 6.2 magnitude; after 7:00 p.m. April 9 — 1.0 altitude; 194.5 azimuth; 2.1 magnitude; after 4:00 a.m. (Altitude is degrees above the horizon; azimuth is degrees clockwise from north (270 degrees is due west and 180 degrees is due south); and magnitude is a measure of brightness. Consumer Gets ’’The Right To Change Os Mind’’ What do you get if you buy cookware from a door-to-door salesman, a membership in a health spa, a camping club membmership or a business opportunity? The right to change your mind, says Attorney General Linley Pearson. As a general rule, contracts cannot be cancelled unless both parties agree. However, there are exceptions to that rule, Pearson continued. And those exceptions, he said, generally are designed to give consumers the chance to "cool off' from high pressure sales tactics. Pearson said a Federal Trade Commission rule gives consumers the right to cancel a door-to-door sale during a "cooling off" period, which runs for three business days after the sale is made. The rule applies when the purchase price is $25.00 or more. It covers purchases made some place other than the seller’s place of business, including consumers’ homes, or at a temporary sales location such as a hotel meeting room. The rule requires the seller to give the consumer a written receipt that describes the purchase, or a copy of any written contract the consumer signs. The receipt or contract must include the date of the sale and the name and address of the seller, Pearson said. The seller is required to include a statement of the consumer’s cancellation rights on the receipt or in the contract. Make sure the statement is included, Pearson advised. The seller, Pearson noted, also must give the consumer two copies of a completed "Notice of Cancellation" form, which spells out your cancellation rights and would be returned to the seller, if the consumer decides to cancel. If the consumer cancels the transaction within three business days the seller must refund any payments the consumer made within 10 business days following receipt of the cancellation notice. Pearson said. The consumer must make available to the seller at his residence any goods he received. They must be in substantially the same condition as when he received them, the attorney general added. A Federal law also gives consumers the right to cancel a contract for goods or services within three business days, if the contract involves a second mortgage or a security interest on their homes to secure payment of the contract. Pearson said. A similar "cooling off period applies when consumers sign contracts for memberships m health spas, Pearson said. Under state law. every health spa services contract must provide that the contract may be cancelled before midnight of the third full business day after the buyer signs the contract. The consumer may cancel the contract within that time period by written notice. If the consumer has been given a membership card, he must send that back along with the cancellation notice. Pearson said. Any money the consumer paid must be refunded within 30 days of receipt of your cancellation notice, according to the attorney general Consumers also can cancel a contract for a camping club member-
ship or time share purchase within three business days of signing the contract, Pearson said. All sales contracts for the sale of certain business opportunities, which are opportunities to buy goods or services which investors will use to start or operate a business. must include a clause which gives the investor a 30-day cooling off period to cancel the contact and obtain a full refund, Pearson said. "Remember, if you take advantage of a cooling off period to cancel a contract, do it in writing. Mail your cancellation notice by certified or registered mail, which will show you have complied with the cancellation time requirements."
