JOHN GLENN SCHOOL BOARD MINUTES The Board of Trustees of the John Glenn School Corporation met on August 20, 1985, in the library of John Glenn High School. The meeting convened at 7:30 p.m. with all members of the Board present. The superintendent and 38 observers were also present at the meeting. Following a motion by Mrs. Beem, seconded by Mr. Ludwig, the Board voted seven to zero to approve the minutes of the August 6,1985, meeting. Following a motion by Mr. Peddycord, seconded by Mr. Hosteter, the Board voted seven to zero to approve the minutes of the August 13, 1985 meeting. OLD BUSINESS A. project at North Liberty School and John Glenn High School. The report included information that the project is virtually 99% completed with only slight detail work remaining at this time. In response to a Board question, Mr. Rogers replied that there have been no leaks and this seems to be an excellent application of the rubber roofing system. In the very near future all of the work will be completed and representatives of the School Corporation, Sollitt Construction Company, Slatile Roofing and Carlyle Roofing will conduct a survey of both roofing areas for the purpose of creating a punch list on this project. Mr. Rogers also reported that billing of the project is up-to-date at this time. This was confirmed by the superintendent. B. 1986 Budget Hearing: Mr. Millar stated the following figures as the advertised budget for 1986: General Fund, $3,852,100 budget; $2.3041 rate. Debt Service Fund: $1,098,996 budget; $1.8533 rate. Transportation Fund: $338,000 budget; $0.5867 rate. Cumulative Building Fund: $0.25 rate. Advertised Total Rate: $4.9941 per SIOO assessed vaulation. Estimated 1985 assessed valuation: $46,500,000. Mr. Raymond Carlson, patron of the School Corporation, asked if the total rate for 1985 was $4.11. Mr. Millar and Dr. Smith responded that that was correct. Mr. Carlson then questioned if the advertised rate for the general fund was, in fact, approximately 73 cents higher than the general fund rate for 1985. Dr. Smith responded that that was also correct, however, that the Board certainly expected that the actual general fund, as all other rates, would be reduced at the November hearing as were the

rates that were advertised for the 1985 budget last year. There were no other questions from the public on the matter of the advertised budget. Mr. Millar stated that on August 29, 1985, at 7:30 p.m., the Board would hold a budget adoption meeting as prescribed by Indiana statute and that any patrons of the Corporation would be welcome to attend and to comment at that time. NEW BUSINESS A. Greene Township Groups: Mr. Dennis Prout of the southwest Greene Township group referred to as section 1 spoke to the Board concerning the recent action of the South Bend Community School Board. Mr. Prout stated that his group was very pleased at the action of the South Bend School Board and that they wanted to assure the John Glenn School Board that if, in fact, an annexation could be achieved, that it would be a decision for which the John Glenn Board would never be sorry. A lengthy discussion ensued including members of the Board and various members of the southwest Greene Township group. The culmination of that discussion was the following motion: Following a motion by Mrs. Manual, seconded by Mrs. Beem, the Board voted seven to zero to direct Dr. Smith to contact the South Bend Community School Corporation and other necessary parties to gather information to allow the Board to make a determination on the feasibility of an annexation and merger of the aforementioned group, section 1. The motion also directed Dr. Smith to collect information regarding the status of the Greene Township group referred to as section 2 which were not given permission by the South Bend School Board regarding a potential annexation-merger. Dr. Smith was also directed by the motion to investigate the appropriate time at which the students in question could be enrolled in John Glenn Schools either by virtue of transfer tuition payments to be made by South Bend or transfer tuition payments to be made by individuals. Dr. Dan Taylor of the Greene Township group section 2 introduced Mr. Howard Dosmann as spokesperson for the section 2 group. Mr. Dosmann stated that according to the survey that his group had taken that some 57 students were represented, thirtyfive now attending public schools, 22 attending private schools, and that 87% of the population of section 2 area had expressed a desire to achieve the same status as the section 1 group. B. Indiana Basic Competency Skills Test: Dr. Smith submitted a document to the Board which was based upon information recently released by the Indiana Department of Education. This information was released as a result of the competency skills test which was administered to all Indiana third graders in the spring of this year. State Superintendent Dr. Evans has released this information with the admonition that individuals should not interpret test scores as a direct comparison between or among school corporations, rather that information on student attendance, pupil/teacher ratio, district population, percent of poverty families, number of two parent families, parent educational level, and family income must be considered as important factors along with the raw score. Dr. Smith explained that out of 65 possible items on the reading section of the test, that the state average is 57.2 and that of 40 possible items on the mathematics section of the test, the state average is 34.7 for a composite score of 91.9. John Glenn third graders scored an average of 59.6 in reading and 36.4 in math for a composite score of 96. As a result of the John Glenn School Corporation third graders testing, nine stu-

dents were identified in the Corporation who fell below the fifteenth percentile as stipulated by the Indiana Department of Education and were given remediation during the summer school of 1985. The School Corporation received $2,287.50 from the Indiana Department of Education for the purpose of this remediation. Nearly 10,000 Indiana third graders were offered the opportunity for such remediation through the public schools and retest results for all students will be available sometime this fail. C. Transfer Tuition — 1985-86: Following a motion by Mr. Peddycord, seconded by Mr. Hostetler, the Board voted seven to zero to establish the 1985-86 transfer tuition costs as recommended by the superintendent: K —5678.00; 1-5 —51,356.00; 6-8 —51,357.00: 9-12 —51,373.00.

D. Establish superintendent’s salary — 1985-86: Following a motion by Mrs. Manuel, seconded by Mr. Ludwig, the Board voted seven to zero to establish the superintendent’s 1985-86 salary at $43,900. E. Resignation: Following a motion by Mr. Hostetler, seconded by Mr. Peddycord, the Board voted seven to zero to accept the resignation of Cheryl Goraiski Herman as John Glenn High School French teacher. F. Appointments: Following a motion by Mr. Ludwig, seconded by Mr. Hostetler, the Board voted seven to zero to appoint Mr. Eric Pressel as John Glenn High School French teacher and sophomore class sponsor.
