STATE SELECTS FIRM TO DEVELOP STUDENT COMPETENCY TESTS The Departments of Public Instruction and Administration have selected the CTB-McGraw Hill Publishing Company at Monterey, California, to construct Indiana’s new student competency tests, State Schools Superintendent Harold H. Negley announced today. Negley said that the CTB-Mc-Graw Hill firm will receive a contract from the state for $1,745,411 to develop the tests, which will begin in the spring of 1985, when all state third graders will be tested in math and reading. The program will untimately be expanded to include all third, sixth and eighth graders, with writing skills tested as well. The firm will receive the contract for a three-year period. Negley said a panel of local school testing officials evaluated the proposals submitted by four national testing firms, and that the CTB-McGraw Hill firm ranked the highest in such criteria as agree-
ment with specifications, quality of proposed approach, overall management judgement, and form of proposal. The firm's bid was also the lowest submitted. Tests will be developed by the firm in reading, mathematics and writing skills according to specifications provided by the State Board of Education. A pilot test will also be developed and given to a five percent sample of third graders in the fall of 1984. The pilot test results will determine whether the test questions in fact measure the objectives approved by the State Board of Education. Negley also announced the appointment of an advisory committee of local school testing officials that will help him and the State Board of Education develop and implement the testing and remediation program. Named to the panel were: Isabel E. Blomberg, Curriculum Coordinator, MSD Washington Twp., Indianapolis; Paul 0. Brown, Supervisor Research/Evaluation, Indianapolis Public Schools; Mike Costello, Elementary Principal, South Vermillion School Corporation; Steven Dermer, Elementary Teacher, Penn-Harris-Madison School Corporation; David G. Ebeling, Assistant Superintendent for Instruction, Monroe County Community Schools; Linda J. Hardin, Assistant Superintendent, City of Hobart School Corporation; William Hoock, Director of Evaluation and Research, Gary Community Schools; Susan G. McDowell, Supervisor of Psychological Services and Testing, Evansville-Vanderburgh Community Schools; Richard V. Nickell, Director of Education Center, Fort Wayne Community Schools; Michael L. Rose, Coordinator of Testing, South Bend Community Schools; John F. Seville, Associate Superintendent, New Albany-Floyd County Community Schools; Linda Williams. Middle School Teacher. MSD Perry Township. Indianapolis; William York. Elementary Principal, Carmel-Clay School Corporation. William Strange, head of the Department’s Research and Assessment Division, will chair the advisory committee. Under the provisions of the legislation establishing the program, the lowest scoring 15 percent of students will receive follow-up remediation coursework in the following summer or fail semesters. Remediation coursework will take place in classes of not more than 10 students per teacher. All costs associated with both testing and remediation aspects of the program will be borne by the state.
