Richard Mangus Nearly 15 bills that would tighten the state's drunk driving statutes have been filed in the Indiana Legislature. Each proposal contains its own version of penalties and fines if a person is caught drunk while driving. As I see it. the benefits Indiana could receive from an effort to clamp-down on the drunk driver are two-fold: safer highways and additioinal money from the federal government. According to statistics, as mans as 10 percent of all drivers are drunk, bv legal definitions, on weekend nights. Those statistics also point out that most motor vehicle crashes in which alcohol plays a roll involve far greater quantities than one or two drinks, and 50 percent of all fatal crashes are alcohol-related. I think it is evident that Hoosiers are reads for a change in the law bs the amount of proposed legislation pending in the House If the legislative proposals are adopted — Ans person found driving while intoxicated for a second time could hase his car immediately impounded by the police for 90 days; — A second-offender could immediately lose his driver s license if police determine he is legally drunk; — There would be stronger laws dealing with juvenile drunk drivers. One such proposal would remove the juvenile court's jurisdiction over children charged with drunk driving to an adult court; — The minimum fine for a person whose license is suspended for driving while intoxicated would be $250. There is no minimum fine now. The current state statute pro vides for a mandators fne-dav jail sentence on the second offense for drunk driving with a suspension of license from one to two years. On the first offense, the judge mas either revoke the driver's license or place the person on probation for one year. Indiana law considers a person drunk with 0 10 of alcohol in the blood stream While many argue that Indiana already has one of the toughest drunk driving laws in the nation, a new law could generate about $125 million in federal grants to the state. Recentlv. President Reagan signed legislation to help prevent drunk driving, setting certain cn tena for states to quahfv for a share in the blink grant monies Indiana already meets two of the criteria requiring a 0 10 blood alcohol level as the definition of legally drunk and requiring a man daton jail sentence of not less than 48 consecutive hy»urs for anyone convicted of drunk driving more than once m a five-year period. 1 believe that drunk driving ts a serious crime and it is evident that many Americans want more senous legal treatment for the crime
