WE NEEDED THAT! The amazing feat of these past few days, the flight in space by astronauts Young and Crippen, and the successful return to earth for an airplane type landing, was something we really needed. For some time now, six years in all, the American space program has been on hold, even though work was continuing all the time, nothing was being accomplished that the public could see and appreciate. The amazing blast-off of the very heavy space shuttle, its 36 orbits and return to land in the desert in California, was more than just a positive step forward for our space program. It was a very positive act by and for this country which was at this time, greatly needed. Over the years there has been a lot of controversary of the space program, the money being spent, the objectives of such a program, etc. Also, in the past few years, since the last manned space shot, a lot of negative things have happened in this country. All we have a tendency to hear is the bad things . . . ranging in time back from the attempted assassination of President Reagan, to the economic outlook, the rapid growth of inflation, the unemployment, etc. In fact, since the big bicentennial celebration of 1976 has little positive come forth to really put anything on the plus side of the ledger. The long lingering hostage crisis, the foreign oil situation, the energy crisis, almost anything you can name was negative and it was time for something positive to happen. We cannot go into detail of the great steps forward and the many various aspects of the flight into space with a return that will allow the spacecraft to fly again and again and again, it is way over our heads. However, it is certainly a step in the right direction to know that the American knowledge and ingenuity is not standing pat, but continuing all the time with the tremendous proof being the 56 hour mission that had to thrill even the strongest critics. Once again we have proven that, with proper work and planning, America is still the number one country in the world in most respects and the space flight means much more than just a journey around the earth a few times, it was a real shot in the arm for America! Each bill deals with a different area of the budget, such as school funding, the state's operating budget, the construction budget, and funds for transportation and highways. The total biennial budget amounts to about $11.6 billion. Several attempts to increase spending were proposed by the Senate minority, but they were rejected as being too costly. The budget in its amended form will now go to a conference committee where a compromise between the House and Senate versions can be worked out before being sent back to both houses for a final vote. would allow corporations to repre sent themselves in small claims courts, instead of having to be rep resented by an attorney. As it is now. it often costs more to go through the small claims process than the disputed claim is worth; this is in large part due to the cost of hiring a lawyer. The consequence of this is higher prices to consumers, and HJR I. by allowing corporations to argue their own cases, would benefit both busi nesses and consumers. If the full Senate passes the resolution, the next elected General Assembly will also have to pass HJR 1, and then the people of the state would have to vote on it in a referendum. A bill that would help local school corporations with temporary financial difficulties has passed the Senate and has been sent to the Governor. H.B. 1654 would allow the school corporations to borrow money from a variety of sources if there is a shortfall in expected revenues, when the shortfall is due to a mistake in calculation or sonic other reason. The bill would also require the corporation to adjust their tax levy in order to pay back the loan and make up the shortfall There have been several cases ot mistaken auditing calculations in the past several years, and school boards that have relied on the esti mated income figures have found themselves without enough money to run the school system. This bill would give the kx?al school corpora tions the ability to react to and cor rect funding problems. At this point, all bills that have not passed out of committee arc considered dead for the session As of Friday, April 10th, there artsix working days left in the session For those bills that do not receive concurrence, conference committees have been or will be formed to iron out the differences. Depending on the progress of the drawing of the reapportionment maps, ad joumment is expected either dur ing the week of April 20 or April 27. Ihe legislature is by law required to adjourn this year by April 30.
